NIA chargesheets three more accused in Red Fort car bomb case, total rises to 13

New Delhi, Jun 27: The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, including a fugitive, in connection with the November 10, 2025, car bomb explosion near Delhi's Red Fort that claimed 11 lives.

With the latest chargesheet, the total number of accused named in the case has increased to 13, including the alleged mastermind, Umer Un Nabi, who died in the Vehicle-Borne Improvised Explosive Device (VBIED) blast.

The newly chargesheeted accused have been identified as Zameer Ahmad Ahanger, Tufail Ahmad Bhat and absconding accused Muzafar Ahmad, also known by the aliases Faraz and Zafar. All three are residents of Jammu and Kashmir.

According to the NIA, Muzafar Ahmad, a qualified paediatrician holding MBBS and MD degrees, is the elder brother of co-accused Adeel Ahmad Rather and one of the founding members of "AGuH Interim", an alleged offshoot of the Al-Qaeda terror network.

The agency's investigation found that Muzafar, along with co-accused Umer Un Nabi, Muzammil, Adeel and Mufti Irfan, played a key role in planning the conspiracy that culminated in the deadly explosion.

Investigators alleged that Muzafar attended a secret meeting held at Eidgah in Srinagar in June 2022, where the AGuH Interim module was formed. He was also allegedly involved in manufacturing, testing and storing TATP-based improvised explosive devices at a clandestine facility operated by Umer and Muzammil at Al-Falah University in Faridabad.

The NIA said a non-bailable warrant has been issued against Muzafar, who remains absconding, and efforts are underway to trace and arrest him.

The agency further alleged that Zameer Ahmad Ahanger functioned as an overground worker (OGW) for the terror module and maintained contact with handlers while facilitating the movement of arms, ammunition and funds.

Tufail Ahmad Bhat, described as a former overground worker of the banned Lashkar-e-Taiba (LeT), allegedly supplied weapons to the module. Investigators claimed he procured an AK-47 rifle, a Krinkov rifle, a pistol, magazines and live ammunition through dead-drop operations coordinated by a handler before delivering the consignment to Umer Un Nabi in exchange for Rs 3 lakh.

In the supplementary chargesheet filed before the Special NIA Court at Patiala House Courts, Zameer and Tufail have been charged under multiple provisions of the Unlawful Activities (Prevention) Act (UAPA) and the Bharatiya Nyaya Sanhita (BNS).

Muzafar has also been charged under additional provisions of the BNS, the Explosive Substances Act and the Prevention of Damage to Public Property Act for his alleged role in the conspiracy.

The NIA said the investigation has relied on extensive forensic examination, geo-location mapping of conspiracy sites and financial trail analysis to establish links among the accused. The agency added that further investigation into the case is continuing.
