Should There be Compulsory Retirement Age for Politicians?

Mar 29: The recent news item in the Daijiworld announcing the sudden death of Dr V S Acharya, Senior Education Minister, Government of Karnataka, at the age of 71 years, got me wondering whether is there an official age at present in place for compulsory retirement for all Ministers and Members of Parliament, both at State and Central levels, and if there is not, should there be one, say, they should mandatorily retire from their posts and all their political activities at the age of 65!

Whereas the present official retirement age for all employees in the Private and Public Sectors, and also all other Government Departments is 60 years, it is strange that there is no age limit for the so called Parliamentarians and Ministers as they seem to be carrying on with their political activities forever. If one looks at the current Indian political scene, I believe we have the oldest Cabinet in the world, as the average age of the Ministers in the current Parliament is around 65 years! In fact there are quite a large number of septuagenarians (ages between 70 and 79) and a few of octogenarians (age group 80 – 89) as well, currently serving as Parliamentarians in the Government and opposition sides.

In this context, it is worth making a reference to an article published 8 years ago in the Times of India ( dated 29th February 2004), written by Sachin Pilot, the then Young Congressman, titled “Should Politicians have a retirement age?”, wherein he advocated a case for legislation that all Politicians should retire at the age of 65. Sachin Pilot said that Political Leadership of a country decides as to which direction it should take. In order to harness the tremendous potential of young Indians in the political arena, we have to make way for them, he felt.

Sachin Pilot went on to say that with no disrespect to those who have contributed largely to the policy of this country, it is time political parties allowed a younger lot to face the electoral battle. That will enable them to understand the needs and aspirations of their electorate. He further stated that asking the older Politicians to retire does not mean they have no role to play. In fact, they can play a constructive role by drawing upon their vast experience and knowledge base to guide and give advice on various matters, he said. Page 1

Let us be honest and have no qualms about it. As we grow older, our brain cells diminish and/or fade away, and consequently, our thinking power and process tends to slow down. Our judgement is not sharp and dynamic as it used to be during our younger years. The alertness and reactive power also gradually gets reduced as we grow older. We are not energetic anymore and we tend to lack interest. Also when old, one becomes a bit lethargic (adopt a chaltha-hai attitude) and not willing to take many risks and make bold decisions, which are very much needed in the day-to-day political scene.

Let us also acknowledge the fact that good and effective Politicians need a lot of energy, drive, enthusiasm and capacity to put in long and hard hours of working, almost 365 days of the year, either be for election campaigning or to attend public meetings, social functions and programmes, and also in meeting their electoral obligations. In addition, they are required to perform their parliamentary duties, where often, they have to put in long hours. Therefore, no doubt, it becomes very difficult for elderly persons to cope up with all these hectic schedules and duties on a continuous basis, thus in the process, rendering them inefficient or less productive.

Moreover, older Politicians even though they are wise men/women who have vast conservative wisdom and life experience, they are not so down-to-earth and modernistic in their outlook and approach, and quite often they fail to bring about the changes required in the running of the Government system to suit the ever changing conditions. They cannot simply adapt to the modern way of thinking, and often fail to live up to the expectations of the younger generation of voters. They are also slow to understand and acclimatize the modern technological developments and change their policy settings to keep up with the ever changing modern world.

Also, one tends to get so busy and pre-occupied with their hectic work schedules, Politicians very often neglect their own precious health, either they do not have the time for regular health check up or simply forget to do so, and in many cases they land up paying a heavy price for their negligence.

One would, therefore, often wonder what makes the Politicians to carry on for eternity in spite of their strenuous and stressful job and responsibilities. Is it that they are financially not doing all that good, which one would doubt very much though, as, over a period of time, they would have accumulated a certain amount of wealth sufficient to take care of their future, or surely there must be some pension or superannuation scheme that has been put in place by the Government to take care of their financial needs when they retire. Or is it that they think that they are indispensable, as if there are no one else available capable of shouldering their duties and responsibilities; if t is so, they are sadly mistaken, as one would think surely there are a number of men and women out there who are more than capable of filling up their positions. Or, is it that they are hungry for power, the limelight, the authority, etc, to which they have been used to, over the years, and they do not want to give up at any cost?

Running the Government of a country can be compared to running a factory or a manufacturing unit. In a factory, there are a number of machines and equipments producing goods and materials. Similarly, there are a number of Politicians who are responsible to run the Government. In a factory, where the old machinery and equipment gets used up and worn out, and needs to be replaced from time to time in order to achieve maximum production, same is the case in Government system, - in order to achieve perfect governance and administration, the old blood needs to be replaced with the new one. In other words, with due respect, the old Politicians should make way for the younger ones, time to time. After all, life is not all about work and official duties, as there is so much can be done outside politics. For example, they can still indirectly contribute to their respective political party, as being advisors and mentors, and pass on to their party members, especially the youth, their valuable political knowledge, experience and wisdom which they have gained over the years.

We regularly propagate and proclaim the famous quote “Youth are the future pole bearers and leaders of our nation”, but sadly, we seem to be only procrastinating without doing anything worthwhile into encouraging and nurturing our youth to take up the political career.
 
Luckily, India has massive human resources at its disposal with millions of its young educated men and women (quite a large number of them graduates and post-graduates even), and under such conditions, it should not be much of a problem to find the budding and aspiring political candidates to suitably replace the old Politicians. After all, India is a young nation – almost 75% of its 1.2 billion people are below 40 years, and more than 50% of them have not even crossed the age of 25 years. Yet, it is ironic and sad indeed, most of our top Politicians are in their 70's and some even in their 80's!.

It is fervently hoped as well that this article will help to spread and ignite more awareness and interest amongst the youth to take up political career, where they can directly contribute in a positive way to the development and well being of their country.

    To fix a retirement age a law has to pass through the Parliment. To pass the law MPs has to vote in favour of it. When most of the MPs are above 70 they don't want against them. So the question of fixing an age for retirement for politicians doesn't arise under present condition.

    Instead have a resume for politicians put out on all news papers and then evaluated by the public. It just takes one year in office to swindle crores but years of hard work to do something that generations can talk about. The moment you know the guy in power is a crook hang him not just terminate him for he has cheated us on our trusting

    Politicians,particulary MLS's,MP's and Ministers dedicate their entire
    life for the welfare of the people.
    So let them retire at the age of 90 or 100.They can have their regular medical check up abroad.Also they can undergo heart surgery and other
    treatment in foreign country of their choice.They can be accompanied by their family members, kith and kin.
    After all they sacrifice so much for the poor,exploited and the downtrodden.

    Not only a retirement age but there must be term of office for all politicians.

    Retirement age should be 65 and the term in office, a maximum two terms(two elections of a 5 year term)
    This way fresh blood and fresh ideas can be injected in to governing the nation.

    While oldies are goldies, they can only act as consultation source from on-going committees.

    Unlike other professions, an average politician's career begins late in life, normally after he/she reaches 40 years and above, with the exception of members from politicians' families. Secondly they are not employed or appointed professionals. They come in the limelight through public backing. Obviously their tenure of service and retirement should be determined by the general public, considering their performance, public conduct, character and track record.

    Yes, there must be a retirement
    time for politicians, like every
    other profession. Also, there must be some candidate screening
    process for all politicians about
    their education-character-honesty
    etc else these politicians will
    use their political power and
    influence simply to get rich
    through the shorest route and
    destruction of their political
    opponents at any cost. It is terribly sad that a good percentage of the politicians in
    India start their political journey through troublesome routes,
    and when they reach the top level through hook or crook, we can expect nothing but total trouble in corruption and selfishness.
    Simply take the list of the politicians who were caught up in
    criminal cases! Also the number of politicans who became multi-millionaires through their job while
    1/3 of the population is living
    with less than $ 2.00/a day? Indian politics is a shocking and
    sad reality.

    Age/educational and fitness should be there and the rule of president must be elected by the people. See our President she spent billions of rupees on foreign tours after her retirement age. some of MP's are not fit to attend the partliament (You can see they are just passing time by sleeping)

    See what the 'Age Row' over our Army Chief has done! Just one year here and there and from the resultant repercussions we have become the laughing stock of the whole world! Imagine what would happen if these 'soiled' politicians had a 'fixed' retirement age! There would be an skeleton 'avalanche'for sure, as it were from the cupboards!We would run out of space to bury them! Has it been thought over first? A mock drill on the 'disaster management' of this magnitude should be definitely conducted before giving the final O.K. But then-who will bell the cat? This is another million dollar question!
    Whatever is being said now is nothing new. The fact however remains that the top posts in our country are (except in 2 cases)and were definitely reserved for those above 70's or those approching their 80's. Some could not even walk properly and some could not think!PR officers and Government Cameramen had strict orders to 'shoot' some only above waist level so that their (in)ability would not be over exposed!
    In a country where there can't be consensus on anything ,even on 'defense matters' this is certainly a very very big ask!
    Politicians are here to stay, stay without retirement and run amock as and when they will!!

I do agree that Maximum age limit & Minimum Educational Qualification is a must for each politician. After retirement they can continue as the Advisers for their party,so that they can share their experience & knowledge in various aspects.     Indeed! a retirement age limit must for politician owing to the current scenario, mainly due to increasing rate of corruption. Since there is a retirement age limit for government employees why not for these blood suckers. If there is no limit, then they block the way to new comers who have proper educational background. Most importantly, they try to use tax payers money for their personal benefit to the maximum. Apart from this, since public elected them to be in the position, public should also able to get them to the ground level. It should be public choice and should not be the choice of the politician. As recently we had seen once they get the position, they do not want to leave the seat at any cost.

    I strongly endorse this view. Most of our older generation politicians are out of touch with modern global politics, economics and understanding. 60-65 is the right age to retire. In todays world decisions are made fast and old mechanisms or systems will not work. We are still riding a bicycle when other people are driving cars or even ready to go to the moon. India has so much of young talent who are vibrant and dynamic. We can easily find at least 1000 of them from the 1 billion.

    Both the Central and the State Govt should pass bills to have an age limit ratio for the ministerial berth. The ratio according to me is 25:50:25 for the age group as given below:
    Below 40yrs of age: 25%
    Between 40yrs & 65yrs: 50%
    Above 65yrs of age: 25%
    Such combination will have a balance of young and old minds to guide the country to great heights. Below 40yrs ministers will learn the art of serving people honestly and above 65yrs veterans will teach the new comers to take the important decision of running the country with great maturity.
    There should be wealth limit to the elected representative’s Annual Capital Gain. If any politicians cross their limits, such ministers should be put to scrutiny. If the authority discovers that they have made wealth beyond their means, such tainted politicians are legally liable for severe punishment. The Govt should trip their retirement benefits and confiscate the ill-gotten wealth.
    The annual capital gain rule will stand good for all the Govt servants as well as the Babus.

    Why not?In this world every human being is mortal.So there should be retirement age. When each & every creature of this world has time bound Then every human being should be given retirement, at least for the sake of age & they should be given a portfolio to analyse the chances to educate the future generation. Hence they could be utilized as political consultants by the major national parties..

    First we need to fix a age limit within which they need to come on board, after which we can fix the ceiling for their retirement. currently by the time they come in itself they are out of steam, number of health and wealth related issues, so they will genrally stay till they can, if we have a entry slab, then the exit slab can be defined, but then again the experience factor is what has to be seen when you fix a entry slab., my 2 cents of thought .

    Yes..There should be a retired age to be fixed to all M.P's and M.L.A.'s. But the question is who will fix the age? Majority of the parlimentarians are in the age group of 60 to 85. They don't want leave their chair until their death. In all Political parties handling of day today activites are done and controlled by the so called aged politicians. As of me the maximum retired age to be fixed 62. and there should be a basic qualification in addition to the age factor.
