Trinamool Quits UPA, Reformist PM Seeks Nation's Support

New Delhi, Sep 21 (IANS): India needs reforms in the national interest and "hard decisions" will be pursued with people's support, despite political opposition. This was the message a resolute Prime Minister Manmohan Singh sent out Friday, barely hours after the Trinamool Congress withdrew from his 40-month-old government reducing it to a minority.

"No government wants to impose burdens on the common man," Manmohan Singh said, seeking to reach out directly to the people and explaining to them the rationale behind "some important economic policy decisions" taken in recent days, harsh as they may seem.

"The time has come for hard decisions. For this I need your trust, your understanding and your cooperation," he pleaded in a rare televised address to the nation at prime time on public broadcaster Doordarshan.

The address came shortly after all six Trinamool Congress ministers - the second largest party in the UPA - resigned from the government and withdrew the support of its 19 Lok Sabha members to the ruling coalition, three days after it said it was quitting the alliance over its latest round of reforms which it said were "anti-poor".

Railway Minister Mukul Roy and five ministers of state called on the prime minister and handed over their resignations. The meeting barely lasted five minutes. They later went and submitted a letter to President Pranab Mukherjee withdrawing support to the UPA.

These developments have a defnite impact on the life of the UPA-II, which technically has 20 months more to go before the next national elections.

But Manmohan Singh, aware of the political fallout of these decisions, said he needed the support of every fellow citien to put India "back on the path of high and inclusive growth."

"Please do not be misled by those who want to confuse you by spreading fear and false information. The same tactics were adopted in 1991. They did not succeed then. They will not succeed now.

"I have full faith in the wisdom of the people of India," he said.

In a series of reformist decisions, that was reminiscent of the liberalisation programme initiated by Manmohan Singh the finance minister in 1991 when he opened up the economy, the government last week allowed foreign equity in multi-brand retailing, further eased the norms on single-brand retailing and the broadcast sectors and permitted foreign airlines to pick stakes in domestic carriers.

These decisions, which came just a day after a go-ahead to oil marketing companies to raise prices of diesel and limit the subsidy on cooking gas to six cylinders per year, did not go down well with other parties, including a key ally, the Trinamool Congress.

This led to opposition parties staging a nationwide protest Thursday, with the leaders the of Left Front and the Bharatiya Janata Party (BJP) -- otherwise at opposite ends of the political spectrum over their ideologies -- even sharing a common platform.

But the UPA, with strong backing from the Congress party leadership, not just stuck to its guns but cocked a snook at the opposition by notifying the reforms and making them operational.

With West Bengal Chief Minister Mamata Banerjee-led Trinamool Congress, that has 19 members in the 545-seat Lok Sabha, keeping her promise of walking out of the UPA, it was left with an effective strength of 254 members, short of the mid-way mark of 273.

But it is counting on the support of Mulayam Singh Yadav's Samajwadi Party with 22 members, Mayawati's Bahujan Samaj Party with 21 members and Lalu Prasad's Rashtriya Janata Dal with four.

Mulayam Singh Yadav told journalists that, though his party was not in the UPA, they would support the government from outside "to keep the BJP out of power." His party had however supported the opposition-sponsored nationwide shutdown against the recent measures.

With presumed support of both the main parties of Uttar Pradesh, the UPA's numerical strength in the Lok Sabha should rise to 301, not counting some of the nine independent members.

"We have the numbers. You will see," a confident Parliamentary Affairs Minister Pawan Kumar Bansal said, even daring the opposition to move a motion of no-confidence in the Lok Sabha to test their strength.

If the stock markets are any indicator, the sensitive index (Sensex) of the Bombay Stock Exchange (BSE) shot by up over 400 points or 2.2 percent, with investors toasting the government's decision to stay the course on reforms.

    PM Dr. MMS is visionary and is a long term planner. What he is doing, may not look fruitful now, because we are all short term thinkers and looking for instant gain. Our treasury was almost empty when V.P. Singh and Chandrashekar where PM. They have even sold our reserve gold.
    When PVNR took over Dr. MMS as FM changed the complete scenario. There was lot of opposition from most of the political parties including BJP. But when BJP came to power they followed the same.
    These are all political stunts to gain popularity nothing else.

    It is a waste of time if BJP continue its stir to oppose every policy of the UPA and its alliances.BJP do not have a PM candidate till date and they cannot unite and fight for a PM seat.The reasons why are proved in the past.As long as the BJP continue to hindutva agenda and calling India as a hindu nation then it is not a time for BJP to come to power.The intellectuals in India always realize the consequences of hindutva.The majority people who visit polling booth to vote always know that we need a government to unite and not to devide.The BJP always tried to devide and rule failed always because the mother nature is not with them.

    We should complement the UPA-2 government for taking bold steps in bringing the badly needed reforms that have eluded our nation for quite some time, mainly due to the arrogance of some coalition partners who have opposed these measures under the garb that they are anti people. Such actions have been nothing but playing vote bank politics and never in the national interest.

    One can see the immediate effect in a stronger Rupee against the major currencies. This will certainly do good in reducing our oil import bill and deficit.

    Performance of the stock market is also something to cheer about.

    Contrary to the grand narrative ‘opening of flood-gates idea’ of 1991, what took place was a gradual process of changes in policies on investment in certain sub-sections of the Indian economy.
    FDI usually preferred over other forms of external finance because they are non-debt creating, non-volatile and their returns depend on the performance of the projects financed by the investors. FDI also facilitates international trade and transfer of knowledge, skills and technology.

    Depending on the policies of the host government it triggers technology spillovers, assists human capital formation, contributes to international trade integration and particularly exports, helps create a more competitive business environment, enhances enterprise development, increases total factor productivity and, more generally, improves the efficiency of resource use. The envisioned role of FDI has evolved from that of a tool to solve the crisis under the license raj system to that of a modernising force that has been given special agencies and extensive discourse.

    A significant protest that took political roots began in the form of the Swadeshi Jagaran Manch (SJM) created by the RSS in the November of 1991 a few months after the new liberal economic policy. FDI was seen to be a new form of ‘western imperialism’ which the Indian Nation was to combat through indigenous capabilities.

    In reality, the future of India’s growth and output was seen to be connected to FDI and it was deemed necessary for promoting higher growth of output, exports and employment though reforms continue to mean different things to different people in different times. Politicians have freely used this word to suit their requirements, depending on the circumstances they have faced from time to time. So we better ignore Mamata.

    There is very little that the Prime Minister has to connect with the people... they don't know or understand great economic terminologies like fiscal deficit. He should speak to the people more often. In a typical democracy like India, regional parties have become strong and they determine how reforms should be implemented. Strong leadership is required. PM gave a very cogent explanation of the urgency for reforms. He reached out to the people to explain how he can't afford India to reach a situation like some European countries where people are losing their jobs. I wish he had done this earlier. We can't have a prime minister who keeps large periods of silence.

    A sigh of relief for the nation when Mamata seceded from UPA.TMC is not a political party.It is bunch of jokers headed by the street politician Mamata.Those leaders who are associated with Mamtha are spoiling their political career.She was against India's indigenous investor TATA's NANO Project!How can she digest FDI.Her political activities as associated block in particular political set is not up to the 'Dharma' of Coalition.She could perform well as oppn leader rather than as an ruling head.Subsidies and sops are against economic 'dharmas'.Nothing is free in this world.Those three steps in the path of economic reforms by UPA(FDI/AVAITION EQUUITY/FORIGHN INVESTMENT TAX DEDUCTION)pave the way to respond positively by SENSEX/Stock Exchange.

    Half economic reforms can kill the economy as India is doing.Bold steps required in the interest of the country.UPA's strong steps towards liberalization may loose political constituents but step taken by UPA is in the right direction.Being third largest economy in the world,India has long way to go and ample investment opportunities in the infrastructure.We have to arrest the slide of Indian rupee against Dollar else our B/P will widen further.If we go with more reforms the health of economy will come to the track.BJP/NDA's India Bandh is just to gain short term political mileage by misleading public.

    This is the Prime Minister’s second bold step after the civilian nuclear power wherein the bjp took the Prime Minister/UPA I in to ransom imposing non-confidence motion. This time the bjp/nda is scared and shivering to impose non-confidence motion once again because now they/the opposition is divided in their own decisions.
    It was a wonderful and thunderous speech of the Primer Minister to bring reforms and developments. Hopefully the economy will rock under the leadership of Dr. Manmohan Singhji.

    Mamata Bannerji came to power with the wide support of congress and now she is acting like a coward. It was good that she withdrew support so that she should not blame that UPA removed her from the coalition.

She has a set of psychophants as ministers who will blindly follow their leader right or wrong ( Sadly mostly wrong ). She thought she had taken the place of the Left, but that was not right. The Congress should not now gloat over this minor victory and should still treat West bengal and Mamata delicately .

    The Bengalis are actually very rich in culture and other activities with stalwarts like Rabindranath Tagore , Netaji Subhas Chandra Bose and so many great leaders who have contributed immensely to the growth of the nation. They still have a lot to contribute to the nation in the days to come.

    This PM must go. Pull him down with a non-confidence motion in parliament. He does not reform India he ruins the common man due to pressures from outside India to push for reforms.
    Foreign outfits make money and push the poor to ruins.
