Government Wins FDI Vote in Lok Sabha Amid Walkouts


With Help from Rivals SP, BSP, UPA-II Wins FDI Vote

New Delhi, Dec 5 (IANS): In a boost for economic reforms, the Manmohan Singh-led government Wednesday sailed through a determined opposition onslaught to win the vote in the Lok Sabha on foreign investment in multi-brand retail - with more than a helping hand from the BSP and the SP, the two sworn enemies who bailed out the UPA-II for their own political compulsions.

The vote is expected Friday in the Rajya Sabha, where the government does not have the numbers.

In a thumbs-up for for the second generation of economic reforms, shepherded by the prime minister, the government also won another motion on amendments to the Foreign Exchange Management Act (FEMA) to facilitate its initiative.

Both the motions had been moved by the opposition. The motion on the government's decision to allow 51 percent foreign direct investment (FDI) in multi-brand retail, which would allow global supermarket chains to set up shop in India, was moved by the BJP and the CPI-M. The second one opposing amendments to FEMA was moved by the Trinamool Congress.

The government may have won this crucial vote, but the point was not lost on watchers of the political scene as it owes its victory to internecine rivlary between two key Uttar Pradesh parties, Samajwadi Party (SP) and the Bahujan Samaj Party (BSP), which prop the ruling UPA from outside.

The BSP and the SP strategically walked out of the house before the vote, ensuring that government sailed through the challenges.

The halfway mark needed to win the votes was reduced with the SP's 22 MPs and the BSP's 21 abstaining. Propelled by the unlikely Mulayam Singh Yadav-Mayawati combination, the government won the FDI motion with a 35 vote margin - 218 votes for the opposition motion and 253 against with 471 of the 544 members present in the house.

The FEMA motion was won by 30 votes - the opposition getting 224 votes and the government 254.

A beaming Manmohan Singh, the prime mover behind the contentious FDI in retail initiative and the larger economic reform process, said the decision "has the approval of the house" and underlined that the government is confident of its numbers in the Rajya Sabha.

"FDI has approval of the house," Manmohan Singh told reporters after vote.

Industry lobby's hailed the vote, with Confenderation of Indian Industry president Adi Godrej saying FDI in retil "would lead to capital infusion in the country, which would help farmers and customers."

The Rajya Sabha will discuss the issue Thursday-Friday and vote on Friday.

The government touted the vote as a victory of pragmatism over ideological posturing. "It was a contest between reform and retribution. It was a victory of pragmatism over ideological blinkers. And ultimately, reform and pragmatism have won," Information and Broadcasting Minister Manish Tewari said.

"We are very happy. We have the support of the house," said a beaming Communications Minister Kapil Sibal, while lauding the country's "vibrant democracy".

A defeated Bharatiya Janata Party leader Sushma Swaraj slammed Mulayam Singh Yadav for walking out of the house and condemned the UPA's "arrogance of power".

The SP, which had said earlier in the morning that it was against FDI but would not do anything to "trouble the government", said the move was "anti-farmer".

"Five crore (50 million) people in retail trade will be destroyed. This decision has ignored the interests of 20 crore (200 million) farmers and their families. The decision on FDI was taken under pressure of foreign companies. This is the reason the party boycotted it," Mulayam Singh said.

"This is not about helping or harming the government. The whole party and MPs had decided to stage a walkout. This was decided by the party and the SP will continue to oppose every wrong decision of the government," he said.

The decision to allow FDI in multi-brand retail is expected to open the doors for major global majors like Wal-Mart, Carrefour and Tesco.

    Do you really think that Wall mart and Carrefour go to villages and buy the farm produce directly from villagers? There will be definitely middlemen for doing so.
    Without appearing to support Sushma Swaraj, I have to agree with her when she said that of the Rs 150/- per kilo you pay for potato chips, only Rs 2/- reaches the farmers.
    And do you know what Nestle and Cadbury did to Cocoa farmers in eighties?

    Thank you for sharing valuable information in the comments.
    It is true that we have scarcity/ loss of produce, NOT because of inadequate farming but for inadequate storage facility or logistic support.
    Food/produce does not reach needy in time and producers do not get fair price. Percentage of loss of produce in India is 3 times more than advance Countries for lack of storage facility & supply chain management!
    We hope the FDI in retail may try to bridge this gap!
    This way 'daijiworld' forum can actually be used for Educating, SHARING, GROWING & UNITING our people.
    People from our twin districts are well educated and have seen the outside world.
    We can always support the righteous and demand fair play in politics/business etc. and bring sea change to our lives as well to our next generation

    They will market all junk foods with additives that are already in our markets- don't fall for them or their false claims of healthy or Diet enhancing claims.
    They will buy only standardized produce from farmers rejecting 40% which are bigger in size or smaller & have some spots otherwise very good in quality.
    Start Co-operatives marketing organic fruit & vegitables which are far more healthier though a little bit costlier.
    Walmarts will always follow what we buy & the tendencies of consumers in reacting to their marketing strategies. The day they find out we are knowledgeable buyers they will change Too.
    Be Educated & don't buy Impulsively, Stick to your monthly budgets.
    Compare prices & buy only required quantity in few visits.
    Half price food produce have crossed their Expiry date. Read labels for additives as well as the best before dates.

    Its like 50:50 even if its passed by Rajya sabha too . Both pros and cons. Lets see whether it adhers to FIMA guidelines. For once have a look at multi brands like mcdonalds , kentuki but still we have local cuisins indian outlets running high. No threat to Local shops as such since they are easily accessible even in remote areas. ......./ Customers can benefict as Wallmart may cut middleman with their super logistics , but there is a chance that they may import cheaper or less quality commodity from china market or far east asia. In this case indian farmers my suffer , also wallmart can play bully by fixing higher than market prices , so banias are also tempted to increase price. Hard guess , lets hope for best.

    FDI in retail cannot come for the moment .Political parties and leaders are much much more clever than ordinary citizens like me and you all .There is something like FEMA amendment also must for the FDI in Retail to come which should be passed both in Lok Sabha and Rajya Sabha .Which will be defeated in Rajya Sabha as UPA doesnt have enough numbers in Rajya Sabha .Having announced about FDI in retail UPA govt wanted to save its face and hence agreed for the debate with vote and SP BSP just allowed to pass in Loksabha .UPA also wanted to show to the people that it is reform oriented .So gents please hold on FDI in retail goes back to where it was before ?     I welcome \international brands, supermarkets, international products in competitive prices.. its possible by allowing FDI in retail......In Udupi big bazaar is running its business it is also true that other small groceries are running their business.. no much impact... in big bazaar one can get international brands like tang, nido etc... its left to the consumers either to visit big bazaar or petty shops..

    It’s not “Foreign Direct Investment” it’s called “Fake Direct Investment”. No foreign Company is having that much capacity to invest in India. FDI is nothing but our own Politicians Foreign Account Money will come through purchase of share holding in such Foreign Company. Big names like “Wall Mart”, “Carrefour” etc are reeling under pressure due to Employees unrest all over the world except in GCC Countries where Employees Protest or Union is banned. Indians owned foreign Companies like, Lulu, Emirate General Market, Safeer Mall etc will flourish their business in India since real Partners of these Mall’s are none other than Indian Politicians only. Only benefit from FDI is, our looted money will come back to India in the name of FDI but we have fear that their money become legal and dividend or profit again taken back from India in Dollars or Euros where by creating adverse effect on currency fluctuation in India.

    Is there anyone who given a choice would buy an pure Indian product? its a challenge ..
    Is there any Indian product that has no influence of other culture? even the mosquito coil has German technology why not Indian?
    Even the potato we eat came from the other culture.. so are we not eating it?

    There are couple of mistakes in your logic:

    1. Farmers: The large MNC's will be able to create supply chain and logistics (including cold storage etc) and buy directly from farmers. Today farmers lose 40% of their produce due to the lack of logistics. This will be reduced to zero....Hence WINNERS

    2. Because of the above the middlemen will be eliminated.So there will be no hoarding and arbitrary price increases. Also good for the consumers.Middlemen who fund the anti-FDI campaign today...LOSERS

    It is ironic that in a democracy,nobody has asked the opinion of the majority ... Consumers and Farmers.

    Actually it was the BJP which wanted FDI in retail in the first place just like the nuclear deal and now they oppose it. The computer revolution was also opposed tooth and nail in the late 80s early 90s by our commie-rades.

    Our political parties had double standards before but now they have multiple standards. Sadly, our opposition parties are narrow minded, irresponsible their mission is to oppose everything and take India backwards. Everyone knows FDI in retail is a good thing, but our lousy politicians wasted a whole bloody week of Parliament time on unnecessary & stupid debates. Sushma Aunty just spoke some rubbish instead of making sensible comments.

    Consumers - Will get more opportunities to spend money. Now you don't have to go to Burma bazar to buy Chinese products.- WINNERS

    Neighbourhood grocery shop owners: won't be affected much as no one wants to drive to Carrefour to buy a kilo of lentils.- NO CHANGE

    FDI multi brand retail bill was introduced by BJP in 2004 but they failed miserably.
    In 2012 Congress proposed the same bill and BJP opposed because nothing would go in their pocket. Congress was smart and offered a few left over’s to SP and BSP.
    No prizes for guessing which party is SMART and who is DUMB……………….

    Dirty Politics again by the BJP& party,it was clearly known to everyone that if FDI is put into vote SP and BSP will bail out UPA Govt.And govt clearly mentioned that FDI will implemented in those state who's govt ready to implement FDI,Central govt never forced anyone.Then why this move by the oppostion parties like BJP,TMC,wasteing the precious time of parliment.

    Good decession by government.Now even common man can get world catagory items in India.Competition will help consumers to get better quality with low price,farmers get better value to their products,development in infrastructure,economy and stabilty in rupee against foreign currency.Anyway benifits arre more than drawbacks.Totally nice step taken by government.

    Good, FDI is going to benefit the end users i.e. consumers.
    Sad part is some traders are going to loose their business But can't help, in every move some draw back is there like when a Dam or Road is constructed some person will be displaced. They have to be rehabilitated. Overall the benefit is more than the loss. We have to be progressive minded. Quality products will be available, middlemen, adulteration are eliminated or minimized. GREAT !

    I havent read the fine print with FDI, however i see it as a good move if it brings better choice to the indian consumers and couple that with more jobs, which is the need of the hour.

    If the debate is about the impact to the local baniyaas and farm product suppliers, this should be clearly defined in the ruling..

    For long we have suffered due to the lack of choice.. Today the major retail/wholesale outlets like - spencers, reliance, auchen, easy day are already buying thier products from the Farmers,may not be directly from the farmers but when has a baniya or a local shop brought the products directly from the source. It has always been thru the middlemen who have always eaten thier share and provided minimal compensation to the farmer/source.

    Walmart/Panda/Carefour or for that matter any of the other giants retailers do not produce thier own products, They buy it from a local source as its cost effective and quality controlled- Yes they may brand it and sell it under their name however its still a locally produced product.

    Our farmers have for long suffered either at the hands of the Middle men or at the hands of the landlords, Hopefully the FDI if drafted well should avoid the middlemen. Take the example of AMUL- Why cant a similar model be applied for the supply chain into these retailers, How difficult is that??

    So guys, rather than opposing it outrightly and blindly, understand it and then tweak it to the nations benefit.

    Just remember Nobody does business for charity or the betterment of the downtrodden, Be it the local reliance/spencers/foodworlds or be it the Walmarts and co.. its always to maintain the profits.

    I am confused with BSP and SP ,you opposed the FDI and when it comes to vote you went out !! what is the meaning!!! what u say you only not follow.

    Here BJP opposed and voted against. I think here BJP is Baazigar. “Har kare jitha nae ko Baazigar kaha thae hai”

    Here I see everyone do polities no one is interested in Development or care about farmers & small shops.

    Win/loose really means to….

    Congrs: we r the ruling party and we can do anything and we will make sure of winning .

    BSP: Just a drama of opposing FDI and getting relief from CBI by congrs,& keeping close to conrs for 2014 UPA3 and keep away SP .

    BJP: winning or losing it is positive for BJP. there is nothing to lose.

    MY PURCHASE OF FMCG IN KSA TO MY HOME MAY CONSIDERABLY DOWN SCALED AS WE MAY GET ITEMS IN INDIA FROM INTERNATIONAL RETAIL GIANTS LIKE WALL-MART, CARE FOUR,PANDA...On the other hand foreign investments may pour in this categories to gain in stock index and rupees value.This endorsement of Parliament on FDI in retail will have far reaching results in terms employment, investment,growth of economy and health of economy as well.In the same time indigenous retail traders's /farmers(producers)interest should be taken in to account and farmers has to get more value for their products.This is indeed historical endorsement of PARLIAMENT AND a feather in the cap of UPA.
