Rupee slide a concern, but no capital controls: PM

Called a thief, Manmohan loses cool in Rajya Sabha

New Delhi, Aug 30 (Agencies) : Prime Minister Manmohan Singh on Friday aggresively responded to the Opposition's allegations, accusing them of holding up Parliament and delaying reforms.

"Have you heard of any country where MPs shout and walk to the well of the House and say 'Prime Minister chor hai(the PM is a thief)," he said in the Rajya Sabha after BJP leader Arun Jaitley criticised him.

"Consensus building is the duty of both the government and the opposition," Singh said. "The opposition has not reconciled to their defeat in 2004."

"Have you heard of any parliamentary democracy where the Opposition does not allow the PM to introduce his ministers?"<
BR>
Jaitley responded: "Have you heard of any democracy where the PM buys votes in a trust vote?

Earlier, speaking in the Lok Sabha, Singh assured foreign investors his government is not contemplating capital controls as a step to stabilize the falling rupee.

Singh says the rupee's sudden decline is a shock, but his government will not address by it imposing capital controls or by reversing reforms.

India's stock market has dropped more than 10 percent in the past three months and the rupee has lost a sixth of its value against the dollar this year. Much of that fall has been in the past month.

Singh said the rupee's weakness largely stems from India's large current account deficit, caused by huge imports of gold and higher costs of crude oil and coal imports. The government has raised gold taxes and hiked deposit rates to combat the outflow of money.

Rupee slide a concern, but no capital controls: PM

New Delhi, Aug 30 (IANS): Prime Minister Manmohan Singh Friday said while the sharp slide in the value of the rupee caused by external developments was a matter of concern, there was no question of capital controls and India would remain an open economy.

"The depreciation in the value of the rupee since end of May is a matter of concern," the prime minister told the Lok Sabha. "What triggered the sharp depreciation in rupee was the market's reaction to unexpected external developments," he added.

"Clearly, we need to reduce our appetite for gold, economise the use of petroleum products and take steps to increase our exports," he said. At the same time, the fall in rupee's value is good to some extent as it makes exports competitive, he added.

The prime minister also assured that the country's growth which has slipped will pick up soon, and everything would be done to contain the fiscal deficit at 4.8 percent of the gross domestic product (GDP).

The Indian rupee has lost almost 20 percent against the US dollar this fiscal, largely due to pull-out by foreign funds from the Indian markets after the US central bank hinted that it would lower fiscal stimulus as the economy shows sign of recovery.

The rupee fell nearly 4 percent to hit a record low of 68.85 per dollar Wednesday, the biggest single-day percentage loss since October 1995. But the currency recovered and surged 3.5 percent to close at 66.55 against a dollar a day later.
The prime minister, who had made a brief statement on the economic situation Thursday as well, also sought to lift market sentiments Friday with assurances on reforms.

"Last two decades have seen India grow as an open economy and benefited from it. There is no question of reversing these policies," he said. "I would like to assure the house and the world the government is not contemplating any measures on capital controls."

The prime minister said the fundamentals of the Indian economy had continued to remain strong and that both the central bank and the government were taking steps to contain inflation. He said efforts were also underway to contain the current account deficit.

"Growth-friendly way to contain the deficit is to spend carefully, especially on subsidies that do not reach the poor. We will take steps," the prime minister said, while also seeking the support of political parties to pursue good policies.

"The easy reforms of the past have been done. For more difficult reforms, we need political consensus. I urge across political parties to work towards and join in the government's efforts to put the economy back on the path of stable growth."

    Dear Declan and Simple

First come out of the hard shell that you are in and then lets have a debate about your great congress government.I am in no way justifying the riots but only saying that inspite of supreme court not finding the accused quilty you still keep saying the same thing. So this means you have no trust in the Judicial system of India. How many riots have happened during congress tenure?? Do you remember any one of them?? Have you ever questioned any single chief minister. What about the Sikh killings of 1983 by congress?? More than 3000 Sikhs were killed ( 4 time the numer in Gujarat ).Has any one been punished?? No. Modi has himself said that if found guilty hang me..has any chief minsiter ever given such a statement before. He says it with confidence because he did the right thing at the time of riots. Army was called within 2 days. He himseld appealed on Doordarshan to maintian peace. Not a single incidence of Riot has ever been repeated in the last 10 Years and you still keep saying the same old mantra. grow up guys

    Santhosh,

First of all everyone knows that the hardest shells around here are the Khaki Chhadis.

It appears as if you have not carefully read or understood my comments. We trust the Judicial system but the Judiciary gives decisions based only on the furnished evidence and if the evidence is erased, destroyed or eliminated before the SIT get to it, what decision can you expect ? Why the US govt. still deny Modi a visa for his involvement in the riots ???

We dont deny there have been many communal riots in India. However, none of the persons personally involved in those riots have aimed for the PM's chair except your Feku Maharaj. See my 2 or 3 replies to Avinash here on this matter.

Moreover we have seen the corruption of the BJP in Karnataka for 5 years under the Yeddy govt. so the BJP really cannot preach about corruption. When in power I dont expect them to be any different. Add to that they have their permanent communal agenda which they refuse to give up.

For your convenience I will copy and paste by earlier reply to you herebelow

"AFTER ERASING PHONE CALL RECORDS, DESTROYING EVIDENCE AND ELIMINATING WITNESSES ANYONE CAN GET CLEAN CHIT FROM THE SIT.

WHY IS THERE NO LOKAYUKTA IN GUJARAT ? AFRAID THE SCAMS WILL BE EXPOSED ?

NONE OF THE PERSONS INVOLVED IN ANY RIOTS IN THE HISTORY OF INDIA ARE AIMING FOR THE PM'S POST EXCEPT FEKU MAHARAJ FROM GUJARAT.

THIS MAN FIRST NEEDS TO LEARN HOW TO BE A GOOD HUMAN BEING AND PAY FOR ALL HIS SINS BEFORE AIMING FOR ANY POST".

    Dear Declan

Who told you Modi d phone call records. Have any proof?? You have a congress govenment in the Centre and I find it hard to believe that the congress governemt would not have taken any action against him if he was guilty. See how predujiced you are.Whats Khaki Chaddi?? So by your own standards RSS is a bad organisation?? Let me tell you one thing, I cant comment about BD and other outfits but regarding RSS , none can question their patrotism and discipline.
Regarding US Visa, show me a single video or news link where modi has said he wants to visit USA and asked them for a visa. Media makes up these issues and makes a big hill out of a mole.

People of Gujarat are the people who have judged Modi for the past 12 years and have given him another term as the chief minister and here you are saying Modi is not a good person. Strange.
Yeddy is long gone from BJP and belive me if he was still in the BJP then congress would not have come to power this time around in Karnataka.Party wise vote percentage is a proof for that.
Regarding Lokayukta in Gujarat we have all seen how the governer in Karnataka ( ex congressmen) was against the BJP governement when it was in power. So the center wants to do the same thing in Gujarat again by appointing thier own ex partymen as Lokayuktha or as the Governer. Names Suggested by BJP are not acceptable for the congress and vise versa.
See How many awards has governemtnt of Gujarat got from your own congress government in the centre. Why do you think Gujarat got this awards?? Because the chief minister is trying hard to develop a State and the People of Gujart have given thier verdict.
BJP is projecting him because the party knows that he is a capable and qualified leader. He has earned this place and fame because of his hard work and dedication to the state and its people , inspite of bieng a ordinary tea boy, Not because of dynasty and not because his father or mother were PM or CM.

    Santhosh,

Make comments with proper knowledge and try not to cover the truth because sooner or later one will get exposed.

Know this that the USA govt. in 2005 denied Modi a diplomatic visa and revoked his existing tourist/business visa under their 'Immigration and Nationality act' and from then on imposed a ban from issuing a new to him. Take some trouble and do some research if you are interested in knowing the truth but if your only aim is to support Modi at any cost then I wont be surprised with your comments.

Regarding the erasing of the phone call records, again I say, if you are interested in the truth do some research. Researching the truth is hard work.

Truly Mr. Manmohan Singh has become just "Mr. Maunmohan" from last two years or so.

There are various reasons behind it. The foremost is he is running a coalition government and one must understand the "Coalition Compulsions!!!.

That doesn't mean any responsible elected Member Of Parliament(M.P's) calling him "A CHOR".

Merely by calling him a "CHOR", Mr. manmohan Singh should not lose his cool for a party (BJP) which is not sure of coming back to power as a winner in 2014 general elections. So they stoop to any level to play their dirty games and create just "Stories".

Falling Rupee is for mainly because of Oil (crude) and Gold imports and the current account deficit. And almost every body knows about it. Added to that of late because of U.S.A is going to take action against Seria, the "world's five major growing economies" have lost their currency value considerably for the dollar!!!.

So why do we solely blame the P.M or F.M or the Indian Government for that matter. Rather than finding a solution for the problem as a country, we are playing blame-game in parliament. How Terrible???

Thanks for the acknowledgement.I think it is high time that Indian's stood up for the Country. It is not about BJP and Congress anymore. It is about the country and its Image.I will support a good leader from any party. I supported S.M. Krishna even though he was from congress. See what development he has done in Bangalore. Hats off. Good deeds are always supported by the people. But one has to admit that the present government in the centre is not competent.India is now known for corruption, rape, policy indecision etc. see whats happening in the stock markets. Telecom companies like telenor that were given license to operate had to close operations because now they have cancelled licenses. All this indecision will finally give bad name to India. No one likes to invest in India anymore. I care first for India and not for any party.

Why is it that INR falls only before general elections ?
Huge profitability gained by bringing back black
money stashed abroad in order to cover Election
expenses. Weak rupee, black money & election :

Election result in weak rupee due to inflow of foreign currency as black money to fund campaigns, seems there is only one exception in last 9 elections - in 2004

Rupee was down by more than 20% against dollar in the months before election.

    In
1984 it was down by 21%
1989 it was down by 24%
1991 it was down by 22%
1996 it was down by 19%
1998 it was down by 13%
1999 it was down by 14%
2004 it was up by 11%
2009 it was down by 25%
2014 (till now) it is down by 20%
Its just a game plan of congress to get black money & use it for next election ,god save our India

Indian citizens lavishly poured wealth and money to kargil war. Where is that money??????!!!!!!!

Our poor soldiers received only bullets.
BJP leaders filled their pockets with fillets.

The deshbhakts purchased coffins to our soldiers on commissions.

SHAME ON BJP THEY SAY THEY ARE THE NATIONALISTS.

Please answer these questions before pointing fingers at Modi..The supreme court of India has not found any evidence against him and you still keep saying he is guilty. He has been acquitted by SIT appointed by the supreme court of India. What happened it 2G?? The finance minister and prime minister was never even called for enquiry ?? 1.76 lac crore of income is lost and the PM and FM are not even bothered to answer. Forget it What happened during the chopper deal? no answer. Commonwealth Scam ?? no answer.. Adarsh Scam ??? No answer. What happened in Assam??? No answer..in J&K recently ?? No answer. Atleast Modi developed Gujarat in the last 10 years. What was the reason for the kiiings?? Setting off fire to a train with innocent children and ladies?? That was a spontaneous reaction and the numbers indicate around 750 people died which included 250 hindus. So please stop saying only muslims died etc. Go to Gujarat and see the change. Even Muslims in Gujarat want Modi and have voted for him the municipal elections. think about our Country first. do you still think congress deserves another chance??

These so called protectors of Indian culture, Sangh Parivar people do not know that our culture is based on mutual respect to each other.

Our PM is the architect of Indian economy which has given exponential growth to Indian middle class. It is unfortunate these leaders who have not contributed in any way to our country are calling our prime minister a thief.

None of these BJP people have done anything to the country except dividing the nation on the basis of religion and spreading lies. Can any of the BJP leaders stand to the status of our PM in education, quality or contribution to the country?

Our PM has proven his sincerity, simplicity and hard work for the country. In this term, these BJP people have tried every trick not to allow the parliament to function and hence many of the important bills could not become a law. This has also affected investment in India. These BJP people are not worried about the country, for them political advantage is important even in downfall of the country.

Sangh Parivar people are taught hatred and they go to any extent to demean their opponents. This can be also seen in the comments here. For them even their liar master should be called as ’ …..ji’ but our gentleman PM should be ridiculed. For them PM doing the work quietly is not acceptable but they consider PM is working only when he shouts even if it is full of lies.

It is unfortunate that there are followers of such a mindset.

Congress is bankrupt in experience, see earlier home minister, now whom they have done? both are struggling, BJP's Home minister was Advani himself. Dear Mr. Sunil N. D'Souza,

I avoid commenting when I am not aware of the facts. With my limited knowledge I know Yeshwant Sinha is well educated & experienced but falls too short of Dr. Manmohan Singh in qualification and experience. However Yeshwant Sinha can be best compared with similar personalities like Mani Shankar Iyyer, Chidambaram, Kapil Sibbal etc.

With your eagerness to counter my argument, you are confusing with too many things about ministers in the present government. No doubt in the present government there are well qualified ministers compared to leaders in BJP. BJP leaders are best orators and are capable to shout out their opponents but their experience is yet to be proved as they ruled India for a very short period.

People have seen Advani as home minister but it is for the people to judge his performance. Remember Parliament attack, Godra, Kandahar episode happened during that period.

This is only to clarify some of the points raised by you but I would not like to deviate the discussion from the subject.

History will decide who is/was the great Prime Minister of the country. As regards Vajapeyi, he was clueless when Kargil, Godra and Kandahar happened. I had then blogged that he was one of the weakest Prime Minister India had seen. I was right when people did not elect him for the second term.

Only being an orator do not make great PM. PM has to work quietly and intelligently. Vajapeyi was busy in Bus diplomacy when Pakistan soldiers occupied Kargil. Here we have a PM who gave a quiet instruction to his military to retaliate when they killed Indian soldiers. This resulted in Pakistan feeling unstable and had to make a resolution in Parliament against India. This is called the statesmanship.

Gujarath and India, both needs corruption control. People are more concerned about India than Gujarath. Gujarath is a developed state.

Can you please define 'Development'? Are there any measures/limits for development? When India itself is not developed how can you call Gujarat a developed state?

India as a country is still called 'a developing country'

Very shameless act by BJP in the opposition. They have been shameless all the time by hijacking parliament sessions only for their selfish benefit.
If we had a good opposition in the parliament, who would oppose but propose ways to set right various development programes devised by the coalition Government UPA, we would have been much much better off today.
It is because of the selfish, power hungry opposition (BJP) we could not be where we wanted to be.
That is why they should not come to power at the center in 2014 to avoid taking our country to dogs..

They do not possess the knowledge whom to call what in which place.
For them, any place is like that gutter they live in. They are out of place in places like the Parliament etc.
Can Mr. Jaitley vouch for his absolute honesty and say that he is not a "CHOR" in terms he used that word against Prime Minister of India? Can he honestly...?

Slide in the rupee is unfortunate, it is because of the mad behavior of BJP, the principal opposition party in the Parliament. They have stopped every important legislation to get its approval. They have opposed in such a manner, so that they made it difficult for the Country to earn the dollars. Mr. Jaitley our PM is not a thief like your leaders, who have benefited form Reddys of Karnataka. Entire world acknowledges the reforms adopted by our PM and they respect and look upon him withe esteem honor. Please hold your tongue and learn some basic manners.

If they had listen to BJP on corruption control, bad policies, bad decisions etc India would have been in better positions.

    Though opposition demands:

    * Your party does not allow discussion about Vadra's DLF scam..

    * Your party does not take action on CWG, 2G, Coalgate scamsters.

    * Though majority of India are against FDI, your party still passes the bill by using CBI..

    * etc etc...

It is because of cheap minded and corrupt people ruling India, today the country is in such a pathetic situation.

    This is really tragic...
    Opinions are democratic...
But mutual respect is something else...
Dr. Singh may have failed under suppression and oppression...
But he is a bonafide son of India...
Calling him chor is a little too much...
Can we go to any extent to snatch power unnaturally...???

This reaction from the PM is a typical saying in hindi. 'khisiyani billi khambha noche". The easiest way of escaping any accusation is accuse the opposition. Why he couldnt control his highly corrupt party members and some of their family members who have looted the entire country and pushed the country into the mess it is in today. He should have shownthe same aggression in reigning in his extremely corrupt and uncultured lot whoare totally disconnected from the common man and his problems. Renuka chowdhry, Abhishek Singhvi, Manishankar Iyer, Manish Tewari,Jayanti Natakbaz, to name a few.

The prime minister preaches economising on petroleum products while the government itself is the major defaulter in their consumption. Even a state minister whether in the centre or in a state travels with at least 2-3 cars accompanying him. There are several other examples of such king. As for subsidies it has reserved so much for itself - in the canteen of the parliament one can fill his belly by paying less than Rs 50 whereas that kind of meal would cost Rs 200/- even in a non-descript restaurant outside. Charity, Mr Prime Minister, begins at home.

Does the PM mean to say, that we have exhausted all known means of scams and we are looking at more..... What does the PM and FM of the country have to say about all the money siphoned off from the country, sitting in politicians houses, deposit lockers, stolen property, offshore banks, safe lockers..... Is that publicized and then split... Never does one hear about what is done with the money, or is it ever recovered.

    3) For the sake of minority appeasement say that terrorist organisation itself never exists.
    4) With already high current defict, only for their vote bank introduce bill like food security with public money.
    5) When the markets crash , not a single word from the head of the governmnet as a assurance.

He is choronka chor maha chor...
