Government has nothing to hide in coal scam: PM


New Delhi, Sep 3 (IANS): Prime Minister Manmohan Singh said Tuesday that his government had nothing to hide on the coal mines allocation and it was looking for "so-called missing files or papers" linked to the CBI probe.

But the prime minister's statement failed to satisfy the opposition in parliament. In the Rajya Sabha, it triggered noisy protests leading to its adjournment.

Speaking a day before his departure to Russia to attend the G20 Summit, Manmohan Singh said it would be wrong to conclude that official papers sought by the Central Bureau of Investigation (CBI) in connection with the alleged irregularities in allocation of coal blocks were indeed missing.

"I would like to emphasize that the government is making all efforts to locate the papers requisitioned by the CBI and, at this stage, it would be premature to say that some papers are indeed missing," he said.

"A vast majority of the papers sought by the CBI have already been handed over to them.

"However, disregarding the factual position, some members have gone ahead and drawn their own conclusions that there is something fishy and the government is hiding something."

Manmohan Singh: "Let me assure this august house that the government has nothing to hide."

He urged MPs not to draw hasty conclusions and "let the house continue its normal business".

In 2006-09, a total of 204 coal blocks were allocated to state-run and private companies. Of these, licences of 40 blocks were later cancelled.

Coal Minister Sriprakash Jaiswal told parliament last month that a 189 documents related to the allocations were missing.

"The fact that more than 150,000 pages of documentation have already been handed over to the CBI clearly shows that our intention to facilitate the process of investigation cannot be called into question," Manmohan Singh said.

He said the government had cooperated with the Comptroller and Auditor General and the CBI from day one. "We will continue to do so."

"If the records in question are indeed found missing, the government will carry out a thorough investigation and ensure that the guilty are brought to book...

"The government shall follow directions (of the Supreme Court) in letter and spirit and do its best to locate and hand over the requisite papers to the CBI within the stipulate time," he said.

But Manmohan Singh's bid to end the continuing uproar in parliament over the missing files did not satisfy the opposition benches.

The Bharatiya Janata Party (BJP) and other parties said the prime minister had not responded to their concerns.

As Manmohan Singh left the Rajya Sabha, there were noisy protests by the opposition. Deputy Chairperson P.J. Kurien tried to restore order but failed, leading to its adjournment till 2 p.m.

BJP's Arun Jaitley demanded to know who would take "moral responsibility" over the missing files.

"There has been an attempt to mislead this house," he said.

"It has every conceivable element of bad governance as it involves fraud, contempt of court, breach of privilege, conflict of interest and destruction of evidence," said Jaitley.

He said there was a notion that the missing files won't see the "light of the day" as the names of important people were involved in the alleged irregularities in the allocation of coal mines.

Communist Party of India-Marxist's Sitaram Yechury said the government was staying away from registering a formal complaint regarding the missing files.

"Why strict action is not taken against officials who were responsible for losing the files?" asked Bahujan Samaj Party chief Mayawati.

    You are right Singhji, when files itself are missing then no need to hide anything. One thing we learned from our Indian Politics that whether it is PM or Peon in Government Sectors, nobody wants to assume their responsibility towards our Nation. Adarsh Files were gutted in Mantralaya Vidhana Sabha Building. Coal Gate Allocation Files are missing, unable to prove guilty in Bofors cases, etc etc but sometime I wonder why there is no fire, flood or earthquake in Lok Sabha or Rajya Sabha Buildings when all MPs’ or MLAs’ are presents so that our NIA can file missing cases but CBI says they were murdered?

    Time & again I have been saying that Mouna Mohana is not fit for the PM post. He has knowledge, no doubt about that, but he is not a front office man. He is fit for back office.
    How can he say,"I am not a custodian of coal ministry files".
    He is not a custodian, but he is responsible. He can not give such vague answers.!!
    I AM WRITNG IN CAPITAL LETTERS, "MAN MOHAN SINGH IS NOT FIT FOR THE PM'S POST".
    He has already screwed the countries economy.
    HE WAS HOLDING THIS POST SO FAR ONLY TO SAVE GANDHI FAMILY.
    Now that his honesty, sincerety is over, enough is enough, time to quit.
    But again, BJP is no better, you can not trust them.

    missing papers will traced in due time BUT not the same papers, different papers duly altered in your favour !!
    or might be all papers will be blanked by colour of Coal and then no-body can read anything !!
    while in Russia also Putin Sir can give you more tips how do do hide more and teach to our all politicians !!

    yes, this time i completely agree with PM. When they day-looted everything, what is there to hide?

    There is nothing to hide in coal scam. 2G, CWG, Coal, Chopper Scam is done in open public without any fear. That is what PM is saying. Opposition should understand this.

    Anna...for god sake..just go and take some rest. Henceforth don't depend upon soniaamma.. you will become badnaam..completely..which you are not..
    Anna..first of all you are allocated coal blocks to those who related to your ministers. Some of them even dont have there company as of..for that reason still not started any work upto now. For Power/Cement/Steel Industries you are given coal blocks on low rate i.e. Rs.100/- per tonne..to run the industry. On that time market rate is around Rs.2400/- per tonne... which means your people made loos to Ex-Chequer around more that Rs.1.85 lakh crores..!!

    Some of Industries allocated made lot of money by giving them on 'black' to various industries. Now we are having short of 'coals' to run industries. If you wants to bring coal from outside..it cost around Rs.11000/- per tonne..!! It's where you done the mistake..some of blocks still not operational..for different reasons..!!

    As you said..in other countries..people not give bad words to Prime Minister..You are absolutely right..even after first scam..Prime Minister also resign..in other countries..which you are not. Shame on your Government..spoiled everything..!!

    When this coal matter is being monitered by the supreme court and handled by the CBI I don't know why the oppositon party expect PM to make statement as per their expectation.Disaster and disgust to see the proccedings in the Parliament and Rajya Sabha.'Vo sudrega nai'.Thanq.
