Muzaffarnagar riots: Toll mounts, PM speaks to CM

Lucknow/New Delhi, Sep 9 (IANS): Shoot-at-sight orders were issued Monday in Uttar Pradesh's Muzaffarnagar district as the toll in communal clashes, one of the worst in the country in recent times, went up to 28.

Prime Minister Manmohan Singh called up Chief Minister Akhilesh Yadav to offer help while BSP leader Mayawati demanded president's rule in the country's most populous state of 210 million people.

With violence refusing to abate in rural areas of the town, with a significant Muslim population, authorities gave shoot-at-sight orders against rioters in Muzaffarnagar district, known for its sugar mills amidst sprawling sugarcane fields. It is located barely 120 km from the national capital.

Additional Director General of Police (Law and Order) Arun Kumar told IANS that cases have been slapped on 40 identified people and 1,000 "unknown" people for their involvement in inciting mobs and for being involved in the riots.

Sectarian violence started when some people pelted stones at a bus carrying people to a "mahapanchayat" where elders of two religious groups were meeting to sort out the simmering tension between Jats, a farming community, and Muslims ever since three youth were killed Aug 27 over a case of stalking, allegedly of a Jat Hindu girl by a Muslim youth.

The spiralling violence prompted Manmohan Singh Monday to speak to Akhilesh Yadav and assure him all help.

Officials in the Chief Minister's Office told IANS that the prime minister assured Akhilesh Yadav, 40, a first time chief minister, that whatever security forces the state government required will be dispatched immediately.

In the 12-minute long conversation, the prime minister also asked the chief minister to take control of the situation and ensure that peace returned to the violence-hit areas.

"The telephonic conversation was held on a positive note with both leaders expressing concern on the developments in Muzaffarnagar and speaking of coordination in bringing back normalcy," a senior official told IANS.

Opposition Bahujan Samaj Party (BSP) chief Mayawati demanded imposition of President's rule (federal rule) in the state over the bloodletting. She criticised the Samajwadi Party regime for "failing to control communal flare-ups and (deteriorating) law and order".

"The present state government has acted very late. It has allowed communal tensions to simmer for 10 days and I can say that they are presiding over jungle raaj in the state," Mayawati told reporters in New Delhi.

The Millat Bedari Muhim Committee (MBMC) Aligarh, a Muslim organisation, too demanded the dismissal of the Akhilesh Yadav government, and the imposition of President's rule.

"Not only has the law and order situation in Uttar Pradesh broken down, but the state government has failed in stopping communal riots and punishing the guilty," said Jasim Mohammad, as he chaired the meeting of the group.

The union government was quick to respond to a report forwarded by UP Governor B.L. Joshi. A senior official said the governor "was of the view that the situation in Muzaffarnagar was grim and required prompt and serious action".

Samajwadi Party leaders admit that they were stumped by the "proactiveness of the governor".

Officials admitted that the governor's promptness in passing off ground report to the centre also spurred the state government to action. This, they added, included transfer of senior officials and dispatching of competent police officers to the violence-hit areas.

The Uttar Pradesh government has begun probing the role of politicians in sectarian violence.

"We are collecting proof of their role in inciting mobs, mobilizing the crowds for the 'mahapanchayat' which later triggered the violence," a home department official told IANS.

The government has also asked the cyber unit of the state police to trace the "provocative and fake" video clips uploaded on YouTube, which apparently aggravated the situation.

SP chief Mulayam Singh Yadav, for the second day Monday, was involved in fire-fighting exercise, and is learnt to have spoken to senior Congress ministers in New Delhi on the situation.

The crackdown on politicians, sources say, is also being undertaken at the behest of Mulayam Singh who sees a hand of "some political elements" behind the communal violence.

"We have been saying all through that efforts are being done to vitiate and polarize the state on communal lines and our worst fears are now coming true," a senior UP minister said, admitting the riots had put the state government in the dock.

Muzaffarnagar/Lucknow, Sep 9 (PTI): Simmering violence in Muzaffarnagar has claimed more lives, taking the death toll to 26 even as 200 persons were arrested and FIRs registered against four BJP MLAs and a former Congress MP today.

Curfew remained in force in violence-hit areas of the district.

"The death toll in the violence has reached 26, while 45 injured persons are undergoing treatment in various hospitals", Secretary, Home, Kamal Saxena told PTI in Lucknow.

Over 200 persons have been arrested in connection with the violence, he said, adding the situation in the district was under control.

FIRs have been registered against BJP legislative party leader Hukum Singh, MLAs Suresh Rana, Bhartendu, Sangeet Som and former Congress MP Harendra Malik for violating prohibitory orders, police said.

"As it (violence) is going on in several villages, it is taking time to defuse the situation," Additional Director General of Police Arun Kumar had said.

Curfew remained in force in Civil Lines, Kotwali and Nai Mandi town areas of the district.Apart from Muzaffarnagar, Army has been deployed in Meerut and Shamli districts.

Army yesterday staged a flag march in the troubled district and surrounding areas and thousands of anti-riot police personnel have been deployed to restore law and order.

Officials said apart from army, 10,000 Provincial Armed Constabulary personnel, 1300 CRPF men and 1200 Rapid Action Force personnel have been deployed.

The Centre has yesterday sought a report from the Uttar Pradesh government on violence in Muzaffarnagar and directed it to take strong action to curb riots.

Union Home Ministry officials are in regular touch with the Uttar Pradesh government and have assured it of all possible help to control violence in the western UP district.

Officials sources said in Delhi the Centre has asked the state government to take necessary steps to ensure that communal tension does not spread to other parts of the state.

If necessary, steps like preventive arrest and house arrest of those who may create trouble to disturb peace should be taken, the sources said.

Tension has been running high since three persons were killed in Kawal village on August 27 over an eveteasing incident.

The violence had occurred as a meeting was being held in Naglabadhod in defiance of prohibitory orders to demand withdrawal of cases registered in connection with August 27 violence in Kawal.

    Time to think who is communal....

    More than 95 riots taken place in UP in last 24 months, but no congressmen or our communal psuedos who call themself secular demand for FIR against CM or dismissal of UP govt.

    There are more than 555 fake encounter took place in last 4 years ( As per RTI info ) but paid media and psuedos only talk about one encounter and shut their mouth on remaining encounters...

    Whenever Riots take place in BJP ruled states these psuedos & congressmen says Riots increasing whenever bjp comes to power, but when riots take pace in non bjp states again these psuedos says BJP behind this riots to come to power...
    Although there is no BJP/ RSS/ Sena etc... in states like assam, jammu kashmir, manipur Communal riots are very regular in these states yet our so called secular dongi congi & educated psuedos shut their mouth....

    More than 600 communal riots taken place in across the nation in last 12 years and more than 1000 got killed yet our so called secular psuedos remember only one riots took place 12 years ago...

    Time to think who is communal and secular.....

    With the news in the air of contesting for PM, everything has suddenly erupted with false news in various places and riot like situation too. It was not the situation earlier, although other problems were there, communal problems had taken more or less back seat.
    Is there a plan set up already, to cause these kind of riots and to boost\take advantage of the situation for winning the next election? Congress very rarely resorts to such tactics as it is all religion friendly party and it does not need at all to stoop so low.
    Such kind of events had happened earlier to gain political gain and the present one in UP has that stamp on it.
    Is it just a co-incident that it is happening just at the possibility of contesting for PM post?

    Other States like Bihar and a couple of others have been warned too....

    The Election Commission should take this incident very seriously and all those elected members who are responsible for instigating with communal fire, should be taken to task, if need be, disqualify them.
    They are not above the constitution and the State/Centre should deal with the right wing fascists with an iron fist.
    The RSS and the Sangh Parivar are playing a very dangerous political game, if that once goes out of hand, there will be devastation and death all over India. In this internet connect world they will not go unpunished.

    According to ADG, law and order Arun Kumar, “A fake video related to murder of two people in a village was uploaded on the internet. We blocked that particular video but unfortunately the CDs were circulated in the village.”

    Fake videos of ‘killing of Hindu youths by Muslim mob while they were protecting the honor of their sister’ were circulated through mobile phones and internet. The horrific video showed men in beards and traditional Muslim attire killing two youths mercilessly.

    That disgusting video is originally from Pakistan of infamous 2010 killing of two brothers in Sialkot Punjab province by lynching mob who misidentified them as dacoits.

    Fake video was edited to incite the passion to illustrate typical bearded Muslims killing helpless innocent Hindu boys who were just trying to protect honor of their sister.

    The video traveled like a wild fire and shared by many people, shockingly including local BJP MLA from the region, BJP MLA from Sardhana constituency of Meerut district Thakur Sangeet Singh Som shared the video on his Face Book profile asking people to ‘see what is going on in Muzaffarnagar’, 500 local right wingers distributed it immediately (he has removed it now after a case was filed by UP police).

    This is what they did in Godhara train accident(as per Nanavati commission report fire was started inside the train). They incited mobs and publish false propaganda of terrorist attack and rapes of women and distributed the pamphlets (because honor of woman is pride of man and they knew it this method will incite common man, and it did very well) showed burned bodies and revealed their identities on TV.And the rest what happened is well known to the whole world which made India shameful in front of entire world and a big dark spot on India's face.

    It was a well planned riot, facilitated by the district administration and engineered with the aim of ensuring polarization among the voters on communal lines. SP and BJP in UP instigating the fire of communal hatred to consolidate their respective vote banks on communal lines and win some extra seats in the forthcoming elections. The situation got worst after BJP politicians made inflammatory speeches at the khap mahapanchayat. Clashes broke out after the mahapanchayat was dispersed, in which six persons died. Several others were injured in incidents of stone-pelting and arson as rival groups fired at each other.

    As far as I concerned law and order system should come under president so we need to amend the constitution about the law and order system of the states, neither it should be come under the state government and nor it should be under central government nor it should be federal form because if any clashes or communal riot broke out in any corner of the state then immediately president can act against that and the situation will bring under control within the time. As far as I concerned when the communal riot broke out till 1 week departments, and ministers & state government conducting meetings and discussions etc. etc. then they will impose curfew and paramilitary forces, the department should impose curfew immediately and the shoot at site orders against rioters irrespective of religion, caste etc. so we can curb such type of riots and we can save the innocent peoples’ lives otherwise just losing the lives of innocent peoples (women and children). Most of the state governments are fails to bring law and order and to curb or control the riots.

    I feel pity for your comments, despite seen the situation of christians under BJP rule and the act of RSS/Bajarn/VHP you still not able to judge the situation this is the problem. Indeed as you read from daiji and other news portals there were so many articles that before 2014 polls BJP/RSS planning for riots in each state in order to divide the vote as they are desperate to win the election as they know that they will never come to power again in central for sure..they will go to any extent for the vote ..and as far as everyone know that UP is biggest state and has more no of seats of MP whoever wins more no of seats from UP they have chance to for the government so pathetical BJP/RSS trying their level best to disturb and create problems
    And in india youth teasing is everyday everywhere happening it’s not new. Everything is planned and giving instructions by RSS which is curse for india..

    According to Wikipedia, the whole issue started with a muslim boy called Shahnawaz and his friends molesting two hindu girls who were accompanied by a younger brother. The brother returned with his friend and stabbed Shahnawaz who called for help from muslims in the area. The muslim mob caught up with the two hindu boys and beat them for 45 minutes with stones, sticks and blunt weapons killing both guys. Still angry at Shahnawaz's death, muslims decimated an old Hindu Vishnu temple. This infuriated the local Jat (hindu) community who gathered to take stock of the situation. Meanwhile, the muslim leaders started to give inflammatory speeches and a mob of over 10000 muslims started ransacking hindu owned businesses and went on a killing spree. On the other side, by now the hindu Jats got organized and started retaliating. In a spate of violence, more than 500 hindu households and businesses have been gutted.

    Some miscreants in the area took this opportunity to settle personal scores, regardless of religion. Akhilesh Singh (son of Mulayam Singh) is soft peddling the issue given the importance of Muslim vote bank in Uttar Pradesh. There is a complete media blackout, Indian media has been instructed by central government not to report any hindu deaths or name any community as the government fears a hindu backlash all over India. Muzaffarnagar and Meerut have sizable muslim populations. !!! The so called "innocent Muslims" are actually the "violators of peace"

There is no means to verify the content of wikipedia, it can uploaded, edited by anyone. Content of Wikipedia is not reliable and trustworthy in this kind of serious situations.     We need to know the truth but please not from Wikipedia. We know that Wikipedia needs funds.
    In situations like this with people taking sides especially with elections round the corner getting to know the 'complete' truth will be a real challenge. I hope we do find out from credible sources and with proper evidence. hopefully.
