Rape cases doubled, molestation rose six times since Dec 16


New Delhi, Dec 16 (PTI): Under severe attack after the December 16 gangrape, Delhi police took a slew of steps like setting up helplines and women help desks at police stations to ensure women's safety but there is no let up in the crimes against them which have actually increased during the period.

The number of rape cases this year is highest in the last 13 years, but Delhi police has attributed it to greater awareness and registering of cases which otherwise would have gone unreported.

According to Delhi police data, a total of 1,493 cases of rape were registered in the national capital till November 30 which is more than double the number of cases registered in the same period in 2012.


What is more alarming is that the number of cases of molestation has registered a five-fold increase as till November 2013, a total of 3,237 such cases were registered as against 625 last year. Cases related to outraging the modesty of women, that includes eve-teasing and stalking, also show a similar trend with the figure skyrocketing to 852 from last year's 165.

As per data of National Crime Record Bureau (NCRB), in 2012, a total of 706 rape cases were registered while in 2011, the numbers of registered rape cases were 572, as against 507 rape cases reported in 2010.

The figure stood at 469 in 2009. In 2008, the figure was 466, while in 2007, 2006, 2005, 2004, 2003, 2002, 2001 the figures were 598, 623, 658, 551, 490, 403 and 381 respectively.

However, Delhi police terms it as a good sign that now more cases are being registered which mean that more women are coming forward and reporting the crimes which probably was not the case earlier.

According to a senior police official, "The rise in the number of reported cases means that now women are coming forward and reporting such incidents. Earlier, a number of cases went unreported as women were afraid of contacting police and also the social stigma which came with it.

"Today, complaints are recorded verbatim and FIRs are filed simply on the basis of women's complaint without raising any issue. This has caused significant rise in the number of registered cases but we are not deterred by it," he said.

Police have set up women help desks at police stations functional round-the-clock, increased lines of police helpline '100' from 60 to 100 and were registering cases anywhere in the capital without bothering about jurisdiction.

A 'Crime Against Women' Cell has been established for redressal of complaints and grievances of women in distress. Four women's helplines are currently operative and one Women's Post Mail is functional dealing exclusively with complaints from women. An all-women police mobile team has been made functional round-the-clock.

Women officers are now primarily investigating rape cases. Orders have been issued to ensure immediate registration of FIRs in cases of crime against women and efforts are made to file charge sheet against the accused within three months.

Patrolling has been increased, especially at night and on routes taken by BPO vehicles ferrying women. The number of PCR vans has also been increased. Currently, around 850 PCR vans are patrolling streets of the national capital and they are a vital cog in ensuring women's security, according to Delhi police.

They have been deployed outside girls' schools and women's colleges. 24-hour police cover has also been ensured around entertainment hubs like malls and cinema halls with heightened vigil from 8 PM to 1 AM. A woman can also dial 100 and get dropped home at night by a PCR van if she is stranded somewhere.

    More than the amendments to the penal code, I think good governance only can reduce the crime rate in Delhi. Rise in rape cases and other crimes thanks to both Govts in Delhi and at the centre under congress.

    When such cases happening, we have to take so many measures. Girls should not go out at night without any protection or family friends, Never dress minimal to attract others, should have the power to cry or should as loud as possible to attract the attention of others who can help, always take self defence knife or material to save yourself. If Rani Laxmi Bhai had courage to fight British in olden days, then modern girl must be very strong.

    Rape cases can be reduced by legalizing the prostitution. every small cities in India should have one prostitution center under the supervision of govt body. at least good women can walk freely without any fear of rape, molestation etc. But in India day by day govt and society putting ban on dance clubs, prostitution centers will cause for increase the sexual harassment on women.

    How Rape case doubled and molestation increase six times is nothing new. Lots and lots of cases were happening but nobody had the guts to report because our police were hypocrites and the legal system weak. The Dec., 16 case has been an eye opener for India. Nirbhaya or Damini or whatever beautiful name she was called has been a saviour and providence to the entire women fold in India. Her death has given strength to all women in this country and a lesson to all men to behave and respect women. Some of our political leaders making irresponsible statement about women shows their mind set.

    Changing of mind set should come within and not through teaching. It says charity begins at home and so also respect to women begins at home. Lots and lots cases of rape and molestation has been reported from home and from nearest and dearest one. So it is time that men give higher stature to women in respect to love, affection, kindness and you will get 10 times more from women. Time to change mindset.

    Crime rate increase when government won't give propper facilities like job/shelter/food with good infrastructure.
    First of all we need to build as much as schools/colleges to give good education with basic civic senses.
    Young people do not have job as more of competition took place everywhere.
    Anybody will go for cheap tactics for entertainment where in no money required.
    That's the reason earlier introduced Late Night Films on TV. to curb Population Explosion.
    It's all mistake of government..only given Aadha Roti..

    We are all fools if we expect judgement in India so soon. Our judicial system is like that. Our laws and acts are like that.

    Our laws give so much importance to the culprits than those who have been really affected.

    The delay in judgement made people repeat the crime frequently.

    Already informed several times 'law' won't make any difference..
    Unless and until we change our mindset with good things..society won't change..
    It's during young age only people change there way..on that time required guidance of elders..and needed utmost in every step.
    Even ourselves done mistake on that time...thinking not to miss the chance..eventhough one mind is
    informing it's totally wrong..
    Human-being are all born good..but required guidance at right time.
    Young age is itself people follow wrong steps.
    Things now-a-days go beyond limit it's due to films/serials where in shows always bad things...it's provake people compel them to go for wrong way..
    Stop them before doing any law..
    Stop Web Sites where in shows all unwanted things..One time we won't see..second time we won't see..but third time satan is misleading us and we take the wrong path..!!
    We need more of workshops to teach everybody what's good and what's bad..and moreover parents should always advise them as and than wanted.
    Don't leave anybody in there home alone..!!
    In some cases it's the handiwork of other countries who pour-in more of money to malign image of India.
    People now-a-days less of approach pros due to afraid of various diseases. They seek for short-cut for enjoyment..Jai Ho..
