Mobiles to have SoS button for women's safety: Chidambaram

New Delhi, Dec 16 (PTI): Mobile handset makers will have to introduce SoS alert button to ensure that women in distress can be reached by the police in the minimum possible time, Finance Minister P Chidambaram said today while unveiling the proposal for utilisation of Rs 1,000 crore Nirbhaya Fund.

He said the fund will be utilised to introduce SoS alert systems in trains and installing Global Position System (GPS) and CCTVs in public transport vehicles.

On the first death anniversary of Nirbhaya, the 23 year old Delhi gangrape victim, Chidambaram told reporters that the ministries of Home Affairs, Railways and Road Transport and Highways will bring in separate Cabinet notes to pursue a set of proposals.

"The Cabinet notes are under preparation... Three ministries will bring to Cabinet the proposals either this Thursday or next Thursday," he said.

Chidambaram had announced in the Budget 2013-14 the Nirbhaya Fund with a corpus of Rs 1,000 crore as a tribute to the gangrape victim. Nirbhaya (fearless) was the pseudonym given to the victim to hide her actual identity.

As the proposal mooted by the MHA, in consultation with the IT Ministry, police administration will be integrated with the mobile phone network to trace and respond to distress calls with minimum response time.

"The scheme will be launched in 157 cities in two phases (55 in phase I and 102 in phase II). The expected outlay is Rs 1,000 crore," an official statement said.

The Road Transport Ministry, he said, has proposed a scheme, 'security of women in road transport in the country', which will cover 32 towns - each with a population of over one million - to be implemented over two years. The expected outlay is about Rs 1,700 crore.

    its unfortunate in India rape happening in minute basis, because our culture is modernizing but our problem are same as poorest country, our people pulled by one side corrupt politicians other side weak judiciary system, India is heading for disaster ....in developed country they d word RAPE from their dictionary , they call it as multiple partner or one night stand or so....if we want to avoid rape we must protect our culture, exposing from women must stop, cruel men should hanged to death,

    SOS Button only useful for city womens and not of village..
    Better introduce and distribute freely Chilly Spray for quick action.. Here also problem latter on same chilly use in preparing Chicken Kabbab..afterwards we wants to import the same.due to shortage.
    Thanks God such systems not available on our time..

    You are right, Yesterday I saw the TV where they showed the childrens dying in the camps, and worst conditions in the camps. Temperature has really gone down, and I wonder how people are surviving in the refugee camps inspite of such a low temperature and childrens too. No funds will be alloted to them because they are poor.

    It is o.k. but not enough!
    Even if women screams, there are many instances, nobody comes to rescue.
    Ever since riots are on the increase, crimes and rapes have increased many folds in India.
    Police force is politized or has become very busy not able to protect SOS cases.
    But people have found new hope that AAP may bring desired change.
    Political parties are afraid of AAP.
    God seems heard helpless humans cry and now willing to end their woes!

    But our cops - ambulance - Emergency- Paratroopers- have also to be trained by the dozens .
    professionally like war like situation .
    To reach the spot in minutes.
    not hours.
    It has to be like military- commando type of training and operation.
    CCTV business across India has to be given to people like TATS/L&T's / wipro/Infosys like reliable cos across India to install and maintain.

    No use. If Pandu Havaldar does not respond to SOS the woman will be raped anyway. What is required is the drastic change in average Indian mindset on women.Women should be viewed as adorable and not a sex symbol by all Indians. Unless this happens the rapes will continue.
