Communal Violence Prevention Bill cleared by Cabinet


New Delhi, Dec 16 (PTI): After much delay, the controversial Communal Violence Prevention Bill was today cleared by the Union Cabinet after removal of certain provisions, reducing the role of the legislation in handling of riots and making it neutral between communities.

The 'Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2013, which is facing stiff opposition from BJP and some other parties, is likely to be introduced in Parliament tomorrow.

Home Minister Sushil Kumar Shinde said the bill was approved by the Cabinet meeting chaired by Prime Minister Manmohan Singh and "We will try to table the Bill in Parliament tomorrow."

The bill, in its initial avatar, had mentioned that the onus of riots would be on the majority community. However, after much hue and cry by the BJP and some other parties, this provision was amended and has now been made neutral between all groups or communities.

The powers of intervention of the Centre in the event of riots have also been diluted in the revised bill as a result of which the Union government will not have any perceived overriding powers anywhere.

The fresh draft says, "if the state government is of the opinion that assistance of the Central government is required for controlling the communal violence, it may seek the assistance of the Central government to deploy armed forces of the Union for such purposes..."

Earlier, the Centre was given unilateral powers to send central paramilitary forces during the outbreak of communal violence without consulting the state government.

The amendments were carried out in the wake of criticism by the BJP besides West Bengal Chief Minister Mamata Banerjee and Tamil Nadu Chief Minister J Jayalalithaa.

    Dear Francis, hope you understood few clauses of this bill. Where it says, when there is a riots between two religions, majority should be arrested and tried first even though minority started the riots. Compensation should be paid to minority first but no talk about compensation to be paid to majority. So, forget about BJP even majority community supporters of Congress too opposed for this bill

    If it was not for Khangress divide and rule policy we would not have had any riots in he country, They always want to pitch one community against another. If the society lives in Harmony then there is no insecurity to their vote, thus always want to create a sense of insecurity to their votebank, and unfortunately these people fall for it also.forget the bill.

    Dear Manglurkar...Let me not take you to the past, can you please explain me the agenda behind " Shaadhi Bhagya"? (thank god they realized and scrapped this) " Loan waiver just from Muslims "...can you please tell me what will the society gain from this ??? Muslims anyways will not have got much help from the above, only thing would have happened is poor innocent Muslims would have earned envy & Red eye from people of other community who were eligible for the above schemes but could not because of another caste. This was my simple way of explaining "divide & Rule".
