Lok Sabha passes bill to divide Andhra amid din


New Delhi, Feb 18 (IANS): Amid pandemonium and a television blackout of the proceedings, the Lok Sabha Tuesday passed a bill that seeks to carve out a Telangana state out of Andhra Pradesh.

The Andhra Pradesh Reorganisation Bill was passed by voice vote in the face of noisy protests by Andhra Pradesh MPs opposed to Telangana as well as a section of the opposition parties.

The critics, including Congress minister D. Purandeswari and CPI-M members, massed near Speaker Meira Kumar, some shouting slogans and others holding placards against Andhra Pradesh's bifurcation.

But they and others opposed to the division of Andhra Pradesh were simply ignored as amendments to the bills were taken up and then the bill was finally declared passed by the lower house.

Congress president Sonia Gandhi watched the proceedings with visible dismay. Prime Minister Manmohan Singh was not present.

So high were the tempers in the house that a group of Congress members from Andhra Pradesh stood near Home Minister Sushilkumar Shinde as he read out the bill in a bid to protect him from anti-Telangana MPs.

A fuming Y.S. Jaganmohan Reddy, leader of the YSR Congress which is bitterly against the creation of Telangana, dubbed it "a black day" for the country and called a general strike in Andhra Pradesh Wednesday.

"The bill was passed in parliament against the will of the (Andhra) assembly, against the will of the people of Andhra Prdesh," Reddy told the media.

"Today we saw how undemocratically the bill has been passed... The way the proceedings took place, the way the ayes and noes were called by the speaker very clearly showed how democracy can be killed in broad daylight.

"It is a black day in the history of the country. We are declaring a bandh in Andhra Pradesh tomorrow."

The Andhra MPs were not the only ones to express disgust.

As it became clear that the Congress was determined to push through what is popularly known as the Telangana bill, Samajwadi Party's leader Mulayam Singh Yadav said "this is not the way for democracy to function".

TDP's Rajya Sabha member Y.S. Chowdhary denounced Speaker Meira Kumar.

"This is daylight murder of democracy. The entire nation should know what the Congress is doing... Half the house is (near the speaker's podium) ... They could have suspended the whole house instead of 16 MPs."

Trinamool Congress' Dinesh Trivedi said the spirit of democracy "has been totally killed".

"I could not be a witness to this murder of democracy. So I protested and walked out," he said.

External Affairs Minister Salman Khurshid tried to placate the Telangana critics.

"It is a historic decision. Now everyone must come together," he said.

In Andhra Pradesh, the developments in the Lok Sabha further sharpened differences between those in Telangana and in the rest of the state known as Seemandhra region.

Telangana Rashtra Samithi (TRS) supporters celebrated in Hyderabad and elsewhere in the region. It was gloom in Seemandhra as political activists expressed their disgust and anger.

    In remaining 90 days Congress/UPA can take similar bold decisions in the greater interest of the Nation and win back the confidence of voters and prove that C-Voter Survey was wrong. Anyway AAP will snatch 2 to 3% of BJP votes, which will be favorable to Cong, besides good & bold decisions in the next two months can enhance the chances of Cong winning 3rd term in LS.
    Ten lakh Telugu people residing in Mumbai were all in favour of separate Telengana and now their votes will go to the UPA.

    Every one seems to blissfully unaware that this split of AP is passed under Article3 without consent of people (represented by state legislature). The state legislature voted against division. Though majority of Telangana people want the approval level of overall undecided AP is just about 30%. This means Delhi is splitting state without consent of stake holders under Article3.

    This is a dangerous precedence, blot on Fedaral structure of our country. using same mode the ruling party at Centre can split any state at their whims.

    Tomorrow for same political reasons Centre can split Karnataka into North & South (even if majority of Kannadigas don't support), Centre for political reasons to support their ally like DMK to sort out DMK family issue can split Tamilnadu into TN-Chennai & TN-Madurai.

    Undoubtedly Congress with active support of BJP has set a dangerous trend.

    If the state is split due to demand from one Region I.e Telangana or BJPs pet subject of small states for better administration, they should have gone for (state re-organising commission) but not on adhocism basis. the net result of this division is while Telangana feels to have won the battle the Seemandhra is losers.

    Unfortunately Centre has not created two states but two enmities for life who will keep fighting even on smallest issues.

    Feel really sad on the immature handling of the issue by both major parties.

    Mr. Rao,Even though your views are sound, you should understand that the people of Telangana have been against their merger since the day Andhra Pradesh was constituted. I would like to say that the Congress government did a historical wrong then which is only being corrected now. There is no way that a united Andhra assembly would ever agree for a separation and this is simply because they will always hold a majority in terms of numbers even if 100% of the legislators from Telangana would want a separation. You say by separation enemies have been created for life, but this wound has been festering since the formation of Andhra Pradesh when it was unilaterally decided to merge the Telangana region with Andhra.

    Dear Jude,

    I am a Telanganaite & have seen separate Telangana agitations since 1969 - Chenna Reddy times. Ms. Indira Gandhi could (though took time) totally contain this Agitation. She could also contain Jai Andhra agitation, which erupted in 1972-73.

    The issue has taken re-birth in 90's due to political opportunism of KCR/Rajasekhar Reddy to bring down Chandra Babu Naidu.

    The agitation only picked up to present level only due to midnight announcement of Mr. Chidambaram, then then HM.

    There is no, second opion on the imbalances to Telangana. But from 90's Hyderabad and its surroundings saw surge in development, which are part of Telangana. Other cities like Nizamabad, Mahabubnagar, Nalgonda, Medak also saw development. It is pity that every state (including Karnatka) is blind about all round development and put all eggs in the Capital City.

    Telangana also had its share of CMs Chenna Reddy, PV Narasimha Rao, Anjaiah besides strong Ministers.

    If it is not development and self rule that matters or small states that matters, was the right choice & not adhoc decision.

    Now why not Vidharbha, Tulunadu...unending list. BJP & Congee have opened a pandora box. My agony is not deviding AP but using Article3 in this way, which will be beginning of making India into pieces without consent of stakeholders.

    These Seemandhra people have flocked to Bengaluru also and doing all sorts of illegal work. Telangana people are now really free from the exploitation by Seemandra feudal lords. Congress really deserves a pat for this courageous decision inspite of opposition from vested interests with pepper spray from Seemandra.
    In last 25 years atleast 15 Telengana supports have committed self immolation to show their genuine love for separate Telangana. Now at last their Soul must have got peace.

    Finally the bill is passed in Lok Sabha.

    The television Blackout of the proceedings is the "Speakers Prerogative" and there is nothing "Unconstitutional" about it.

    Telangana and Seemandhra was a "Burning Issue" from ages!!!. And this "Historic Decision" was taken for the "Demands" of the Andhra Pradesh's "Elected Representatives" from ages!!! Not from today, or yesterday!!!.

    Today Some Congress M.P's and Mr. Jagan Reddy (the great)are opposing it... may be for their personal reasons(gains).

    The fact of the matter is "BJP" is "Exposed" once again in parliament today in front of the nation for their "Double Standards"!!!.

    There are many un-answered questions!!! Thrown at their decision and they will remain as only a question mark!!! why did they support the bill in the current "Unpleasant Scenario"!!!

    Congress may "Win" or "Lose" badly!!!. That is left to the electorate!!!. But given the current situation in the country, it is the "Only Political Party" if given a majority can give "Good Governance".

    And that is "Most Unlikely" to happen in the current scenario because of the "Regional Parties" have already made their head way.

    At least now the poor people of Telangana will get freedom from the blood Suckers of Seemandhra.
    When I was in Hyderabad for 4 years I had observed that 80% of Govt & Bank jobs and Govt Contracts and Land in Hyderabad City were captured by Seemandhra people through the backdoor. There was open discrimination against mild Telangana people.
    The Telengana people even though educationally backward they are basically very simple and Straightforward people.

Being a capital people from all over the state will be there in the state. And in the state headquarters people will be placed according to the pool from their native regions. Telangana is 1/3 of the state, then how can you claim 2 / 3 of the jobs be theirs.     Mind your Language when you call seemandhra people as Blood Suckers Mr.Ravi B Shenava. How many people you might have seen in Hyderabad in your 4 years of stay, maybe you might have stayed in 4 different places and have 100 odd people every day and you feel seemandhra people are blood suckers. Do you know out of 100% of low wage workers in Hyderabad 40% are from Rayalaseema and 30% from Seemandhra and rest all from other states. Speak when you know the information, don't talk rubbish just because you got a place to write. Coastal Andhra is bearing a 8 hr power cut in summers to give enough power for Lift Irrigation schemes in telanagana do you know that?? 60% of the Investments in Hyderabad are of the Investments of Rest of Andhra People. You may you are suppressing that's why telanganites doesn't have factories. Plenty of Telangana leaders have factories in theirs and their binami names and they don't need to set up in Hyderabad itself, instead they can setup in neighboring districts which will be 40 to 100 km away.

    Why go to Hyderabad to verify how Rayalseema people are. Just see in our Karnataka Capital Bengaluru itself, where most of the Land Mafia and Land grabbers are from Rayalseema. Even Bellary Reddy brothers and their henchmen who looted Karnataka and caused havoc are originally from Rayalseema. They even went to the extent of changing the Karnataka Border in favour of A.P so that it will be easy to loot Iron Ore with the help of YSR govt of that time. Most of the irrigated land in Telangana area is grabbed by Rayalseema people.

    When there are more than half of the AP population against the division of state, why this Govt should divide the state?

    Our Vajapayee had created 3-4 new states in his tenure, without a single person's voice against it. That is why people say decision taken by BJP are wiser and accepted by larger section of the society.

    Congress is always known for divide and rule creating communal, linguistic, regional tensions. Anyway, one good thing is they are going to vanish in 2.5 months.

Have you forgotten how the Jharkhand bill was introduced amidst din in Parliament by Advani and then passed and yet you shamelessly lie and say that it was passed even without a single voice against it. For your information if the bill is brought before the house in Andhra where Seemandhara people have the majority in the house it will never ever be passed. Today in the UK, Scotland wants to cede from the UK and in the referendum only the Scots participate and not the whole of UK. Therefore, it is for the people of Telangana to decide if they want to stay in a united Andhra or want a separate state. If that option is given to them, they will opt for Telangana by a landslide. So don't simply say that nobody wants a separate state. Your BJP and also the TDP have in the past always supported Telangana. The congress has only kept its poll promise and fulfilled the wishes of the people of Telangana.
