Navy Chief quits over spate of mishaps


New Delhi, Feb 26 (PTI): Navy Chief Admiral D K Joshi today resigned taking "moral responsibility" over the spate of mishaps involving naval warships in the last seven months.

Joshi, who had about 15 months more left in service, submitted his resignation hours after submarine INS Sindhuratna had a mishap in which seven sailors were taken seriously ill and two officers were missing.

The Defence Ministry immediately accepted his resignation and ordered that Vice Chief of Naval Staff Vice Admiral R K Dhowan should take over as the Acting Chief till regular Chief is appointed.

"Taking moral responsibility for the accidents and incidents which have taken place during the past few months, the Chief of Naval Staff Admiral D K Joshi today resigned from the post of Navy Chief," Defence Ministry said.

"The Government has accepted the resignation of Admiral Joshi with immediate effect," it said.

This would be the first time in the last 15 years that a Naval chief has had to leave office in controversial circumstances after Admiral Vishnu Bhagwat was sacked by the NDA Government in 1998 when George Fernandes was the Defence Minister.

Reflecting the gravity of the mishap, Defence Minister A K Antony briefed President Pranab Mukherjee, who is also the Supreme Commander of Armed Forces, and Prime Minister Manmohan Singh on the accident.

There have been 10 reported incidents involving naval assets in the last seven months involving the INS Sindhuratna mishap early today in which two officers are missing and seven sailors were affected severly due to smoke inhalation.

The biggest mishap occured when the INS Sindhurakshak sank inside the Mumbai harbour killing all 18 personnel on board on August 14.

Earlier this month, INS Airavat, an amphibious warfare vessel, ran aground after which the commanding officer was stripped of his command duties.

After the sinking of the INS Sindhurakshak, one of the mishaps involved INS Betwa which was damaged after probably hitting some underwater object.

India's leading minesweeper, the INS Konkan that was undergoing repairs in Vizag, also caught fire and suffered major damage to its interiors. The Pondicherry-class minesweeper was getting a refit at a dry dock when the incident occurred.

The naval headquarters is concerned over the spate of mishaps in the Western Command and had even summoned Western Naval Commander Vice Admiral Shekhar Sinha on the issue.

The Western Command headquarters was damaged when Naval Armament Depot personnel misfired a heavy-calibre gun at it while checking it.

    Langoo, just because Wikipedia is accessible worldwide, are you saying the info given therein is wrong? Secondly, my point was only about the quality and hence the integrity of these machines and not the number of casualties. If Wikipedia is right about the statistics, then people who live in glass houses should think twice before throwing stones at others.

    They should involve professionally managed Private sectors like L&T in Nation Building and defense like never seen before. This had been the practice at US. Majority of NASA or Pentagon activity are done by private sectors at the US. Politicians cannot build roads, how can they build submarines?

    Navy chief has resigned owning moral responsibility.

    But the defense minister still sticking to the position shows there is no morality. A non-corrupt (people call him so & I too believe) AK Antony should have resigned...

    Take good care when India purchases the weapons. they should be modern, well equipped and well manufactured without any risks. all the subs and ships should have safety control systems. Secondly, there should be a safety officer to monitor and check all hazard and fire systems in the warships. we should know how to maintain the ships. if the management on the place no mishap will happen. so why to blame admiral or the country that sold the warship.

    I am sure that Mr. Doshi wants to join politics !!! All of you, wait and see.I also understand that the new Aircraft Carrier Vikramiditya based at Karwar is having a lot of problems. The Russians just wanted it out from their waters.

    People,

    Russians are known to sell their second hand junk Submarines to India by giving hefty commissions to our beloved politicians...this is happening often...this need to be stopped immediately...whole Submarine deal should be investigated properly and the guilty punished...

    Why should naval chief should be punished for politicians taking bribes and buy junk second hand Submarines???

    Just gathered this info from Wikipedia :
    Since the year 2000, there have been twenty-seven major naval incidents involving submarines from: ten American submarines, six Russians, five British, two Canadian, one Chinese, one Indian, one Australian, and one French. It’s not Russia, but Uncle Sam tops the disaster list.

    Also give casualties from these accidents.

    US does not use any defense equipment from other countries leave alone second hand Submarines,,, then refurbishing them and using them invites disasters...that too when Commissions are involved...

    People like you and Kamath are there just to quote from Wikipedia and Google,,, please note whole world has access to them...

    We are talking here about the tragic loss of life of Indian Submarine accident and you are giving statistics of naval accidents in last 10 years...tell me how many Americans died in navel accidents in last 10 years and how many Indians died in Naval accidents...if you can't just don't comment...
