Controlling deficit, inflation top priority as finance minister: Jaitley


New Delhi, May 27 (NDTV): The BJP's Arun Jaitley took charge on Tuesday morning as Finance Minister, one of the most critical assignments in the Narendra Modi government that was sworn in yesterday. Mr Jaitley noted that he is taking over at a challenging time and said he will focus on fiscal consolidation and inflation.

"The challenges are very obvious. We have to restore back the pace of growth, contain inflation, and obviously concentrate on fiscal consolidation itself," Mr Jaitley said.

Arun Jaitley, one of Mr Modi's closest associates, has also been handed additional charge of another big portfolio - Defence. On Tuesday morning he sought to make clear that the Defence Ministry charge is temporary. 

"For a transient phase, I will be looking after Ministry of Defence also, but that's only an additional charge till there's an expansion in cabinet itself," he said.

Mr Jaitley, 61, will have more than his hands full with the Finance Ministry. In less than two months, he has to present a Budget that will be determined by several sobering facts.

The Modi government inherits an economy that is growing at the slowest pace in a decade. It is also saddled with high fiscal deficit, which has led to threats of a sovereign downgrade by ratings agencies. And the country faces the worry of a poor monsoon.

To meet a deficit target of 4.6 per cent of gross domestic product in 2013-14, the outgoing government cut spending by nearly Rs. 1 lakh crore and rolled over even larger subsidy costs into the new year.

That austerity could prove hard to sustain. Spending accounts for 11 per cent of GDP, offering a critical growth lever. Continuing to defer payments to state-run companies that would compensate them for selling fuel, fertiliser and food below market prices can create havoc with their finances and make them rely on borrowing to fund operations.

The Reserve Bank of India wants to bring down consumer price inflation to around 6 per cent from the current 8.6 per cent by January 2016, which would probably mean more interest rate increases. It has raised rates three times since September.

RBI Governor Raghuram Rajan was one of the first key officials to meet Mr Jaitley today.

Mr Jaitley is one of India's top corporate lawyers and has served as a commerce minister in Atal Bihari Vajpayee's BJP-led government that preceded the 10 years of Congress rule.

He is a former commerce minister and is regarded as a capable administrator. He is one of the few people in the party who has experience, but is also not too old at 61. Mr Modi has picked a council of ministers with 75 as a cut-off age.

    I totally disagree. What is the connection going to college?? You mean to say under Graduates are fools?? I am working for a 'A' listed company. Our MD's secy is only SSC passed. In one of our group company's Budget & Balance sheet is prepared by a SSC person (of course checking is done by VP-Finance). Experience makes (speaks) a person perfect not your degrees. Have your checked the Degrees of yesterday's Cabinet Ministers??? They can have any sort of degrees now !!! Please change your mind set. We are really b****y Indians as Britishers said. Hum nahim sudrenge, kabhi nahim. Its a totally a new born baby my dear. Let the child grow then it will spoil slowly.

    Good you have shown your good accumenship but I differ to buy your facts, as they are not true, tell me which company in India even appoints a B.COM person to the post of clerk ?, wait and watch time would tell, all these people in Govt will not keep their promises to curb the inflation but turn out and say that they need more time because previous govt had made big hole in the pouch and still they are stitching it! and they keep on stitching it till the next election and fool people of India.     Thanks for boasting yourself as a constructive critic..!!But your observations are completely wrong and looks very much biased though you claim you do not support any political party.I wish you have also did a research on previous cabinet ministers on the same portfolios and compared them with the new ministers you referred here.Firstly, Arun Jaitley,B.Com and LLB,advocate in the Supreme Court.You cannot compare him with any of other party leaders on his knowledge and merit.Even his enemies and opponents admire him.Secondly,Rajnath Singh,Home Minister,got masters degree in Physics and was in teaching profession during his early days.You think he don't know English?Next,Sushma Swaraj,External Affairs Minister,is a Sanskrit & Political Science graduate alongwith LLB and practiced as Advocate in the supreme court.You doubt her English Vocabulary?And lastly about our new PM,he has completed is masters degree in political science for your kind info.Please do your home work correct and then write this kind of absurd comments which would please only some section of the readers here.Some one said you are an true Indian..!!!     I am a born constructive critic, I do not belong to any political party to say BJP, AAP, CONG. Etc. I never casted my vote till now, because it was not worth to vote to anybody out there .I am a common Indian citizen. This is what my observation of Mr. Modi's present cabinet.
    Finance ministry is headed by a person who doesn’t even know 'F' of finance.

    Home ministry is headed by a person who doesn’t even pronounce 'H' properly in English

    External ministry is headed by a person who cannot fame a proper sentence in English

    HRD ministry is headed by a person who can fit as a Good cooperating Sasu Maa and zero in corporate governance.

    And finally the leader of theirs is, I doubt whether he has completed his graduation or not ! and his principle secretory is IAS officer and has post-graduation from Harvard university !!!!!

    Now you tell me Kya abi ache din aane wale hey ??

    Where it all happens? Only in India! Why it happens in India, go back and see why Britishers called Indian’s as B I’s and that tag of B I’s still continues!

    Now all BJP people will click ‘Disagree’ and Congress people will click ‘Agree’, but I do not care.

    I have expressed my opinion and if you investigate it thoroughly. You will have the truth in front of you, only you have to open your eyes of mind and see…….

    Higher Exports and lower imports can help control deficit. Exports are be already hit with stabilizing rupee. Exporters used to get higher value earlier, now they will get less money for the same value exported. When it comes to inflation, it is already going up. If the support prices to farm products are lowered, farmers will die of hunger. The key is to control middle man and bring supply chain efficiency. With NDA against FDI in retail, it will be hard ball. Either they have to follow UPA policies which they opposed all along, or encourage crony capitalists.
