Special centres for rape victims, says Maneka Gandhi


New Delhi, Jun 2 (IANS): The government would set up special centres for rape victims in each district of the country to give them protection, medical treatment and legal help, Women and Child Development Minister Maneka Gandhi announced Monday. 

The project which will approximately cost Rs.500 crore would be set up by the end of this year, Gandhi said during a media briefing here. 

The centres will provide medical and legal help to rape victims as well as police and ambulance services, she said.

"We have funds for the project, but if needed we will take money from the Nirbhaya Fund, which was created for the welfare of women in the aftermath of the December 2012 Delhi gang-rape," the minister said. 

Gandhi said the basic infrastructure would be put in place fast and a nodal officer has already been appointed for the project. The centres would be set up in line with existing ones in countries like Malaysia and England. 

"They will have a dedicated and competent medical and legal staff," she added.

Listing the priorities of her ministry in the first 100 days of government, Gandhi said her focus would be on setting up the rape crisis centres, refurbishing the Central Adoption Resource Authority (CARA) and building toilets for women across the country. 

"I would be happy to spend all my MPLAD fund in building toilets for women," she said.

    Look at the apathy of this new govt and this dumb minister!!!

    Are they morally bankrupt to implement such projects.

    The first priority should be to enforce stringent laws,emphasis on speedy trial and severe punishment for rapists so that rape cases will be reduced.

    The system in place should work as a deterrent to prevent the crime and not as a facilitator.

    I wonder how Modi has approved such a non-sense idea!!! Are we a banana republic!!!

    This is like asking women to make sure there is special centre near to you before being raped in order to avoid delay in post rape treatment!!!

    Mrs Maneka does not want to prevent the disease but once the rape happens, then give cure to the rape victims. Wah what a plan madam! Instead of setting up the rape crisis centres, please take strict action and measures to prevent the rape and severely punish the culprits. all the best madam in this your endeavor!

    instead of saying setting up special courts and handing out stiffer punishments to culprits within 30 days of committing the crime in such cases, instead we are setting up centres to remind the victims what they have gone through .

    Why is evry one just criticizing Miss Ghandi plans. These sort of
    centres are in most European countries.The tough punishments should be implemented immediately with these sick rapists. This should be fast-tracked process and not taking years. This practice of
    rapes has existed since 3 decades in India. The most criminals were
    police officers and politicians. Many woman and young village girls were raped by these criminals. The problem was that no one had the guts to come out openly and lodge a complaint. To whom could you complain ? What would the police do?. Arrest themselves or their bosses,the politicians ? What could the parents of these poor victims do in a country where these persons are looked upon as criminals ? leave their villages and go where ?. Now at least after the Delhi rape case became public, people have got the courage to open their mouths. These victims needs consolation and help. So Miss Ghandi is taking a right step and at the same time the justice has to put a full-stop with their
    softness to these rapists and give
    them tough punishments and death sentence might not be the best solution. They should feel the punishment. Cut their thing off or anything else that will make them suffer.Forget about the human rights policy. These victims and the parents also have human rights.

    If there are rapes there are centers for rape victims.
    This Maneka wanted special centers for rape victims rather that finish of rapes.

    HER THINKING IS HIGHLY TECHNICAL.
    MORE RAPES, MORE VICTIMS MORE SPECIAL CENTERS AUTOMATICALLY MONEY COMES TO THEIR COFFERS.

    "We have funds for the project,.." every minister is saying similarly since 60 yrs but where these money been utilized. How one can say like this and still we talk of poverty and call India a poor country,...it hurts. Need of the hour to Amend stringent laws against crimes mainly Murder,Rape,Forgery,Corruption...then these centers help the patients..

    One of the worst and stupid statement ever made by a politician. Anil, Dubai has rightly commented 'instead of passing strict law against rape, this lady is talking about special centers' for the victims.
    Oh My God.!!!!!!
    At present the U.P police is refusing to register the case and even asking 'What caste you are'?.
    If 'special centers' opened they will say 'go to special center'.
    This is called lack of knowledge & experience.
    This is nothing but encouraging rape crimes and corruption.

    Seven days of Govt. passed .What is the action taken by the W&CD minister Maneka Gandy against several rape cum murder cases reported across the country.Has she visited them at least.What is the necessity of centers when the victims have not survived.What justice will be given to the family members of the victims.Accusing the previous Govt was a easy task.The campaign speeches recorded may be once again displayed at prominent places.

    We need strong law like what we see in rest of the world for rape accused, rape accused should be dealt with death penalty that’s all, not special centers!, it is very clear what these special centers are made up to, only to get sanctioned money and then swindle the same in the name of running such centers, crores of money would be sanctioned and then swifened off !.     Funny Central govt and minister. Instead of taking some strict action to stop the rape cases, Central govt is going to set up special centres for rape victims. That means govt is expecting increase in the rape cases all over the country. After Modi govt taking charge rape and brutality is increased everywhere.     Alas !!! There is no single word to protect women of India from the rape but they are preparing for rape to take place !
    There should be more efforts/projects/plans to control this evil act of rape/murder but this lady talks about only cure not about sickness.Doesn't she knows prevention is better than cure???

    Of course these special centers needed for time being but not for long period if we succeed in controlling this crime,so we must be more active to control rape than anything else.

    Before LS election BJP created communal riots in UP to get more seats. Now they are planning to trouble and rape the women in UP to defame the UP State govt. In this way BJP want to impose President rule and go for fresh election and they can form their govt in state also. But for their safe side and avoid the attacks from opposition parties, they setting up the special centres for rape victims. This is an just eye wash. Still BJP govt not yet given yesterday's rape case to CBI.
