They should have pulled the chain in any station and stopped the train and should not have allowed it to move until they fill the water.
We once travelling to Mumbai, there was no electricity in out compartment. Lights and fans where not working. When we complained the TC, he assured that it will be repaired in Karwar Station. At Karwar station train stated moving without repairing, immediately we pulled the CHAIN and stopped and we protested and did not allow train to move without restoring power to our compartment. Then immediately action was taken and power was restored.
