Mysuru, Mar 3: Showing total defiance towards the government's order appointing Dr K A Khader Pasha as the finance officer of Karnataka State Open University (KSOU), the vice chancellor (VC) of KSOU sent the officer back without allowing him to report for duty.

Pasha, who was working as joint controller in the department of accounts and finance in Bengaluru, presented himself at the university headquarters here on Monday March 2, armed with an order posting him as the finance officer of the university, but the vice chancellor refused to allow him to report here.

Vice chancellor of the university, Prof M G Krishnan, said that as per the Open Universities Act, orders of appointment can be issued only after holding discussions with the vice chancellor. He said he could not allow the officer to join for duties as the above rule has been violated. When Pasha requested a written endorsement to that affect, the vice chancellor said he was too busy at present to do so.

Four months back, Basha had come with an order of posting as finance officer of KSOU but then too he was sent back for the same reason. Pasha said he has already reported the developments to the secretary in his department, and will try to soon meet the state governor, who also happens to be the chancellor of the university and explain to him what has transpired.

Pasha, who was working as deputy controller, had been promoted a week back as joint controller. At present, head of Kannada department, L Rajashekharaiah, has been discharging duties as finance officer of KSOU. He is set to retire soon, it is learnt.
