If Modi transforms education, he'll be remembered as a visionary

Jun 12: The front page news that Prime Minister Narendra Modi has personally directed that the feasibility of foreign universities entering the education space in India be urgently examined has come as good news for the higher education sector, which is currently reeling under burgeoning demand, limited supply and the mushrooming of poor quality educational institutions.

There is hope that the BJP, which had opposed the bill on the subject when UPA-II moved it, would support it now if the prime minister endorses it.

This might well turn out to be the game changer that would transform the education landscape in India. It is an accepted fact that many graduates, including those with engineering degrees, are unable to find employment because they do not possess the knowledge or skills that make them market-worthy. This is a consequence when shoddy education vendors flood the market simply to take advantage of demand. Quality education suffers as a consequence.

The passage of the long-pending Foreign Educational Institutions Bill is, consequently, viewed by many as the panacea. It would make high quality education widely available in India, apart from improving the quality of existing education providers through direct competition. Many unreliable vendors would be rendered redundant by market forces. This would further contribute to improving the education delivery system.

Apart from savings in foreign exchange by providing Indian students an opportunity to study in India rather than going abroad, the entry of foreign education providers is expected to see increased investment in and encouragement of R&D, which has been a long-neglected sector. Additionally, a significant boost is expected to be given to the online platform, which is likely to emerge as a lucrative product in a rapidly growing demand-driven market, such as India.

Speculation that with the opening up of the education space, India could be positioned as an Asian education hub will also have positive implications on infrastructure, streamlining administrative procedures with regard to mutual recognition and accreditation, and the dismantling of abrasive visa regulations, particularly for those wishing to come to India for research projects. Collaboration with foreign universities would, most certainly, see the exchange of faculty and students, including credit transfer, and consequently impact positively not only on joint research but also on tourism.

In other words, this has the potential of emerging as a powerful public diplomacy tool in foreign affairs by opening its doors to international students and international faculty. When learning is experiential, it has the ability of becoming second nature and thus, influencing perceptions and behavior. In short, the studying-in-India experience would enable students to make Indian friends, travel within India, and receive an experiential exposure to India's diverse cultural heritage. Consequently, when they return to their countries, they would have a more informed, first-hand and long-lasting perception of India. This lies at the core of any public diplomacy intervention because it helps create life-time friends.

Equally important is the fact that the liberalization of India's education sector would send a strong signal to the global community of India's openness to engage with international partners. This would be in keeping with the prime minister's message that his government's priority would lie in ensuring the ease of doing business and in the dismantling of protectionist barriers. However, this requires firm advocacy by none other than the prime minister himself, who needs to not only make his intent clear but insist on time-bound implementation. It is expected that vested interests and strong lobbies, many of whom enjoy considerable political patronage, would oppose the passage of the bill, as it would, most certainly, threaten their existence and impact their bank balances.

How strongly the prime minister asserts his position would be watched. The prevalent perception is that promises are made but not kept. Indeed, the bureaucracy, especially in the visa-on-arrival issue, has unambiguously "overruled" a public prime ministerial public announcement, at huge cost and harassment to foreign visitors. This can create serious perception and credibility issues that the Prime Minister's Office needs to be cognizant of. It is hoped that lessons have been learnt and that the bureaucracy appreciates the damage it causes when it undermines the prime minister's perceived directives.

A positive signal was conveyed by Modi when he directed that the foreign education bill needs to be revisited. If he is able to transform the education landscape in India, he would be remembered as a man of vision. After all, it is only nations that recognize the primacy of education are able to achieve sustainable economic growth and social justice.

    Sir Manmohan Singh was highly educated prime minister. What congress did with his knowledge wisdom and vast experience...?

    Daer Matrin-Deerubhai ambani- not a graduate- he used his own knowleadge to build the empire.For example of me- i was looking for a HVAC engineering colleage -just count and tell me how many u have in Karnataka ,Skilled course in india like- Aerospace how many u have- this is the reason we couldn't build fighter jet even after 30 year's, when we failing on something we should accept, then now u may say doctor and engineer's are all over the world -yes we are on the 6th level- if you go to the Oil and gas industry or Diffence research we are i belive -0 - we couldn't even built a indian made Gun up to know -even after 68 years after independent -look at china they are the biggest supplier for the metro train in the world -look at us. so appreciate the Modi -Do not look for his education because he is not going to be the lecturer in university -what u congi's did even though -manmohan singh was highly educated.nothing so just keep quite .

    But now if PM Modi Govt moves it and get it approved it will be better for India.
    This is the real reason why India lagging far behind of China.

    this bill is far more complicated than author has put forward!... and would be succesful as much! ... India has been educaiton hub ever since nalanda and taxila days, where people used to throng here for studies.. compared to that, people went abroad for higher education , from gandhi, nehru, ambedkar days till even rahul gandhi, samajvadi akhilesh yadav or amabnis- as our culture and political environment condusive. people who will never get a seat here in premier institute, IITs etc went to standford (ambanis), trinity oxford, wharton and everywhere... another reason, was glamour and development of livind abroad and also the job prospects, research scopes etc made the best of brains to go to US and UK or even austrlia!...

    even the daijians who are living in gulf these days, want to send their NRI kids here for basic grad courses, and then send them to USA for higher studies or dual degree programs, so that they stay in America or austrlia and can crib about India- casteism, RSS/MODI etc...

    most importantly, all educational institutes are run by patangrao kadams, DY patils, to SUranas, or name the politician, I will show where his money is put in which colleges! so they shall oppose to this competitive environment...

    worst is , foreign universities want vast land, when you are not letting in go LAB, how is it possible!.. Ans most importantly, we have seen how reviving NALANDA under AMARTYA SEN was total failure, where around 3000crore went just down the drain and that idiot is now threatening, feeling victimised, when he knows he has erred bigtime!... in short, this idea is very cool, I welcome foreign degrees, but we are capable of nurturing and strenghtening our colleges, but this is a NO STARTER! we need about 15 years more to succeed here..vhe vhe vhe

    Our focus should be to train
    1) 5 million quality certified electricians
    2) 5 million quality certified plumbers
    3) 5 million ac technicians/fitters
    All our ITI's are of poor quality.
    Minimum wages should be fixed at 500 rs in cities and 250 rupees in rural areas. There is huge demand even outside the country for such workforce

    Sir: You may like to know that I graduated from St. Alysius in 1955 and old enough to know the passage of history over these decades. Here is my observation: In 50's there was great deal of emphasis was placed on building universities amd no importance was given to build craftsmen, technicians , technologists etc. The experts from UN were invited and recommended that first there was a great need for this kind expertise. But it was ignored. Nehru d in one of his speeches that Universities are Temples of Learning!!! Right to apoint. But, something important was pushed under the carpet. So you see the result. What is needed to day tens of thousands of graduates from community colleges like they do in developed countries to fill the gap

    The author of the article, Amit Dasgupta, is most likely one of the front persons for the big education cartels of the West.

    If the Western educational institutes depended on their own students, many would have been bankrupt by now. Their survival depends on the students from other countries: Chinese, Indians, Arabs, south Americans, etc.

    Many so-called Universities in the West were just technical institutes (similar to our ITI, not necessaeily IIT) about 25 years ago. A committee in the UK came to the conclusion that they could attract foreign students only if they renamed themselves as Universities and awarded Degrees instead of Diplomas. Immediately, there was a huge name change. Where there were three Universities, suddenly there were 20.

    (High Schools were renamed as Colleges as well).

    The UK idea was quickly replicated in countries as far away as Australia and New Zealand.

    Regardless of the history, the Indian students do not go abroad with the intention of getting great education and offering their services to the motherland. Instead, the intention is to use this as a backdoor for migration. So, the whole substance of the article by Dasgupta is a bit suspect.

    It may also pay to note that the great IT/BPO world has reached the saturation point. Employment will not increase in this sector. So, people need to think hard as to what to do next.

    Mangalorean, can you substantiate your claim of that committee in UK that pioneered ‘educational scam’ 25 years ago? Just provide names of the members of the committee and also what are those high schools that were rechristened to colleges/universities overnight?
    As far as I understand, students from India who could afford, have been getting their education in the west since pre -independence era. Agreed those days in India only Gurukul style of education was available only to certain cast. Following Britishraj, our ancestors bid goodbye to Gurukul and embraced western style of education, but unfortunately even after the British left there hasn’t been remarkable change in our system. If it all there’s been any change, that’s been for the worse! And those who can afford, are still getting educated in the west.
    As you mentioned, it’s true that some are utilizing higher education as a migratory means. But then if you list out our Nobel laureates in pure sciences, Hargobind Korana, S Chandrashekar, (C V Raman is an exception) Economist Amartya Sen, industrial pioneers such as Ratan Tata, A V Birla, Azim Premji etc were all educated in the west. Among current generation, Nadella, Nooyi, Arati Prabhakar etc have reached their positions due to their education that FACILITATED THEIR TALENT TO FLOWER AND BLOOM. There are some pseudo patriots among us who attribute it to ‘Indian genes’. But success is 10% inspiration, 90% perspiration.

    yes... till recently, in the west a "FOREMAN" was much appreciated than a "ENGINEER"... france has major colleges which are named "POLYTECHNIC" and highly acclaimed ones.... here in india, ITI, Diploma or polytechnic has no value!
