India rejects Sharif's 'peace initiative' to demilitarise Kashmir


United Nations, Oct 1 (IANS): India has rejected Pakistan Prime Minister Nawaz Sharif's "peace initiative" saying that de-terrorising Pakistan is the answer, not demilitarising Kashmir.

After raising the Kashmir issue at the General Assembly on Wednesday, Sharif proposed a four-point peace initiative for India that embraces demilitarising Kashmir, renouncing the use or threat of use of force, withdrawal from Siachen Glacier and formalising ceasefire along the Line of Control.

In a rapid response, External Affairs Ministry Spokesman Vikas Swarup tweeted, "To de-militarise Kashmir is not the answer, to de-terrorise Pakistan is."

"Peace can be achieved through dialogue, not disengagement," Nawaz said in his address to the General Assembly. "Cooperation, not confrontation, should define our relationship."

But before proposing the peace initiative, Nawaz made the acrimonious reference to Kashmir, equating it with Palestinian and portraying it as a religious issue.

"Muslims are suffering across the world: Palestinians and Kashmiris oppressed by foreign occupation," he said.

"The international community must redress these injustices against the Muslim people."

Swarup replied in a Tweet, "Pak(istan) PM gets foreign occupation right, occupier wrong. We urge early vacation of Pak(istan) occupied Kashmir."

Just after trying to internationalise Kashmir, Nawaz tried to couch the peace proposal as a bilateral move since India's condition is that the Kashmir dispute is a bilateral one and there should be no outside involvement. However, it did included a request to increase the UN Millitary Observers Group in India and Pakistan (UNMOGIP).

Although, Nawaz tried to strike a conciliatory note with his proposal and its phrasing, he insisted elsewhere in his speech on "consultations with Kashmiris, who are an integral part of the dispute."

New Delhi considers Kashmir an integral part of India and any such move an interference in internal affairs and counterproductive to a dialogue. Recent attempts at holding bilateral talks have been sabotaged by Pakistan bringing in the Kashmir question or engaging Kashmiri separatists.

Sharif referred to the recent ceasefire violations along the Line of Control and asserted, "Wisdom dictates that our immediate neighbour refrains from fomenting instability in Pakistan."

He said that "the two countries should address and resolve the causes of tension and take all possible measures to avert further escalation" and for this he asserted he was making the peace initiative proposal.

These were the four points in his proposal:

- Pakistan and India formalise and respect the 2003 understanding for a complete ceasefire on the Line of Control in Kashmir with increased monitoring by the UNMOGIP

- Pakistan and India reaffirm that they will not resort to the use or the threat of use of force under any circumstances.

- Demilitarise Kashmir

- Unconditional mutual withdrawal from Siachen Glacier,

"An easing of threat perceptions through such peace efforts will make it possible for Pakistan and India to agree on a broad range of measures to address the peril posed by offensive and advanced weapons systems," Sharif said.

However, beyond the international publicity that Nawaz hopes his announcement could generate for him, his initiative has internal contradictions.

As Swarup said in his tweet, demilitarising Kashmir would not be possible unless there was an end to terrorists backed by elements in the Pakistani government crossing over, which would be an unlikely development.

Similarly, the border tensions have been a result of cross-border terrorism.

Nawaz did not offer any credible solutions to terrorism directed against India, including a crackdown on anti-India terrorists or handing over to India those wanted for terror in India.

Swarup noted in a Tweet, "Pakistan's instability arises from its breeding of terrorists. Blaming neighbors is not a solution."

Nawaz tried to portray his country as "the primary victim of terrorism" and said, "We will fight terrorism in all its forms and manifestations, irrespective of who their sponsors are." He referred to Operation Zarb-e-Azb, which, he said, "has made substantial progress in cleansing our country of all terrorists and will conclude only when our objective has been accomplished."

On Monday, Afghanistan CEO Abdullah Abdullah, however, accused Pakistan on being a sanctuary for terrorists and of going back on its word to stop terrorism against his country.

Nawaz said Islamabad supported Security Council reforms. He did not make any direct mention of India's quest for a permanent seat. But in a snide remark that can be interpreted as directed against India, he said what was wanted was "not a Council, which is an expanded club of the powerful and privileged."

    Yesterday I saw in CNNIBN, huge rallies in POK against Pakistan, being suppressed by Pakistan army.

    People were shouting slogans against Pakistan and some wanted to be included in India.

    The same people who supported Pakistan, are now want India, because they are in trouble.

    But, from our experience, we have seen that after taking benefit from India, once their problem is solved, they again become anti-India.

    India is already suffering from militancy and these people may add to our trouble.

    We should be careful with disloyal and back stabbing people.

    Sounds like good news. I just saw the news headlines ."Pak PM gets foreign occupation right, occupier wrong. We urge early vacation of Pak occupied Kashmir." This is the first time, India has called a spade a spade in the world forum. While people may have their own different opinions, i feel that this is the best response i have heard in times regarding Kashmir issue. This is in fact real policy of a brave country. We should tell the world in loud and clear voice that Pak is illegal occupier of PoK and is deeply involved in covert terrorist operation. World has not forgotten how Osama was kept safe for many years close to its military head quarters. Imposing trade embargo should be the next step .

    ..He says Kashmiri mulsims are oppressed..what about Baluchs & Muhajirs in pakistan!!..IHK Kashmeris are far better than POK Kashmiris..In INDIA, Kashmiris themselves brought misery..if they think by helping Pakis and waving ISIS flag, highlighting religion they can get Independence, its dream only..but one thing sure they may end up like Afghanistan/Syria..Kashmiris may have to run from valley to other Indian state..what PANDITs suffered all these yeras, may they have to suffer..NAWAZ SHARIEF should know that from Asia/ME people are running to EU & begging them to give shelter..why they are running to a kufr country, is this because of foreign oppression!!..whole world knows the truth..

    Well said Ramesh S, Mangalore. But I still can not understand, since Kashmir is the integral part of India, why the Pandits have to be refugees in their own country? Why should they be scattered? Can they not be taken back to their original places? On second thought, it is not only in Kashmir, it is happening in other parts of India as well. After riots and fight between two communities, one community is not allowed to come back to their original place. Their homes would have been occupied by rival community. So all of us have to change our attitude and mind set. When we had Indo China war and two Indo Pak wars, what spirit we all had. We never thought of our religions. We thought of our country and when we won the wars, what pride we had!

    Pandits suffered because of our policymakers short vision..we allowed a seperate law, flag, constitution to JK and even a visa system..During NEHRU era if any one has to enter JK, he has to apply & get a permit. even our PM/presidents too..But it was cancelled after JANA SANGH leaders protest in Srinagar..we are connected to JK just because of Amarnath yatra..efforts also made to stop this, every year locals trouble devotees, terrorist attack to stop yatra..successive Govts should have known that if pak based & local terrorist succeed in driving out Pandits/sikhs there will be demographic imbalance..immediately after Kashmir riots, efforts should have been made to relocate pandits/sikhs to their original homes with security..now whenever efforts made, it turns to communal issue..Now, another state is going to experience same fate, i.e ASSAM..we are totally blind whats going on there..every year there are riots,displacement..Army permanently based there..International terror org., very active in ASSAM..but no media attention..very surprising..

    In 1990s..three lakh pandithsleaving everything behind,ran out of kashimr and settled down differnt parts of India...is it called drama.romours..No political prty except BJP..not even talked a single word in favour of those pandiths,fearing minority vote bank...shame..

    Now Indian Govt. clearly said Pak..first ''deterorize pakistan''.

    What I fail to understand is of our PM's priorities. He went to USA for self advertising and Rock show or to attend UNGA. Every leader including Obama and Putin addressed the UN and our PM has left this job to one of his discredited Foreign Minister. what credibility this lady has to address UN. Our PM has done his job of meeting some Tech CEO's, have some photo op's and come back running for campaigning in Bihar elections. He should have stayed back and replied to Sharif's comments tit for tat and not come running back for some state elections.I donot understand what this man wants. Power and fame or India's progress?
