Bengaluru, Jan 13: A person, who wants to pursue civil services, has been waiting patiently for his caste certificate. Presently he does not know which caste he belongs to. He has been running from pillar to post to get legal sanction to establish his caste.

Raghu (24) was born to a sexually abused woman from Mandya. She is also mentally challenged and speech impaired. Raghu was brought up under the governments’ care till he was 14 in Ballari. He completed his 10th standard through the National Institute of open schooling in April 2015. Now he cannot go for further education and cannot even get a good job as he does not have a caste certificate.

Raghu, who did not know his mother, first established her identity. Then he approached Mandya district administration and asked them to include his name under the scheduled castes. The district administration held a meeting in the presence of deputy commissioner, tahasildar and others. They failed to come to a conclusion as they could not ascertain the caste of Raghu or his mother. They decided to write to the state government seeking its opinion.

On Tuesday, Social Welfare Minister H Anjaneya held a meeting and constituted a committee, which has been directed to submit a report on the caste issue of Raghu. Anjaneya said Raghu could not be given a caste certificate due to legal hurdles.

Anjaneya also said that any violation of guidelines will land the government in trouble. But he promised that until Raghu gets the caste certificate, he will be accommodated in the government hostel. The minister said within a month the matter will be resolved.

Raghu's mother who is speech impaired and mentally challenged lived in shanty place in Mandya. When she was 18, she was raped by an unknown person in 1990. Raghu was born on February 1991. The mother with the son was taken to a women child care centre and looked after for some years. Then Raghu was separated from mother and taken to a children centre. Nowhere his caste was mentioned in any records.

When Raghu found about his mother he had another shock. She was begging in a colony when the district administration located her. But they could not get any details from her due to her mental state.

Raghu says he wants to be a civil servant and desperately needs a caste certificate.

    Authorities should issue the caste certificate considering the tragic circumstances of the parent. It will be inhuman to expect the man to produce certificates of his unsound mother as proof for the caste. Hope the authorities have common sense. This is not a time to exhibit their perverted intelligence by the authorities.

    My neighbour's father who lives in Pune, came down to his son's house and stayed here 4 months. After returning, he went to collect his pension and as usual carried with him a certificate showing that he is alive. Clerk gave him the recent quarter pension and refused previous quarter's, since, the man did not produce such a certificate for previous quarter !

    Grant this man exemption in caste certificate and allow him to pursue his further education OR, make it compulsory to abort each and every pregnancy caused by rapes !

    We pretend to be humane by not letting an innocent life in the womb die, a life formed out of rape.

    Once born, with no address of the father, who will bestow the caste on the child ? None ! Then, why show fake humanity if we are not ready to budge a bit in our own culture, customs and traditions ??? Its not humanity that is granted to the child but a life of unending suffering and shame !

    At-least cases such as this should enlighten the blunt heads of our politicians to change draconian caste system and its mandatory certification.

    Hope the young man does not give up his struggle and joins the gangs of pick pocketers or drug suppliers.

    I too endorse your view.
    I am a step ahead and hold view that any kind of segregation based on caste should be removed along with that we should remove segregations based on religion too.

    People asking to remove 'caste' column in all application form should also voice on removing religion in all 'form's. Can it be possible on the passport too??
    So called developed, modern, christian majority nations still requires our religion to be mentioned on VISA applications!!

    Religion status in Indian Passports is not any more existing.

    I do agree with you. Our faith/belief should show only inside our houses and places of worship. Once outside, we should be just human beings and foremost Indians. We must forget who is a Hindu, Muslim, Christian, Sikh, Jain or anything else but uplift humanity.
