Mangalore, Sep 9: Dakshina Kannada Deputy Commissioner, M Maheshwar Rao, directed the officials not to allow reckless pasting posters in public places during the municipal polls including Mangalore City Corporation (MCC).

He said that the campaigning would be allowed between 7 a m and 10 p m. which would end 48 hours ahead of the polling day, Sep 28.  The general public could inform the police of any violation of these restrictions.  The loud speakers could be used only after obtaining the official permission.

The legal action would be initiated against candidates or the political parties concerned, if public places were defaced.  Political parties should obtain permission from the local bodies, to put up campaigning material after paying the prescribed fees, Rao said.

The elections for MCC, town municipal councils of Ullal, Moodbidri, Bantwal, Puttur and town panchayats of Belthangady and Sullia are scheduled to be held on Sep 28.  The counting of votes will be done on Sep 30.

The contestants can file their nominations between Sep 10 and 17, at their respective urban local body offices.  Nominations for the town panchayat elections of Sullia should be filed at the taluk office there.  The nominations for ward numbers 1 to 5 of MCC will be accepted at it’s sub-office in Suratkal also.  Scrutiny of nominations will be done on Sep 18 and the last date for withdrawal of nominations will be Sep 20.

The candidates will have to pay a deposit of Rs 3,000 for contesting MCC and Rs 500 in the case of other local bodies.

The deposit money would be half of the prescribed amount for candidates from SC, ST, Backward Classes A and B categories and women candidates.  Counting of votes will be done at Karnataka Polytechnic, Mangalore, for all the wards of MCC as well as Ullal and Belthangady town municipal councils, Mahaveer College at Moodbidri for Moodbidri Town Municipal Council, taluk offices of Bantwal and Sullia for respective local bodies and St Philomena College, Darbe, Puttur for Puttur town municipal council.

The voters’ list published on Aug 16 and Sep 8 would be considered for the civic polls.  All those who have attained 18 years of age as on Jan 1, 2007 and enrolled as voters, can exercise their franchise, Rao said.

Voters can bring any of the following documents for identification.  Ration card, driving license, passport, identity card issued by state or central government establishments, public sector undertaking, local organizations, private industrial corporations, passbook issued by banks or post offices, patta book or khatha/pahani of lands, electricity or telephone bill, house tax, receipt, khatha document, gun license, certificate issued to physically challenged persons, widow or old age pension certificate, student identity card, bus or train pass, conductors’ license, freedom fighters’ identity card, ex-serviceman’s pension book, CSD card issued to ex-servicemen, transfer certificates issued by schools, original degree certificate or marks cards issued by schools/universities or government boards, pension order and identity cards issued by widows of ex-servicemen.
