Nitish declares Bihar a dry state


Patna, Apr 5 (PTI) : Four days after promulgation of partial prohibition in Bihar on April one, the Nitish Kumar government today decided to impose a total ban on alcohol in towns and cities.

The decision to ban sale and consumption of India Made Foreign Liquor (IMFL) in municipal and town council areas with immediate effect was taken at a cabinet meeting, the chief minister told reporters here.

The Nitish Kumar government had banned sale and consumption of country and spiced liquor in rural areas from April 1 this year, but had allowed sale of foreign liquor in towns and cities.

"But, the tremendous response of people particularly women and children against liquor in Patna and other towns in a short period of four days only convinced us that a conducive environment against alcohol has been created in the state and that's why we decided to go for total ban on liquor after four days only," he said.

On 'toddy' which has created controversy in recent days following intervention of RJD President Lalu Prasad against its stoppage in view of interest of people associated with the trade, Kumar said the state cabinet decided to strictly impose the 1991 guidelines which allows consumption of "Neera" (drink from palm trees before sunrise) but disallows consumption of 'toddy' (after sunrise when the palm tree liquid gets fermented and gains alcoholic properties).

The 1991 guidelines prohibits sale and consumption of 'Neera' within 50 metre of places like hospital, education institutions, religious places among others in towns and 100 metres radius in rural areas, he added.

The chief minister said "Neera" would be allowed, while 'toddy' drink would be barred.

    I never believe in total ban in the state. Now the border police and police force will mint money...!Gujarath is a failed state in liquor ban...
    At present Indian government is charging highest taxes on Liquor.....and the money collected in cricket match tax free...!And Indian cricket board is ruled by corrupt corporates with dirty politicians....If the government thinks that by increasing the tax on alcohol they will restrict the poor from drinking then its a foolish thinking.....! Instead reduce the tax and educate the drunkards. That is the only option left....!

    Gujarat is also officially a dry state. But you name the booze and it will be delivered to your door step through agents / touts. In Karnataka State excise revenue is in the range of 17-20,000 Crores per year. So who makes the buck ??? In Bihar too this will happen. Its all a gimmick to make money.

    ..but siddanna from day one wants to give cheap liquor to poor..already 1600 new license ready for distribution..no award wapsi, no protest from intellectuals/social activists..KERALA CONGRESS just for vote made a drama of ban, even SC questioned why they need 10 years to implement ban!!..BIHAR Govt can implement it within a year, then why others need 10 years!!..

    ..Its a good decision but Govt has to ensure that it doesnt lead another catastrophic situation..Liquor ban may lead to sale/use of narcotics which is very dangerous than liquor..BIHAR sahres a border with Nepal which is hub for pakistani activities..Punjab reeling under drug menace..if we observe Afghanistan Pakistan like countries where Liquor is big no, the people are addicted to drugs(may be a misplaced notion that only Liquor is not allowed as per ###)..sale of drugs rampant in these countries..

    As i remember end of March 2015 nitish anounce bihar as dry state from April 1st, but before April 1st he fooled many by U Turn, this year first week of April he announce as election is completed.

    Very sensible move by Nitishkumar led Bihar Govt.
    If people are unable to use Alcohol in a sensible way,
    Contrary Alcohol uses them, it's better to ban it. People their have no control over their drinking habits!
    Though I drink, I wouldn't be able to enjoy the company of senseless drinkers!
    Now, at least, peoples earnings will be spent on food, education and savings. Their working hours may increase, health may improve.
    Family discords may come down. Ever increasing population, Rapes in U.Pradesh and Bihar, may see downward trend in the absence of Alcohol!

    Very True Bro, Just like Gujarat. Prohibition is only a show, actually liquor is freely available, they will also deliver it to your house, which brand you want. But yes at extra cost.
