Govt rolls back decision to lower EPF rate; fixes it at 8.8%


New Delhi, Apr 29 (PTI): Bowing to employee protests for the third time in two months, the government today rolled back its decision of lower interest rate on provident fund deposits to 8.7 per cent for 2015-16 and agreed to fix it at 8.8 per cent as decided by retirement fund body EPFO.

The roll back comes on the heels of government having to withdraw an order restricting withdrawals of employers share in the employee provident fund (EPF) till an employee achieves 58 years of age. Last month, the government had to roll back a Budget proposal to tax EPF withdrawals.

The rollbacks on both the decisions followed protests from employees and their unions.
"I am happy that our Finance Minister has agreed for 8.8 per cent interest to be given for EPF workers for 2015-16. We will issue a notification of 8.8 per cent interest rate immediately," Labour Minister Bandaru Dattatreya told reporters.

The minister clarified that the EPFO's apex decision making body the Central Board of Trustees headed by him, in its meeting held on February 16, 2016 at Chennai, recommended 8.8 per cent interest to be credited to EPF workers for the 2015-16 which would leave a surplus of Rs 673.85 crore.

The minister said that the Finance Ministry had sought clarification on interest to be credited to inoperative accounts and it was clarified that interest of 8.8 per cent was (decided) after taking into consideration the inoperative accounts also.

He also informed that EPFO updates about 15 crore accounts annually and only 2.89 lakh accounts have to be updated as of March 18, 2016.

When asked about the tussle with Finance Ministry, the minister said, "Finance Ministry advises all the ministries. When interest rates were falling they wrote a letter to us and we fixed the interest keeping that in view."

The roll back comes in the backdrop of a nationwide protest by 10 central trade unions opposing the Finance Ministry's decision to lower EPF interest rate by 10 basis points. RSS-backed Bharatiya Mazdoor Sangh had already called a protest on Wednesday.

    you seem to be suffering from Congress phobia even 2 years after their departure. The duty of the every govt should first be to protect and promote the common man and his social, financial, academic needs. Despite all the setbacks, drawbacks, lack of strong political will, successive govt's ever since the Independence have done this to a larger extent, irrespective of their party and ideological affiliation. But this is the first govt that we have which thinks first about the elite, business community and the corporates. For this govt the priority is the corporates and that is why every decision of theirs has gone against the wishes and aspirations of the common man time and again. Initially the middle-class thought that the govt was new and was just getting its foot in and needed to boost the confidence of the corporate sector. Hence no one spoke much about it. But in the last two years, with more and more decisions going in favour of the corporate and the elite, the common man has realised that this govt is for the corporate and would go to any length to please the elite. That is why this uprising now. The way the garment workers, one of the most unorganized labour sections of the society, hit the streets, it was evident that people living on the lower wrungs of the society are not just disappointed with the present govt but are frustrated even. They did not have a leader, did not have union back-up and yet they managed to tame the ultra-elite corporate govt. But I wonder whether this govt will learn lessons because their roots are in the corporate. These elite and corporate contributed in millions to bring BJP to power back in 2014 and now it is logical that they are trying to get maximum benefit. BJP has always been the 'baniya', business community party because the largest chunk of their votes are from the trading community, be it Baniyas, Marwaris, GSBs, RSBs, the Jains etc and it is natural to BJP to think about this people than the common man.

    Govt is ok...but middle class,salary class people should remain very cautious about this govt.Whenever anti employee/anti middle class policies are thrust on us then the decision should be opposed tooth and nail and bring them into senses.That is the only way left out for us now.
    Congress govt though sown the seeds of communalism for its benifit never targeted common people/working class people at any point of time.
