Mangaluru: DC to get tough on buses, tells operators to improve service

Mangaluru, Sep 21: "The district administration might think of banning the old private buses which enter the city if they continue to operate with the old fleet without citizen friendly facilities," said KG Jagadeesh the deputy commissioner (DC) of Dakshina Kannada district.

Addressing as the president of the Regional Transport Authority (RTA), he said "I have received many complaints from the citizen about the service of private buses. Many of the buses are old and have the high steps to climb due to which the senior citizens and the disabled are not able to board the buses, If such buses still continue to operate, then they have to banned,"

"The private operators need not pat their own backs. The public has to appreciate their service. There are complaints of rash behaviour of bus staff from the public and hence the owners must sensitise the staff." he added.

"Both KSRTC and the private operators must not keep profit as the only aim. Both must show interest to operate the buses even in the outskirts of the city like they do in the city and serving people must be their motto. There might be bad staff in KSRTC and JNURM city buses as well. But being the government organisations, has the utmost responsibility of giving the best service", he said.

While speaking about the handling of various grievances from the public and bus operators,both public and private, he said " since the next RTA meeting will be held within a span of two months, all the stakeholders must submit their pleas to the RTO (Regional transport officer) within a month in writing with specific details and get the acknowledgement letter. Only those who have this letter will be allowed to speak in the next meeting of the RTA and not the others."

"The RTO officials must forward the pleas to my office, if required, or find a solution at their level to these within fifteen days of submission. The next meeting will be of giving the solutions and not only listening to the grievances." he added.

"I suggest this solution because I am new to this place and not able to completely understand the grievances which mostly focus on the city buses. Hence all the stakeholders including the public and RTO must follow the procedure I have directed." he said.

A large number of representatives from the public from various parts of the city turned up to the meeting since it was the first meeting of the RTA convened by the deputy commissioner after he took charge.

Most of suggestions and grievances of public were to improve the private bus service and direct the JNURM buses to operate buses in new routes. Private bus operators led by Aziz Parthippady of district bus owners association urged the authority to stop the new JNURM buses from entering State Bank area and focus on the new routes.

Superintendent of police (SP) Bhushan Gulabrao Borase, secretary of the RTA Anwar Pasha and others were present at the occasion.

    Certain changes in rules and regulations needed for Bus operations within Mangalore.
    1. Probhibit whistle blowing in city buses as well as in service Buses.
    These allow the buses to stop everywhere and create havoc to traffic and promote speeding.

    2. Mandatory installation of Bell that allows the conductor to signal the driver to start. Stop there should be decided by the driver( designated stops only). It is practiced in other places and working well. Drivers will be more careful.

    3. Fine the bus operators that still use the whistle. I am 100 percent confident that without whistle the speeding and risk taking will reduce.

    Changes should be long term and binding. If helmet rule is being followed it means it is effective. similarly enforce the rules for the sound pollution too.

    4. Make it mandatory to install indicator light ( preferably with beeps) for all auto-drivers(rickshaw). Many auto-drivers follow ( Auto-self) rules.

    5. Student drivers - almost always do not wear helmets - enforce heavy fines and cancel DL of repeat offenders.

    Mr.Aziz Parthippady...we want more of JNURM bus services and not private buses...we hate the attitude of drivers conductors and cleaners...no respect to senior citizens/ children / lady passengers etc...they are monsters and blame owners, associations and even regrettably govt officials for granting them permits, license etc.

    Our local administration works like a Firecracker. Make a pusssss sound and sleeps. Many DC's have come and gone and nothing has changed in Mangaluru? Once get the new position only big talks and after that sleep without any actions.

    Behavior of private city bus staff are no better than thugs.
    Traffic rules are not made for them to follow but, public have to follow their rules.
    Rash, shouting, keep on whistling, shrill horns,conductors standing on the foot board when passengers are getting in and out, they keep changing the route as they want, stopping the bus anywhere even on the middle of the road, the list goes on................

    It is encouraging to note that Mr. Jagdeesh the present Deputy Commissioner has taken a note of the situation. Apart from operators making use of old buses the present menace is reckless driving. In addition to this to ensure that they get sufficient number of passengers, the drivers stop anywhere to pick up passengers. Parallel parking is another menace. Despite all protestations the authorities may please consider installing speed governors on buses.

    It is good to note that the D.C. is stepping in for the good and wellfare of the citizens of Mangalore

    Mr.Aziz Parthippady, Can you instruct your association to replace the 'Dabba' private buses with JNURM type low bed buses and improve the services before public intensify the efforts to replace all such buses with JNURM buses. Why the private buses are crawling and taking about 2o minutes till they reach Jyothi intersection, putting the public in great inconvienience? After all private bus owners association shall remember that the authorised bus routes and permits are for public convienience and good service to them shall be your associations ultimate motto.

    I have seen the buses rush senior citizens,ladies,and children being rushed to get on and off the bus ,the steps are so high upon that they force them to hurry is a recipe for disaster, many a times they don't even stop or also stop at undesignated places . Are there no one to guide this ignorant and arrogant city or service transporters . They should be made to compulsory attend a brainstorming session by the authorities regularly,. Strong fines also do theMAGIC TRICK.

    The Private Bus drivers drive the Busses very Rashly .They don't even wait until the Passenger's climbs or get down from the Bus. They don't have courtesy towards old people too. For them their race is important. Even they don't see nor stop the Bus for School going children too.What I suggest is that the government should look after this matter very seriously.

    Dear New DC, every new DC has spoken the same and the last laugh is that of private bus operators!!!. Try to do what you say and you will be transferred to a place that has no water!!!. Your senior, Ibrahim said he will seize all vehicles violating traffic rules for 3 months and within 3 months he was shunted out!!. Know the power of private bus lobby in DK & Udupi!!!!!

    Now at last we have a DC who is interested in the general public, traveling the killer private buses. The private bus mafia is only interested in only making money and not interested in providing any service to the general public. To know how the buses function the DC should travel the city bus and will actually come to know how the mafia works. The DC will come to know that the buses in Mangalore stop anywhere if a hand is just waved in front of the bus. Not even issuing tickets is the big joke.

    These are the steps need to be taken immediately and very seriously.

    1. Do NOT take bribe and if found maximum punishment including transfer.

    2. No political influence for any incidents and arrest the culprit without any delay.

    3. All the vehicles need to be checked in a regular basis and the authority must gave valid certificate and that need to be kept visible to all passengers.
    4. At least once in every four months DC himself must inspect some buses and strict action need to be taken if found wrong.
    5. Finally Every six months all the bus owners, drivers & other staff members, and Government officials must give the number of accidents, speeding tickets, road safety violations, and action taken by officers. Make it mandatory in Law and see the improvements.

    We need action not only speeches or media statements. Thanks.

    Private buses are anytime better than govt.
    Do following changes:-
    1. Speed limit of 40km/hr
    2. No vibration in the buses.
    3. Give enough time for passenger to boarding and getting down.
    4. Maximum standing passenger should not exceed 10.
    5. Introduce mini buses for less congested routes.
    6. Extra busses should be stepped into service during peak hours.

    Talk talk bla bla ..... implement to the laws on ground, penalties for speeding and points on driving licence , suspend the bus service and licence if its reckless drive until no fear of the law talk will just remain chat. So many law in our country how many are functional.

    Why can't the private operators unite and convert the DK-Udupi Transportation System into a Corporation or two. It is high time we stop allowing any Tom Dick and Harry to ply one or few outdated buses. They don't follow the RTO rules. They don't have speed limits, safety measures are driving discipline. They don't have accident policy for the commuters. Introduce more fleets of KSRTC buses.

    Even private buses and other trucks gives out thick black smoke. RTO doesn't care. They just stop bikes and ask all the details. Finally they come upto pollution certificate regardless the age of the bike.(certificate hardly shows 0.02 something) and during this time many vehicles with black smoke/honking/high speed crosses u. RTO will be busy collecting money from u.nobody cares in what speed buses are moving, they stop almost everywhere, in the middle of the road, all of sudden. If samething is done by other vehicles, they shout at them! RTO is just for the bikes. Change the name of RTO.

    Issuing paper ticket means more trash, why not introduce "Namma Card" such as the ones used in many countries where passengers tap the card on the machines before boarding and again on alighting. This will make Mangalore a smart traveler.
