Modi not to attend SAARC Summit


New Delhi, Sep 27 (PTI): Prime Minister Narendra Modi will not attend the SAARC Summit in Islamabad in November amidst heightened tension between India and Pakistan. Announcing the decision tonight, India said that "one country" has created an environment that is not conducive to the successful holding of the Summit.

"India has conveyed to current SAARC Chair Nepal that increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of Member States by one country have created an environment that is not conducive to the successful holding of the 19th SAARC Summit in Islamabad in November 2016," External Affairs Ministry said in a statement.

"In the prevailing circumstances, the Government of India is unable to participate in the proposed Summit in Islamabad," it said. "We also understand that some other SAARC Member States have also conveyed their reservation about attending the Islamabad Summit in November 2016," it said.

According to sources, Afghanistan, Bangladesh and Bhutan are the other countries which have said no to attending the Summit. In its communication to Nepal, India has said it remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in an atmosphere free of terror.

The announcement came on a day Foreign Secretary S Jaishankar issued a second demarche to Pakistan High Commissioner Abdul Basit over September 18 Uri attack and confronted him with proof of "cross-border origins" of the terror strike in which 18 jawans were killed.

The attack has triggered a strong response from India which has reviewed the 56-year-old Indus Water Treaty (IWT), and decide to reconsider the MFN status granted by it, unilaterally, to Pakistan.

The Foreign Secretary called in Basit today and told him that the preliminary interrogation reveals identity of one of the slain Uri attackers as Hafiz Ahmed, son of Feroz and resident of Dharbang, Muzaffarabad and also gives details of Pakistan-based handlers.

The two countries have been engaged in a verbal duel at the United Nations with India calling Pakistan a "terrorist state" and a global epicentre of terror.

    What a daring step. Best part is that other countries Bhutan , Afghanistan and all have also stepped out themselves. Leaving Pakistan isolated. What a win. It's slap for all those barking mouths who were criticizing Modi always telling nothing he is doing. Now look at the diplomatic step he has taken. and other world class leaders agree with him and they also withdraw themselves. It's the diplomatic approach which Modi has taken long back and doing all the homework required. no wit's action time.

    Keep the process of dailogue continuing otherwise it is difficult to get back to the negotiation table. Such boycot only widens the rift. Bring international pressure to impose sanctions on Pakistan and to stop all aid to them. That will be an achievement in isolating Pakistan from the World body.

    India would not find itself begging the international community to isolate Pakistan if Modi and the BJP government had a sound policy on national security and foreign policy. Pakistan thought they were dealing with an amateur politician after they saw Modi change his attitude towards Pakistan so often. Modi ran as a hawk on Pakistan when he campaigned for the Prime ministership, then became a dove when he became Prime Minister. Pakistan is waiting for the real Modi to stand up.

    John, Don't comment rubbish as you want. Modi tried his best to have good relation with Pak at several attempts, but they have shown their colors again and again. Modi visited Pak uninvited as a goodwill gesture with Pak PM. Don't blame Modi always as your leader is Pappu.
