Demonetisation despotic action, undermines trust: Amartya Sen


New Delhi, Nov 30 (PTI): Nobel Laureate Amartya Sen has called Modi government's demonetisation move "despotic action that has struck at the root of economy based on trust".

"It (demonetisation) undermines notes, it undermines bank accounts, it undermines the entire economy of trust. That is the sense in which it is despotic," Sen told NDTV.

He further said his immediate point of view on demonetisation is on its economic aspect.

"It's (demonetisation) a disaster on economy of trust. In the last 20 years, the country has been growing very fast. But it is all based on acceptance of each other's word. By taking despotic action and saying we had promised but won't fulfil our promise, you hit at the root of this," Sen, also a Bharat Ratna awardee, said.

Noting that capitalism has many successes that have come from having trust in businesses, he said if a government promises in promissory note and breaks such promise, then it is a despotic act.

"I am not a great admirer of capitalism. On the other hand, capitalism has many successes... It's despotic in the sense that if a government promises in promissory note that when given, we will give you this amount of compensation for it and to break such a promise is a despotic action," Sen, who is currently Thomas W Lamont University Professor at Harvard University, said.

The demonetisation issue has also rocked Parliament as both Houses have been witnessing disruptions and adjournments due to noisy protests by Opposition parties for the past several days.

    No promise is broken or honest tax payers. It is only exchange for old notes to new notes not a refusal to honor. The nightmare is only for the tax evaders and black money hoarders. The inconvenience of standing on line for exchange is unfortunate and regrettable.

    When a person breaks his Promise he becomes Dishonest, the same way when a govt., or Bank dishonors its own Promise to pay to the bearer the equivalent amount in gold or silver & refuses his legal right to demand his moneys worth with all the restrictions & limits- it certainly becomes Despotic & Devious means portraying the Grave state of Economy or the Credibility of Banks Financial Health.
    Either our country is at War with our enemies or it is fighting Bankruptcy that it needs to take this Despotic Action as last resort.
    It conveys foreign investors the Economy of this Growing Nation is at Peril & it cannot fulfill the promise it made to its public. Only Despots or Communists Nations can only label all the money or all the people with money as Black Money Holders with the Onus on them to prove otherwise even if it was their lifetime savings on hand.
    The Damage done by the present irresponsible act of demonetization without adequate preparation to replace the now trash that once was legal tender with new notes has shown the government lacks vision & is incapable to handle economy with only rhetoric & short term knee jerk actions which might prove a disaster in the future just like our Past PM Chandrshekar was forced to pledge gold to pay for IMF & World Bank loans as guarantee to get more of the same to pay the installments.
    Amartya Sen certainly hit the Nail on its Head & only those who have brains inside the head will worry about future of our Nation, rather than mocking others or branding those who don't fall in line as anti nationals.

    A Fake Chaiwala (FC) can not provide a good service to the entire nation. For a small outlet he may be so called great.

    "I promise to pay the bearer an amount of X" is a statement which means that the banknote is a legal tender for X amount. The obligation on the part of the Bank is to exchange a banknote for COINS of an equivalent amount ...

    It's unfair to characterize demonetisation as a despotic act. With all respect due to this Nobel laureate, it appears has teamed up with hoarders of black money, including the Congress who ruled the country and its financial institutions for so long and stashed away black money in large denominations. Mr. Sen doesn't mention about the opportunities given by the Modi government to exchange large denomination currency for new currency. Where is the breach of promise? Not in a legal sense. His analogy to promissory notes is ridiculous.
