Udupi, Jan 31: With locals staging a strong protest against the imminent collection of toll charges by Navayug Company along the national highway 66 from Kundapur to Kasargod, the Udupi district administration on Tuesday January 31 intervened in the issue and decided to put the move on hold.

This was announced by former MP Jayaprakash Hegde at Gundmi near Sasthan here, where people gathered to protest the toll charges.

The locals led by Heddari Jagrathi Samiti had stated that collection of toll charges would not be allowed till various issues regarding the highway were resolved.

"The district administration has informed the Navayuga Company and the police not to collect toll charges for now. The Udupi deputy commissioner is currently in Bengaluru. The issue will be discussed with the officials soon after he returns on Wednesday (February 1)," J P Hegde said.

Echoing Hegde's words, Samiti president Pratap Shetty said, "The officials will be urged to fulfil the demands of the people, and people's representatives will also be part of the meeting.

A meeting of local leaders and officials was held near the toll gate, after which it was decided to call off the protest till the meeting with the DC takes place. However, the locals said that if the toll collection were to happen from midnight on Tuesday, they would protest early morning on Wednesday.

Kundapur, Jan 31: With the enforcement of highway toll charges from Kundapur to Kasargod beginning Tuesday January 31 midnight, local organizations and public are gearing up to protest the move.

Heddari Jagrathi Samithi on Tuesday warned that it will in no way allow collection of toll charges unless the problems related to the highway are addressed.

"Navayuga Company has said that it will start collecting toll charges from tonight. This has made the commuters unhappy as the highway work is yet to be completed. The deadline specified for the highway work has long ended. But Navayuga Company, which was also responsible for the highway work, has now decided to introduce toll charges. This is illegal.

"Protests were held in the past also regarding this issue and toll collections were postponed. But now, all at once, Navayuga has done the same thing. We are launching the protests this evening at 5 pm against the move at Gundmi, Hejamady and Talapady," said Pratap Shetty, the president of Udupi district Heddari Jagrathi Samithi.

"Ambalpady, Kota, Murukai and Basrur flyovers have not been made as demanded. No drainage, street lights have been provided anywhere. Unwanted u-turns at Kota, Saligrama, Sasthan, Brahmavar, Santhekatte, Katapady and other places have been created, which have caused accidents. Underpass and overpass facilities have not been provided in many places. Many old bus stands have not been reconstructed. No parking facilities have been provided for rickshaws and goods vehicles. No proper footpaths have been constructed. In such scenario, introduction of toll charges is an offense.

"Hence we demand that no toll charges shall be collected from vehicles bearing KA 20 registration, that is, the vehicles registered in Udupi," he added.

Kundapur taluk lorry owners association has supported the protest and has said that toll charges can only be collected after completion of proper highway work.

In Hejamady, the protest has been planned at 10.30 pm, and sources said that even Kaup MLA Vinay Kumar Sorake may join.

Meanwhile, there were reports that similar protest was planned in Talapady too. However, sources said that the Talapady Toll Gate Santrastara Horata Samiti has decided to wait, as the toll gate manager has said that he was yet to receive the order. It may mentioned here that both the Congress and the BJP had earlier protested against toll charges. The Samiti had earlier pointed out that the inner roads in the area had been left in a pathetic condition, with just patchwork with mud. In a list of demands, it had asked for proper roads, solution to drainage issues, and also pointed out that Navayug Company had failed in its promise to provide jobs for the locals. If the toll collection starts without the fulfillment of these demands, the Samithi may go ahead with the protest, sources said.

In Padubidri, protest is on the cards, but sources said that like the locals in Talapady, people here too would wait and watch. "No protest has been planned as yet, but toll collection will not be allowed," a source said. It is also learnt that those who had protested in Padubidri the last time have been given labour contracts and will not be protesting now.

    Kundapura Basrur-Muraki junction underpass work which has started now at has only 7.5m of carriage way and 5m height.

    1. This is being a junction of two highways, the width of the underpass is not sufficient for all large multi axle busses and trucks to turn. And even height not kept 5.5m as standards of highway. If this is not address to, it will break a major link between national highway 66 and SH 54.
    2. Being in city limits and connection to railway-station and fire-station, ease of movement and bifurcation of traffic is not taken care. Fire tender too require 5.5m height as per their norms.
    3. Any Road infrastructure project is aimed at life of minimum 50 years with provision to expand, but here there is no scope to widen though the connecting state highway if made 4 lanes (city portion), the underpass will still be a major bottleneck.
    4. Being a busy road with lots of local traffic and heavy vehicles mean time, without bifurcation there will be bound to major accidents regularly.
    5. The long chassis KSRTC buses and KEB trucks (with polls) need to take a turn onto service road, then take a U-turn at underpass which is extremely difficult at a busy junction.
    6. There will be no space for bus stop/ people to wait, parking/ auto stand in future in Murkai Junction.

    Charging toll for what reason?
    Toll is charged for saving time by way of smooth driving.

    If you allow cycles, two wheelers, even bullock carts and pedestrians to use the highway, then why are penalizing the 4 wheelers. Toll can be charged only if the high is fenced and these speed braking disturbances are avoided by proving them a service road.

    On the contrary, no one is able to stop slow speed vehicles from using the fast track. In all developed countries, there is strict rule that heavy vehicles cannot use the fast track. Even other 4 wheelers use the fast track only for overtaking and after that they go back to middle track. All these things will only be dreams in India because everyone is selfish and the police are not even aware of such regulations.

    The distance between the Hejamadi and Gundmi Toll Plaza is less than 60 kms. Whenever an existing toll collection is in Surathkal, another at Hejamadi within few kms is nothing but a day robbery of commuters. Even if we try to take a fair account of work right from Kundapura, there are several unfinished chunks, some of the service roads are just like the bus bay, local buses are happily enjoy the part of high way to pick up the passengers (for example Katapadi). The facility to cross highway to needfully reach the nearest town erstwhile enjoyed has been cleverly dragged away (for example Udyavara). A major road popularly called as ring road of Udupi was totally divided at Korancrapady and Ambagilu-Santhekatte. People have to cross the four roads at Katapady and thereafter up to Pangala you cannot find any crossing. The whole area from Mangaluru to Udupi is thick populated; therefore there should be service roads everywhere. Once paid the toll, there should be a fair express highway for at least 60kms, but after payment of toll at Gundmi, within 20kms your journey will be interrupted at Udupi and again at Padubidri. The locals near the toll gate have no alternative arrangement for their regular travels. I don't think these toll collections are without the Knowledge of local MPs, MLAs and other representatives... knowingly or unknowingly these representatives of peoples also responsible for this hardship...

    I fully agree and support the protesters. There are no street lights installed anywhere which is one of the main cause for accidents and casualties. Due to this, heavy vehicles are driving with high beam lights ON which distracts the visibility (makes almost blindfolded) for the vehicles coming from opposite direction specially the small vehicles. And the diversions are so dangerous everywhere, specially at Brahmavar Bus stand and Brahmavar Akashvani. This can only be avoided by constructing the Underpass and Overpass (flyover) at these places which is very very important and critical. Almost everyday we get to see or hear one or more accidents at these spots. Also, till now I didn't understand why the slow moving heavy trucks are using fast lanes and causing traffic chaos which is also another reason for accidents. Because of this Cars, motorcycles or express buses are forced to overtake these slow moving trucks from wrong sides. It is so irritating and our Traffic department does not have any interest in penalizing these drivers or strictly instructing them not to use fast lanes. Proper service roads are a must, so that motorcyclists can use these roads. Unless all these issues are not addressed and solved, the highway construction company (Navayuga) can not collect toll. We request the authorities concerned to look into this matter and help in solving all these issues so that motorists can drive safely on these highways. Jai ho Heddari Jagrathi Samithi
