New Delhi, Jul 6: The National Investigation Agency (NIA) on Monday submitted a supplementary chargesheet before a special court in Jammu, naming Pakistan-based terrorist and Lashkar-e-Taiba (LeT) founder Hafiz Saeed for his alleged involvement in the 2025 Pahalgam terror attack, according to an official statement.
The latest chargesheet identifies Hafiz Saeed both as an individual accused and in his capacity as the head of the banned LeT and its proxy organisation, The Resistance Front (TRF). The agency has charged him under multiple provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967. The charges also include allegations of waging war against India and participating in a cross-border criminal conspiracy.

The supplementary filing expands on the NIA's original 1,597-page chargesheet and presents additional findings related to Pakistan's alleged involvement, Hafiz Saeed's role in the conspiracy, and evidence collected through forensic analysis, technical inputs and field investigations.
In the initial chargesheet submitted on December 15, 2025, the NIA had named Pakistani terror operative Sajid Jatt, three terrorists who were later killed during Operation Mahadev in July 2025, and two individuals arrested in connection with the case. The agency had also chargesheeted Lashkar-e-Taiba and its proxy outfit TRF as organisations for their alleged role in orchestrating and facilitating the attack.
The terror strike took place on April 22, 2025, in Pahalgam, Jammu and Kashmir, where Pakistan-backed terrorists allegedly carried out religion-based targeted killings. The attack claimed the lives of 25 tourists and one local resident, making it one of the deadliest civilian attacks in the region in recent years.
The case was originally registered as FIR No. 25/2025 at the Pahalgam Police Station in Anantnag district. After an initial investigation by the Jammu and Kashmir Police, the Ministry of Home Affairs handed over the probe to the NIA.
The agency stated that the investigation in case RC-02/2025/NIA/JMU remains ongoing as it continues to examine the broader conspiracy and Pakistan's alleged involvement in supporting terrorist activities in India.
