EC to buy 'next-gen' EVMs which become inoperable when tampered with


New Delhi, Apr 2 (PTI): The Election Commission is set to buy next generation EVMs that become "inoperable" the moment attempts are made to tinker with it, a move which comes amid claims by some parties that the machines were tampered with during the recent assembly polls.

The 'M3'-type electronic voting machines (EVMs) are also equipped with a self-diagnostic system for authentication of genuineness of the machines.

These will come with a public key interface-based mutual authentication system.

Only a "genuine" EVM -- manufactured either by atomic energy PSU ECIL or defence PSU BEL -- "communicates" with other EVMs in the field.

Any EVM manufactured by other companies would not be able to communicate with other machines, thus exposing it.

Around Rs 1,940 crore (excluding freight and taxes) will be required to procure the new machines which are likely to be introduced by 2018, a year before when the next Lok Sabha elections are due, the Law Ministry has said, quoting details made available by the Election Commission to be given to Parliament.

The Election Commission has decided to replace 9,30,430 EVMs purchased before 2006 as the older machines are nearing their 15-year life cycle, he said.

On December 7 last, the Union Cabinet had approved a fresh tranche of Rs 1,009 crore for the Election Commission to buy new EVMs so that it can phase out the ageing ones before the 2019 Lok Sabha elections.

The Cabinet had also authorised the Election Commission to vary the quantity to be ordered on BEL and ECIL based on their production capacity and past performance.

On July 20 last, a similar Election Commission proposal to buy nearly 14 lakh new EVMs -- the first tranche -- at a cost of Rs 9,200 crore during 2016-17 was approved by the Union Cabinet.

In a written reply in the Rajya Sabha on Friday, the Law Ministry had said that EC has not purchased a single new machine in the last three fiscals.

Minister of State for Law P P Chaudhary had said that the poll panel has informed the government that it had not procured any electronic voting machine during 2014-15, 2015-16 and 2016-17.

    To conduct the polling for parliamentary election and those for the provincial assemblies the election commission of India procures the EVMs from two public sector undertakings namely Bharat Electronics Ltd, Bangalore and Electronics Corporation of India Ltd, Hyderabad. Both of these public sector undertakings are controlled by the central government and not by the ECI nor through a multi-party control mechanism.
    Against this backdrop and in the context of the upcoming elections for the three Municipal Corporations Delhi due in April 2017 the ZFI has raised the following RTI queries with the Delhi state election commissioner:
    The name & address of the suppliers from whom the Delhi State Election Commission has bought the EVMs which will be used for conducting the MCD Election 2017.
    The number of such machines.
    The date on which such machines were bought and brought to Delhi.
    The mode of transportation of such machines.
    The location of safe custody of these machines.
    The arrangements for safe custody of such machines.
    How many security personnel are deployed every 24 hours to guard these machines.
    After arrival in the custody of Delhi State Election Commission on which dates these machines were subjected to technical checking and verification of their authenticity and by whom.
    If yes, then please provide copies of these reports.
    What is the professional expertise of the persons who did such checking.
    From where did they receive the required training and when. And
    On which date the upcoming MCD election candidates and their technically equipped representatives will be offered to inspect these machines.
    Section 61A of the Indian Representation of People Act states "the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted..". The manner so prescribed needs to be examined by technical representatives of the political parties with a view to strengthen the system and make it foolproof as well as fully transparent.

    ECI has become Entertainment Commission of India. One week before they told EVM's are tamper proof and most adorable and now they want to replace with other EVM's.
    Why we can not conduct election same as developed countries? EC should use Ballot papers and clear doubt? Or else we can call it "RIP DEMOCRACY".

    Enable these EVM's with aadhar enabled fingerprint or iris scanner. Everywhere they are linking Aadhar. What is the problem in linking biometrics to voting ?

    Maximum bogus votes may be happening these days with multiple voter id cards as these do not contain bio metric data. This is the need of the hour to veed out feku voters.

    EMI, there is nothing to doubt. Without EC's partnership FEKU party can't tamper the Machines. Just imagine, if a party can buy each MLA for Rs. 25 crs. just to remain in power in one small state, can't they buy EC may be four fold more to remain in power in whole country?????
