Centre's cattle ban rule to be suspended across country, orders SC


New Delhi, Jul 11 (PTI): The Supreme Court on Tuesday said the interim direction of the Madras High Court staying the Centre's notification banning sale and purchase of cattle from animal markets for slaughter will remain in force and would cover the entire country.

A bench comprising Chief Justice J S Khehar and Justice D Y Chandrachud took note of the statement of the Central government that it was reconsidering the notification by taking into account various objections and suggestions of stakeholders and would come up with an amended notification.

"Needless to say that the interim direction issued by the Madurai Bench of the Madras High Court shall continue and extend to the entire country," the bench said.

The bench then disposed of the plea filed by the All India Jamiatul Quresh Action Committee challenging the constitutional validity of the May 23 notification.

Additional Solicitor General P S Narasimha, appearing for the Centre said, the recent notification, in any case, will not be effective unless the state governments earmark local markets as stipulated under it where cattle sale takes place.

"Moreover, the Ministry of Environment and Forests and others authorities concerned are looking into various suggestions and objections to the notification and a fresh amended one will be re-notified," the ASG said, adding the
Central government as of now is not seeking a stay on the Madras HC order and apprising the court about the present status.

The apex court considered the submissions of the Centre and asked it to give "sufficient time" so as to enable aggrieved persons to approach the court again with their grievance if any.

The Centre had on May 23 issued the notification banning sale and purchase of cattle from animal markets for slaughter, a move that is expected to hit export and trade of meat and leather.

The Environment Ministry had notified the stringent 'Prevention of Cruelty to Animals (Regulation of Livestock Markets) Rules, 2017' under the Prevention of Cruelty to Animals Act.

    When I read Beef roast, my mouth started watering. I remember to have eaten such delicacy which my late mother used to prepare. Now days I eat from Kerala restaurants but unlike the Mangalurian style. (stuffed with ingredients, cooked and the slices fried in shallow coconut oil yummy)

    Do not worry, at least appreciate that Cow protection & safety of Cows, is given priority over human welfare.
    Some one from Mumbai my collegue was telling that Mumbai streets are filled with stray cows and they sorround tha garbage bins for survival. What a pity? Even plastic bags are not spared!

Just eye wash, condolence, or pay some money to victims family...... Just if anyone is killed because of beef etc..... Just hang the culprit in the presence of other people than no one will dare to put hand on any other humans. I have seen the old India ..... about 60 years ..... No one was bothered who eating what,, which god they praying..... Everyone stayed with peace.... No fighting, About 60 years back I was in India and not a single murder in my neighborhood.

    Some days back Indian tv channels showed the horrible state of Gau Shalas, where 25 cows died one day. I read in newspaper that PhDs in India applied for Mortuary worker jobs. OMG. I think there also will be some jobs for our PhDs in Gau Shalas were cows die without care. Horrible employment situation. Where is the 2 cr jobs per year promise ?

So government should make programe for cow registraion office ...     My humble request to D.C’s., /Collector’s of the Twin Districts to issue cattle slaughter permits to each and every Taluks so as to reduce sky rocketing prices of meat in the twin districts.

    SEE THE RESULTS. IMMEDIATELY THE PRICES WILL BE REACHABLE TO THE MASSES FROM UNREACHABLE.

    Kindly open Interstate cattle transportation of cattle and permitted to transport where ever necessity.

    THE PRESENT SITUATION IS MAN MADE DISASTERS FROM THE CENTRAL FOR ITS SELFISH DESIRES.

    I urge honourable Chief Minister Siddharamaiah to increase cattle population of Karnataka State.

    Thank god farmers are saved by this decision. The farming, agriculture ruined in our state due to labor issues. The farmers are in grave problems in our undivided districts. Lands are become baron. We can not get labors to grow paddy little area plantation or coconut plantation existing facing again labor and water problems. If we start a dairy or poultry we can survive. This is the reality of our district. None of the properties are getting sold because of conversion rules 9/11 etc.. Entire market of real estate in stand still since BJP came to power. Demonetization fueled the burning fire. I could not see any progress in the country for the last three years. State government is feeding the labor class people with Anna bhagya, udyoga Kathri yojana and other schemes. who will work in our field ? Labor for agriculture reached above 600 rupees per day. How farmers can survive? Rice per Kg is 40 Rupees. In reality governments both Central and state are busy in making their own policy for woo voters/vote bank policy. Citizens of this country facing dire consequences socially, economically, communally. All political parties playing cards on sentiments of public along with the support of religious leaders. God save our beautiful country.

    Those who have terrorised the gneral public or minorities should remember that we still have constitutional authority and all the power to guide and protect the citiens.     ..why you are jumping..SC didnt given any fresh order, its said HC order will remain until center come up with modification..center didnt object HC order, it is addressing grievousness..its just a opposition/some media controversy , nothing else..infact new law would have helped farmers since it gets rid of middlemen...new notification said 'Cattle sold in animal markets could only be used for agricultural purposes and the cattle for slaughter would have to be bought from farmers directly'..so where is the ban!!.the notification, will not be effective unless the state governments earmark local cattle markets..so it comes to state jurisdiction!!..same like liquor denotification..if tehy dofor Liquor, then why cant state do it for cattle!!..just want controversy..

    Whatever the case, for jeevan, it is Cow first and India's or country's Economy next.

    This U-Turn deserves big applaud.
    Let the Centre instead of using such funds for building unlimited Gau shalas and looking after the abandoned old/un-productive herd on the poor & needy people. Also, abolish the squad called Cow vigilante. Better to streamline or regularize the activities, than snatching human rights from their eating habits. All will be happy with right reasoning powers.

    Welcome decision by SC. Bjp was agitating on this issue only to support beef exporters who belong to sangh parivar. SC need to order all the states to take strict action on terrorists in the name of go rakshaks. Police should arrest such criminals according to goonda act.

    SC must also advise all cow-worshipers to have their own cow, not depend on farmers for their deity. Enabling worshipers to understand the troubles of rearing one, just as understanding how difficult it is to have your own child and rearing him/her but how easy it is to advise others !

    Good news for farmers. There was a watsapp message circulating that around 70+ percentage of Indians consume meat and only around 20+ percentage from that are minorities. So why only the minorities are blamed?
