Mangaluru, Aug 3: Deputy commissioner (DC) of Dakshina Kannada district Dr K G Jagadeesha boycotted the meeting and walked out during SC/ST grievances meeting held at his office on Wednesday August 2. He was incensed over the allegation made by the leaders of Dalit organizations that the DC has been neglecting the Dalits by not implementing the scheme to distribute DC Manna land to eligible people from scheduled castes and tribes. The leaders had also vehemently protested against the alleged lack of concern on the part of the DC for the Dalits.

The SC/ST grievances meeting was presided over by the DC. When the leaders resumed their demand for distributing DC Manna land to Dalits, the deputy commissioner clarified that there is no clearcut guidance on the issue of DC Manna land from the government. He said that clear guidelines have been sought on this issue from the government.

The Dalit leaders, who were aggrieved by this statement, raised their voices and accused the DC of neglecting Dalits. Chandu, leader of Dalit Sangharsh Samiti, Beltangady, said that there is record of DC Manna land having been earmarked even when British were ruling India. He said that although the leaders have been fighting for land under this scheme since the last three decades, the district authorities have been showing negligence in giving land under this scheme to the Dalits.

The leaders did not concur with the DC's claim of writing to the government and insisted that the DC has to solve the problem himself instead of just writing to the government. The DC, who was incensed by this demand, said that he would remain in the meeting only if the members help in conducting it in an orderly, disciplined manner and threatened to walk out if peace does not settle. As the leaders continued to pour out their anguish, he cut short the meeting midway and walked out of the meeting.

Leaders of Dalit organizations thereafter held a press conference at Press Club Bantwal where they asked DC, Dr Jagadeesha, either to volunteer for transfer out of the district for not listening to grievances of Dalits. If he fails do so, they demanded the government to shift him out of the district. President of Dakshina Kannada district Ambedkar Forum for Social Justice Bhanuchandra Krishnapur and president of Navachetana Seva Trust Bantwal, Raja Pallamajalu, who spoke at the meeting, said they are pained at the behaviour of the DC, who holds a responsible position and who is expected to listen to grievances of Dalits sympathetically and find solution to their problems. They also accused district superintendent of police Sudheer Kumar Reddy of highhanded behaviour with Dalit leaders and forcing them not to air their opinions. They accused these two officers of being directly responsible for the turn of events.

They accused the DC of signalling the leaders to sit whenever they brought up issues concerning Dalits at various meetings by rising to their feet, and said that they will bring the behaviour of the DC to the notice of chief minister and district in-charge minister.

Leaders of diferent organizations, Janardana Bolantoor, Jaya Sampoli, Raghavendra Surulimoole, Satish Arala, and member of BJP SC Morcha's district committee, Shekhar Kadthalabettu, were present.

    Deputy Commissioner of DK District is an upright officer and never fears to do what is right. Officers alike him are the pillars of executive set up and custodians of people trust. Those crying foul in the name of dalits are actually hijacking and threatening the whole system in the name their privileges fallen due by birth. Now the whole social balance is tilted in their favor and it is high time we reconsider VIP treatment to them....!They are targeting everybody who stands against their evil designs and ideas.....

    SC/ST PEOPLE IN D.K ARE ENTIRELY DIFFERENT FROM OTHER PARTS OF INDIA. THEY ARE FINANCIALLY WELL SETTLED WITH GOVT JOBS AND FREEBIES.
    BY MISUSING DALIT QUOTA THEY ARE HARASSING NEIGHBORS -EVEN ELECTED REPRESENTATIVES OR POLICE ARE TAKING THEIR SIDE. POOR NEIGHBOR HAS TO SUFFER.

    I ask these Dalits, "What have you done for your progress all these years?". They lack in initiative due to availability of "everything free". Reservation, for all these years, favoured them against other castes, but, how far they are able to receive the free benefit at the cost of the poor man's tax paid money? They purposely want to remain in that condition and not willing to come to the main stream by showing cleanliness and being hygienic. Has any NGO or any government agency demonstrated to them about being clean and tidy? They need to be pleasant looking in the eyes of God and fellow being. After all, cleanliness is godliness. They want to remain in the same place, same condition, same food habits and same type of protest, so that the reservation system towards them would continue till the end of the world & there is every possibility that they want to seek reservation in another planet where people are planning to go & settle within few decades. Dalits should know that other castes people curse them silently. I know my grandfather and I know my father, they did not harass any Dalits but why I need to pay for their reservation benefit? Look at schools, colleges, universities & other educational institutions. There are many Dalit teachers, lecturers, assistant professors, associate professors and professors, what is their knowledge, how do they present issue before students? How is their appearance? Kindly be pleasant in the eyes of God and fellow human beings. Your food habits, your drinking habits, your staying place, your work, do not matter to me, but not being clean & neat bothers to me and others. Please learn how to become clean and neat and looking pleasant with simple techniques. Reservation system in India can be stopped only by Dalits, and OBCs by not accepting the reservation benefits. Work hard, do research and show your caliber but do not hide behind the garb of reservation. do not take curse from people. Fear God & say NO to Reservation.

    Stop treating Dalits like they are privileged. Govt gives them free gas, free rice, all free bees & now free land - this only makes them more greedy for free things. Let them start working for what they should get, give it at a reasonable rate, stop giving things free. Only then they will start working n learn the value of things in life.
    DC was right in saying that he has written to Govt about this matter and he can not decide on this. Why can't people understand his stand as well. He is surely not a deciding authority. He has to depend on Govt decision or Govt Order in this regard. So why blame the DC & ask for his transfer. Do these people suggest a Promotion to DC whenever he has done remarkably good job? Has anyone said a good word about DC when he has done his best in Dist Administration? So why try and find fault always & blame the officials.

    I certainly agree with you but as per our history and tradition we see Rich became more richest and poor became more than poor.
    Land owners used daliths and poor to cultivate their land along with with daliths sons and family members meagerly for as little as wages like 2 to 2 and half KG rice per day without allowing their children to go to school.
    They just blindly brain washed daliths head of family member saying "if your son goes to school today ,tomorrow will flog the land which which you are cultivating now" and education denied from the beginning on those Dhani-Voccele rule.
    Now government is trying to rehabilitate them providing small piece of land where as political powered people are garbing the land in acres in name of Ex-Military quota even they have not seen any military in their life where real military man denied land ownership and even even widows of military servicemen who died in battlefield denied the same but no one questions this.
    Really we need to feel pity for this situation in our country.
    One time political person is accumulating his big farmhouse with all facilities without his hard-earned money where we are leading.

    Whose fault. Do you know very recently there are several protest on Beef by some of these organization along with some other beef lovers. It's non issue. Beef is not banned. But real issue is land house basic aminities. Why there is no protest. Congress all over the nation pitting Dalits against beef and so called atrocities. They are acting champions of Dalit cause. Then why can't these organization start a strong protest against congress on real issues.

    They will remain poor as long as they get freebees. Even after 7 decades of dishing free things and reservation, there is no considerable improvement! With pass marks engineer and doctors, jobs with reservation has diluted quality of government run machinery. Look at some of the government projects and roads....pass class engineer and clerks can not produce more. Look at the spelling mistakes and wrong entries in most govt documents like PAN card, Adhar, and other documents....candidate name wrong or fathers / mothers or DOB and so on! That's the gift of reservation to modern India. I feel every department needs a Brahmana for efficiency. Brahmana's are going abroad or opting other career...! Brahmana also should get reservation if they are economically poor.
    Daliths should not demand anything and everything because they belong to SC/ST. Their privileges' should be restricted to one or two beneficiary from one family.

    Dalit’s..who is dalits in India now ? So called Dalit leader Ms. Mayawathi living in a palatial bunglow worth 200 Crores ! Dalits are getting everything free from everywhere, becoming day by day richer and richer…Richer are always rich Croerpathi to Arabpathis... but some goes down to popper like Malya..No one talk about the middle income groups… na Ghar ka na Ghat ka… all are talking about ’India in 2020’, ‘India in 2040’ etc….nothing will change unless so called Reservation systems abolished for ever in India.

    The DC cannot walk out of a grievances meeting ..his job is to convince and not walk away . Please understand the role of the highest authority of the district . if he cannot do that he is not fit for his job .

    Probably these organisation did not understand what DC was trying to convey or they are fed up putting up their demands for a long time. DC cannot take his own decision. He has to work within the frame work of rules given by Government.

    Moreover these freebies has to stop. Free land, free house etc. Instead provide education , provide employment, provide financial assistance, promote self entrepreneurship and let them stand on their own. Why they have to keep on asking for free?

    Due to reservation some people become lazy and they wants every things to be given to them free of cost.
    If it was in olden days i agree . Now in Mangalore you find very difficulty to get laborers.
    Government should abolish all reservation .

    Dear Flavian,

    I will have to disagree with your above comments. First of all our people should stop begging free Land, and various bhagyas free of costs from the Govt. People should also have civilized behavior during such meetings with the district head. Why should these people get free land and free facilities in the first instance? We all should be equal in the eyes of Law and there should be NO reservations for any Indian Citizen. All these problems that we are facing today is because of these reservations, and segregation of human race by means of backward class, upper class and minority class etc. Screaming and shouting at these meetings will only show that these representatives are uncultured and does not warrant any decency to be in public meetings with Govt officials. DC did the correct thing of walking out of such unruly meeting as he has to keep his dignity since he is an educated officer. The Govt is responsible for not making these schemes clear to the administration, so that discharging these schemes to the beneficiaries becomes difficult for the administration.

    ..what are you talking!..read DW report once again..DC is tried hard to pacify them & inform them that there is no govt instruction & he will write to govt.. but if they didnt listen what he has to do!..how can DC take decision without Govt consent or power!!..He is not politician, he has to follow rule,law & govt direction...why a guy with self respect ready to get abused!!.why only protest for BEEF, why cant they protest for these real issues..is it present Govt Dalit love only for politics..
