New Delhi, Sep 4: Any flier below 15 years of age or a disabled person should not be allotted the exit row seats, state the latest Civil Aviation Regulation (CAR) issued by the Directorate General of Civil Aviation (DGCA).
In many accidents, survivability lies in the "fastest possible evacuation of the aircraft". Hence, it is essential that the one who sits near the emergency exit door can act fast. It is "crucial that people evacuate quickly" before heat, flames, toxic fumes or an explosion kill or injure them.
At present, many do not know if they are allotted seats on the emergency row and cabin crew also have difficulties in explaining the procedures. Hence, willingness of passenger should be obtained before allotting exit seat to him or her at the time of check-in itself, state the guidelines.
The airlines should also ask the flier whether they can operate the emergency seat or has some condition that will prevent him or her from performing the applicable functions.
"Seconds can mean the difference between life and death in the aftermath of a crash in as much as evacuation might be terminated abruptly by an explosion at any point," the DGCA said.
