Panaji, Sep 14 (IANS): The bureaucracy has to change its mindset in order to achieve Prime Minister Narendra Modi's call for speedy delivery of services, an official said on Thursday.
C. Viswanath, Secretary of the Central government's Department of Administrative Reforms and Public Grievances, was in Goa to participate in a two-day regional conference.
The conference on 'Good Governance and Replication of Best Practices' got underway on Thursday at a hotel near Panaji.
"Ultimate object of good governance is to get people benefited. Since 2007 Civil Services Day is being celebrated but since last two years the pattern of celebration of Civil Services Day has totally changed," he said.
"Civil Services Day is a great opportunity for bureaucrats to perform and to get recognised."
The bureaucrat also said that in order to enhance the performance of bureaucracy, the Centre for Good Governance at Hyderabad had been roped in as a knowledge-partner which will come up with a good governance index to measure the quality of the bureaucracy and their delivery.
"So, good governance index is going to become a reality very soon. By implementing the good governance index, there will be a healthy competition between states for reforms," he said.
The conference is an effort to create a common platform to share experiences in the formulation and implementation of citizen-centric governance, improved public service delivery through e-governance and transparent, accountable and citizen friendly effective administration.
Delegates from 25 states and union territories are participating in the conference which was attended by top bureaucrats from the state.
