'Prez nod for Karnataka land reform amendment bill in day or two'


New Delhi, Oct 10 (PTI): The President is likely to approve in a "day or two" the Karnataka land reform bill which provides for giving farm labourers rights over houses build on the land not belonging to them prior January 1, 1979, the state's Assembly Speaker K B Koliwad said today. 

The Karnataka Land Reforms (Amendment) Bill, 2016 was passed unanimously in both the Houses of the state legislature. It was then referred to the President for his assent. "In a meeting with President Ram Nath Kovind, we also discussed about our land reform amendment bill 2016.

The President has assured that it will be signed in a day or two," Koliwad told reporters. As per the bill, the government has proposed to give a certificate of ownership to those agricultural labourers who are 'ordinarily' residing in houses build on a land not belonging to him prior to January 1, 1979. 

The eligible labourers will have to register as owners of the house within a year from the date of commencement of the proposed bill. 

They will be compensated in cash and the state will not incur extra expenditure for this. Koliwad had met the President yesterday to invite him for addressing a special joint session of state legislature to mark 60 years of the majestic legislature building Vidhana Soudha. The state has planned two-day event from October 25.

    this is something stupidity and without much of deeper knowledge. There is be broader discussion with all consideration . Govt will just look on for vote banks and sure its not with concern of betterment.
    Indira gandhi 1975 law was a disaster not only for land lords but for the land itself...90% of agricultural land lost with it. They should have given right for laborers owership in what they yeild from land and work as long they want but should have denied right to sell.... may be only 5% land would have still left with those and rest all have sold by now.
    giving selling right was big disaster and yet politicians look for it

    Ridiculous law, When govt itself cannot provide shelter to all, It is forcing private owners to provide land. In 1975 land reform act of Karnataka many land owners who lost land to tenants did not receive compensation and died in penury. The tenants who become owners as per 1975 land reform act mostly sold these agriculture lands after converting them to residential and commercial plots. The tenants enjoyed real estate boom of 1990's and 2000's. The situation of tenant is back to same where he has no land now. Free meals are not valued .

    We don't know who are the beneficiary?
    Any labours left now?
    What will you do with just house ownership?
    You need connecting road and electricity power as well...
    And do you think owner of the land allow them to get those facilities?
    Our government are simply out of mind... And only vote bank politics

    I hope the compensation the Bill talks about is to the current owners of the pre-1979 house built on the land concerned, not to the occupying farmers.

    ..earlier Land reform acts brought thousands land owners to street..some not even spared ten cent of land to land owner..this was the worst act passed by the state Govt where land owner virtually lost all the right(irrespective caste,faith)..now who ever got Agriculture land through this act selling the land for lakhs of rupees..this act either should have clause of 50%-50% partition or no sale clause, if he sells then original owner should be compensated accordingly..but it had nothing..same like SC ST land act..buyer will loose land even after 40 years!!..Congress socialism ruined everything..lets hope now land owner who owns house will not sent road..

    As per reliable information, the farm laborer has only rights over house build on the land and not on the entire area cultivated by him. For example, if a farmer has built a house in 3-4 cents out of 50 cents in which he has cultivated, then as per Karnataka land reform bill he will get ownership only to 3-4 cents.
