Disclose bills of Air India charter plane for Modi's foreign trips: CIC to MEA


New Delhi, Feb 27 (PTI): The Central Information Commission has directed the Ministry of External Affairs to disclose records related to the expenses incurred on chartering Air India aircraft for abroad visits of the prime minister from 2013 to 2017.

Chief Information Commissioner R K Mathur rejected the contention of the ministry that details of the amount, reference numbers, dates of bills raised by Indian Air Force and Air India for the foreign visits undertaken by the Prime Minister are scattered across various records and files and collation of information in the manner sought by the appellant would involve searching of voluminous records by a significant number of officials.

The case pertains to Commodore Lokesh Batra (Retd) who had sought to know details of bills, invoices and other records related to abroad visits of Prime Minister between Financial Years 2013-14 and 2016-17.

During the hearing, Batra said he was provided incomplete information by the ministry after which he approached the Commission which is the top appellate authority in matters pertaining to the Right to Information Act.

He said he wanted the general public to be informed at what stage or with which public authority these bills and invoices are pending for payment.

"Air India is a cash-strapped airline that does not make money. Therefore, delay in settling these bills would also include sizable interest figure(s), which needs to be paid at the expense of taxpayers' money," Batra said.

Batra said these records cannot be brushed aside in the garb of national security -- a clause which can be cited by a public authority to deny requested information -- because these are in the nature of the liabilities of the consumer(s) to pay back for the services rendered by Air India.

After hearing both sides, Mathur said payment of outstanding dues would ultimately require collating of these bills and invoices and rejected the argument of the MEA that collation would disproportionately divert its resources.

He said even if payment was made against these bills, it would have been done after compiling of bills/invoices.

"Further, whatever payment is to be made, it needs to be done after collecting the bills/invoices. In view of this, the Commission is of the opinion that the respondent (MEA) should provide to the appellant (Batra) travel bills relating to Air India from FYs. 2013-14 to 2016-17," he said.

    1) Air India Flight charges.
    2) His stay in 5 star hotels in whichever country he has visited.
    3) Rich peoples delegation he carries with him always.
    4) Paid media persons who go along with him and covers only those news which are required to PM and not show the real picture and protests against him.
    5) Paid followers who go along with him to all countries to chant Modi... Modi.... Modi....
    6) Paid advertisements in foreign countries of his visit.

    Its our tax paid money so we need to know the expenses and the bills. Please release this PMO.

Travel , govt expense is nothing new..will be incurred by every govt and what will CIC will do with it.... only news for channels to gather some jobless and discuss..

    Can someone tell me who is spending for Modi's BJP election rallies after he became PM...The chopper, helicopter, flight etc etc is being spent by PMO or the expense is from BJP?

    Modi being the PM of the nation spends so much time in election rallies canvassing for BJP and if the expense is from tax payer's money then its a grave issue.
    If its from BJP, then it should be investigated because no party would be able to spend so much for air trips....
    Or Modi is misusing his PM post ?

    Central Investigation Commissioner, Mr.R.K. Mathur, its great initiative, Let the department and ministers concern, give all the details to you. All are equal. Government runs on the hardened money of the people of this country. Majority of the people here, cannot imagine travelling in a plane. Yet taxes are demanded from them without proper finding the costs of their living. Its a high time the complete expenditure incurred brought to the notice of the people of this country.

    Day by day, having a normal life is becoming difficult. In other words, the situation is worsening. See the road we walk through. We cannot walk on the footpath which have been taken over by the vendors. Its the time to make proper investigation.
