Cong leader Mallikarjun Kharge writes to Modi, will not attend Lokpal meet


New Delhi, Mar 1 (Deccan Chronicle): The Congress has declined Prime Minister Narendra Modi's invite to the meeting of a group to select the Lokpal selection committee on Thursday, with its leader Mallikarjun Kharge objecting to being called as a "special invitee", in a letter to Prime Minister Narendra Modi.

"At the outset, let me state on behalf of myself, my party and the entire opposition that 'Special Invitee Invitation" is a concerted effort to exclude the independent voice of the opposition altogether from the selection process of the most important anti-corruption watchdog," writes Kharge, the leader of the Congress in the Lok Sabha.

Accusing the government of calling today's meeting only to satisfy the order of the Supreme Court on the appointment of a Lokpal, Kharge says, "the conduct of your government only seeks to diminish the spirit and objective of appointment of Lokpal in as much as you seek to deny participation, voice and opinion of the opposition."

Apart from the Prime Minister, Thursday’s high-powered meeting will be attended by Chief Justice of India Dipak Misra, Lok Sabha speaker Sumitra Mahajan and an eminent jurist.

In his letter to the Prime Minister, Kharge, who was asked to be a “special invitee,” said the invitation negated the letter and spirit of the Lokpal and Lokayuktas act, 2013.

“It is a matter of surprise that your government is choosing to adopt this route as a mere paper formality rather than seek any meaningful and constructive participation,” he wrote.

The intent and objective of the act reflected that the Leader of Opposition couldn’t be substituted as a special invitee, he said.

Kharge said the Modi government had made changes in various statutes such as the Delhi special police establishment (amendment) bill, 2014 to substitute the “leader of opposition” with the “leader of the single largest party” in the selection committee.

Two weeks ago, the Supreme Court had asked the Centre to submit details on steps it has taken towards appointing a Lokpal, which has been delayed for five years.

In April 2017, SC told the government that the anti-corruption body should be set up without delay and the lack of a Leader of Opposition should not hold up the process. The ruling meant that the government can select a Lokpal without taking the Congress, the main opposition group, on board.

After a nationwide campaign led by Anna Hazare, the law to set up a Lokpal was passed in parliament in 2013 and was enacted in 2014.

The government had told the court that the Lokpal could not be appointed as there was no Leader of Opposition in the selection panel and a change in law that would allow the Congress - as largest opposition group - to be a member has yet to be approved in parliament.

In 2014, the BJP came to power defeating the Congress, which was reduced to just 44 seats in the Lok Sabha - not enough to qualify for Leader of Opposition.

Amid criticism and prodding from the Supreme Court, the government later made a concession and decided to include the largest opposition party in selection panels not just for the Lokpal but also for CBI chief.

    Hearing a public interest litigation (PIL) filed in 2014 by NGO Common Cause, led by senior advocate Prashant Bhushan, the court had earlier this month taken into account the submission of attorney general K.K. Venugopal that a meeting between Prime Minister Narendra Modi, Chief Justice of India Dipak Misra, Lok Sabha speaker Sumitra Mahajan and leader of the largest party in opposition Mallikarjun Kharge has been convened on March 1 to discuss the appointment of a lokpal. The court also posted the matter for March 6.
    Prime minister if his government is indeed “serious about ensuring that the Lokpal is appointed with the sanctity it deserves”, then it should bring an ordinance in the shape of an amending bill and place it before the Parliament, when it reconvenes in March 2018.
    With the denial of ‘Leader of Opposition’ status to Congress, inclusion of Mallikarjun Kharge in panel to choose ’eminent jurist’ is eyewash.

    Demonitization happened desperately - Why? UP elections were nearby and Modi wanted to cashtrap opposition, while ensuring sufficient black money within BJP. It won UP convincingly.

    Lokpal drama is something again to make the people to start a rhetoric in 2019, to say, come on I was to appoint lokpal, but congress was the obstruction. Our poor people will believe them, call centers shall promote them, TV anchors will debate them, but none will be asking what Modi did for 4years?
    That is the game.

    ..Congress boycot meeting because 'Mallikarjun Kharge called as a "special invitee", !!..these Congis dont have any other reason to boycot, or just searching silly reason..they did it when women reservation bill , they did it during OBC bill & Aadhar bill..and boast themselves of champions of everything..is naming 'special invitee' is a reason for skipping LOKPAL! ..do RAHUL have moral right to raise Lokpal issue then?..what kind of invitation Congress want, a TABLO with nasik band?..

    ...Congress cant get status of opposition leaders due to Congress own earlier made laws to bar opposition voice liek Jansangh, Janata party, later BJP so on)...but MODI not like Congis..He made amendement 'Leader of largest opposition party' so that moral winner can get same status & voice..just few days back PM material RAHUL asked where is LOKPAL, now they say silly things..i think KHARGE not able to concentrate on campagning..

    Mallikarjun is correct , First dalit having huge wealth. Now these khangis are not getting any loot money after the chaiwaala PM came to power. some how or the other khangress want to remove PM, with twin objective 1. They can loot the country further, 2. All the corrupt cases will get closed, if they come to power.

    Raul Vinci Khan was shouting on this and blaming the BJP for not bringing in Lokpal. Whats his stand now? BTW If MPs and MLAs refuse to do their work, why are they being paid from my tax money. I dont pay so much tax just to feed this useless buffalo who does no work.
