New draft - Finally, government to change rules on cattle sale


New Delhi, Apr 12 (DHNS): Nearly a year after the raging controversy, the Union environment and forest ministry has finally offered to change its contentious animal welfare rules that barred traders from purchasing cattle for slaughter from animal markets.

The new draft has no reference to animal slaughter at all. This is in contrast to the previous version where the buyer and seller of a cattle had to give a declaration to government officials that the animal won't be slaughtered.

In the new rules, the sick, unfit and pregnant animals can't be traded in an animal market.

The new draft of Prevention of Cruelty to Animals in Animal Markets Rules, 2018, is now open for public comments for 30 days after which they would be finalised. Once finalised, it would replace the Prevention of Cruelty to Animals (Regulation of Livestock Markets) rules, 2017, which flared up a massive row last year.

No conditions have been imposed on the inter-state transport of cattle, a move that is likely to relieve the farmers, transporters and traders as vehicles carrying cattle were targeted by cow vigilantes multiple times in the past leading to violence and deaths.

The definition of "animal market" has also been changed to protect the meat industry. In the previous definition of the "animal market" included "any lairage (a place where a cattle or a sheep is rested before slaughter) adjoining a market or a slaughterhouse".

Since every meat processing units have lairage next to them, the rules had the potential to halt the practice of selling of ageing cattle by the farmers to the meat processing companies.

The only new provision introduced in the draft relates to the presence of an international border.

According to the rules, the authorities managing the market will have to ensure the fair has not used a source supplying cattle to other countries in violation of existing rules. The old draft had 23 clauses with numerous sub-clauses, whereas the new one has 16 clauses.

The workload of district-level veterinary officers was also reduced.

A large number of sub-clauses were removed from the old draft that was first stayed by the Madras High Court.

Later the Supreme Court extended the stay for the entire country.

Following the controversy, the Centre assured the Supreme Court that a fresh draft would be brought in. Environment Minister Harsh Vardhan stated that it was not a "prestige issue" for the government, which is ready for a revision.

    BJP's all decisions are politically motivated. Not a Sanskari party anymore when it comes to practicality. All Sanskars are meant to be thrown to the trash bin when there is a fear of losing votes.

    One more example: Recently BJp even took into its party Mr. Naresh Agarwal who had openly insulted Hindu Gods.

    Mutton is costing Rs 480 in Mumbai, and the quality is somehow okay. Few people eat it owing to price and my 2 neighbors, two Hindu men, tell their wives that they are bringing mutton, but, they purchase tender beef, every Sunday. Rest of the amount they spend on whiskey, poor wives think, their husbands are Patidev and believe them. Beef is 220.

    I would rather suggest that, rather then abandoning cows on the roads, make a law that "Bhakhts" must take care of One old cow each at home (inside the house, spare a bedroom exclusively for a cow) Take care of it like "Mata" and give "Seva" until it dies a natural death. Then give proper last rituals according to the traditions.
    Forget the "Gaushalas" they are not safe anymore. No proper facilities and stealing is also taking place there.

    Hope there are rules for transporting animals in a better way. The way they are loaded in the trucks and kept in packed rooms is really pathetic. They animals cant speak all these things so we should speak for them.

    Farmers not benefiting from slaughtering unproductive cows.. Middle man pay very very small amount to farmers. Fix per kg price for any live animal...

    The universe functions on a Eco-circle. It starts from the rays of the sun that helps photosynthesis helping herbs grow. Organism and creatures grow eating plants and become food to other species. Cattle is food at one stage to certain species. If this consumption is stopped, the animals increase in numbers and the cycle gets disturbed.

    It has started in the North. Abandoned cattle crowd roads, attack pedestrians, destroy farmers' crops and gou-shaalas have no space to accommodate any more abandoned cows. Someday, doing away with dead carcasses will be a big problem. Burning them will be expensive, burying them will cause decay related issues on the soil. If you guys aren't happy with people consuming beef, at-least please take the old/unwanted cattle to forest and release them for the animals as food.

    Please understand and allow the function carry on uninterrupted for a peaceful dwelling. Else, not long after now, there will be more cows in India than people.

    I perceive that the fair (means market, not cost) is not used as a source supplying cattle to other countries - implying border on Bangladesh side. Now, what about factories that process Beef for export ? Where do they get their supply from ? Surely their own farms ? How relevant is this draft to such companies ? Do they continue to exist, or the government pretends that they don't exist at all ?
