Modi becomes 1st Indian PM to visit Rwanda, holds talks with President Kagame


Kigali, Jul 24 (PTI): Prime Minister Narendra Modi today arrived in Rwanda on the first leg of his three-nation Africa tour, becoming the first Indian prime minister to visit the East African country.

His two-day state visit to Rwanda -- one of Africa's fastest growing economies -- assumes significance as this is the first by an Indian prime minister. After one-on-one talks with president Paul Kagame, Modi announced that India will soon open its mission in Rwanda. India also extended USD 200 million lines of credit to Rwanda. Prime Minister Narendra Modi held wide-ranging talks with President Paul Kagame and discussed measures to strengthen cooperation in trade and agriculture sector.

The two countries signed agreements on leather and allied areas and agricultural research.

India also extended two lines of credit -- one of USD 100 million for development of industrial parks and Kigali special economic zone (SEZ) in Rwanda and another one for USD 100 million for agriculture.

"A historic visit starts with a special gesture. President @PaulKagame personally welcomed PM @narendramodi to Rwanda," the Prime Minister's Office tweeted.

Modi will also meet the business leaders and the Indian communities.

He will visit the Genocide Memorial and participate in an event on "Girinka" (one cow per family), a national social protection scheme of Rwanda initiated by Kagame.

Under 'Girinka', a social protection scheme of the Rwandan government personally overseen by President Kagame, poorest families are gifted dairy cows by the government and the first female calf born to the cow is gifted to the neighbour, thus promoting brotherhood and solidarity.

The cows to be gifted by India would be sourced from Rawanda.

Modi's visit comes days after Chinese President Xi Jinping's trip to Rwanda.

Modi would proceed to Uganda tomorrow for a two-day visit, the first bilateral visit by an Indian prime minister since 1997.

    Let me add further. In the first 4 years of his tenure as for July 2018 including the current trips to Rwanda, Uganda and South Africa, Narendra Modi has visited 88 countries. This includes repeat visits to any particular country like the United States.
    In comparison Manmohan Singh visited 93 countries in 10 years which includes repeat visits to any country like the United States.

    I have been to Rwanda and it is a very beautiful country. Kigali is one of the cleanest cities in the world. After the horrors of the genocide it is now emerging as one of the most peaceful countries in the world. President Kagame wants to make it the IT hub of Africa. He has been successful in integrating and unifying the country after the genocide and bringing in peace and foreign investors. The first Saturday of each month is the national cleaning day when every citizen from the President to the last citizen goes about cleaning their surroundings without photo ops and fanfare. There is 100% transparency in government transactions and zero bureaucratic hurdles. Corruption is not tolerated. I hope our Prime Minister will take some advice from President Kagame on unifying our country from the hatred and divisions caused during his first four years in office.

    Yes, Kigali, Cleanest city, RW is also peaceful, with a progressive leader who teaches unity.

    Cow scheme of RW is so beneficial, unlike what is happening in India.

    Africa bashers must learn a lot from RW.

    Another country to watch is Ethiopia, I been there, under new leader, peace is created with Eritrea which was at war for more than 2 decades.

    Dry ports (logistics parks) are new concepts and latest trends in supply chain, Africa is now the new hub for Chinese and they are opening seaports and dry ports in the Africa like what they have done in Pakistan, Indonesia, Djibouti, Ethiopia etc and connecting them with land and rail where possible. logistics parks are part of the dry port where customers can receive their goods in the same concept of seaports rather transit shipments from neighboring countries.

    May be in India also this concept can be introduced. My uncle who runs some industries in Mysore he is solely relying on Mundra or Vizag port for his import, with this dry port concept he can book the containers in Bangalore or Mysore and clear his goods at his doorsteps instead relying on against sitting in Mumbai or Vizag and hazzle for transportation, customs, insurance etc.

    Rwanda is infamous for Rwandan genocide, by members of the Hutu majority against the Tutsi in 1990-94.
    Both ethnic groups belong to the same religion but only difference is in their race looks and language !
    Both know each others language also.
    This genocide should remind us, how terrific the world and lives of people can be, their differences need not be religion and language alone!!
    If divisive and destructive forces are trusted and encouraged, sharp divisions and animosity can be created even between brethren of same religion for different races, body stature, language and culture also!
