New Delhi: Government to Deny Muslims, Christians SC Status

The proposal to give Scheduled Caste status to a child with either parents as Dalit has taken a curious turn, with the Centre making changes to ensure that it does not give a backdoor entry to Christians and Muslims into the SC list which is restricted to Sikhs, Hindus and Buddhists.

Social justice ministry has revived the proposal by which it plans to make a child eligible for SC status if either the mother or father are SC. It seeks to undo a Supreme Court ruling that caste in Indian context flows from the father, clarifying that child of a non-Dalit father cannot be a Dalit.

After hanging fire for over two years, during which it attracted opposition from different quarters including National Commission for SCs, the ministry has modified the proposal with a small twist of real consequence.

The earlier draft merely said "the child born of inter-caste marriage shall be taken as belonging to SC if either of the parents belong to that community". It has now been modified to include that "if either of the parent belong to such a caste (SC) and the other parent belongs to neither SC nor ST but professes one of the religions which a person belonging to SC may profess".

The fresh move means that SC status to children from mixed parentage would require the non-Dalit parent to be either Hindu, Buddhist or Sikh. Only the followers of these three faiths are eligible for SC status.

The change, sources said, is to accommodate concerns over the proposal. It was feared that if SC status was made available to a child from mixed parentage, it could undo the religion barrier put on being a Dalit. While Dalit converts to Christianity and Islam have been demanding that SC category be extended to them, the Centre has found it too sensitive to handle. It was feared that Hindutva outfits would oppose the move as they have been arguing that making Dalit status religion-neutral would encourage conversions.

If a child with either parent as Dalit was given SC status without a bar of religion, it would be tantamount to encouraging the same, it was argued. The sensitivity of Dalit status for converts can be gauged from the fact that UPA government has it on the backburner after having set up Rangnath Mishra commission to examine it and having got a favourable recommendation.

    Itis really shocking that the UPA Govt. discriminates christian and muslims in respect of its subjects from Hindus, jains, sikhs and Buddhists. All these religions are different from the Hindu religion, but reservation in jobs and education is given. Buddhism though orignates in India, the number is very less. But there are Buddhist countries, such as china, srilanka, burma, thailand and so on, UPA may also consider to give reservation on religion basis for the people of these countries also. There is no difference in rule of law folowed by the congress and upa and the BJP in our country. Pl. do not discriminate in the name of religion.

    The best alternative is to follow the economic backwardness and social status as the criterion, so that even the upper caste hindus, such as Brahmins who are economically weak in some cases and the christian , muslim, sikh, jain, buddhist all are covered in reservation without any religious discrimination. whether our politicians are open to this? Rservations to sc christians will not attract any forcible conversion from sc hindus to christianity, as acceptance of Jesus Christ in one s life is always by committment and not by choice. christianity does not accept fargi (not true) christians as christians.

    Stop reservations based on caste. How long you pamper these so called down trodden people. Its high time now stop Reservation based on castes. If it is a necessary evil - it should be based on economic criteria only.

    You cannot snatch away anyone's right to job, promotion etc.,in the grab of caste. Let Government think in right direction in the interest of the country.

    We indians should actually introspect, does this really help keep your faith together? More so our leaders who are making the rules.What needs to be addressed is this discrimanation originated from our so called great culture. Abolish reservations all together. Abolish caste system and punish those who practice it. Instead set up speed courts in all nooks and corner of the country to try those misguided indians who based on caste system.

    It would be also good if electronic media could produce some hard hitting episodes showing how ignorant we Indians are when it comes to religion and caste. If you are a believer then you would not care aboiut conversion,caste,colour,regionlanguage etc. its for the insecure lot.

    Being a democratinc country minorities must get first privilage in all aspects, like jobs in goevernment sector, public sectors,corporations,exemtion in taxes,vats etc.being a citizen of india every one has equal writes.then how minorities are partally seperated..? allmost in india most of the progresses done by christians & muslims with a good attitude. its a shamefull decision.

    Reservation should be purely based on economic condition of a family as well as the merit of the applicants. It is stupidity from the government's part to choose people from a certain religion or caste and brand them SC/ST. There are millionaires among those people who fall under SC/ST and paupers among those people who dont fall under SC/ST category. Would it serve the purpose of the government if they consider religion or caste in order to categorize people?

    Most likely reason for the central govenrnment to deny status is to negate the efforts by saffron brigand's painting of the Congress as a anti- majority and minority appeasing govt. Its all pat and parcel of politics . This is survival issue when there are upcoming issue.

    When poor people get better grass root level facilities at village level better transport and improvement - these are largely going to negate the effect of denial of reservation to these. Better edcuated people - by christian missinaries will become better voters to teach politicians a lesson in the future.

    In the long run though - cast based reservation should be weaned off and given to poorer people . Cast based system of reservsation for undeserving people( not poor but SC/ST) is waste of tax payers money

    Yes. The reservation should be based on economic condition of an family. With a present system, a SC/ST whose family income is more than 15000/Month and having a mark of 50% will get a job whereas same job cannot be got by a muslim,a christian , ahindu brahmin whose marks are above 80 % and his family income is less than 2000/month.

    Actually in this case the latter people would be in neeed of job badly as compared to former. If we base reservation on economic condition, once the family is above the limit , they will not be entitled for reservation automatically. This will ensure that the next needy will get the job. This way economic equality can be easily achieved. I invite fellow bloggers to comment on my opinion

    It is against constituion of India which gives equality for all religions. If a person converted to Sikh or Budhism can be given Sc benefits then why not Dalit christians? Is there caste system in Sikh and Budhism? Govt is afraid of Hidutva forces. Dr Gerald Pinto

    Excellent move to prevent trouble through conversions. All fake certificates and admissions on the name of SC/ST. Appreciate the Government move on this. One Rule, ONE LAW, No Reservations. Help the needy either in job or in education. NOT BOTH!

    Is Caste and Religion same ? If they are different are Christians not the citizens of India ? Look at their contributions to Education Health and social work etc... Problems of conversion ? why are they not increasing in number rather they are less in number 8 years ago ? this is politics of Vote ... seems so stupid ...

    When will India wake up to realities? How does the economically backward condition change based on religion? When does good sense prevail with our politician? We are still living in 14th & 15th Century. Time we wake up all casts and creeds and only recognise the economic conidtions of people and allocate funds for economically poor. Ganesh, wake up you are living ina nother planet! Why conversion being discussed here?

    If giving Reservations has social benefits and uplifts our country I am for it. But WHY RESERVATION FOR A CASTE? Are poor/backward people not existing in other religion? Let us scrap this caste/religion based reservation and have ONLY ONE RESERVATION CRITERIA based on the economic condition.

    All citizens should note that these caste/religion based reservations are just for vote-bank and the political parties supporting reservation for minorities are least bothered in their real upliftment. But no political party will support this idea as this only benefits the country and not their vote-banks, shame on our politicians.

    The SC/ST status is there to seek Governmental help to uplift an individual and bring the people in par with others. Bringing religion in to this context will undo the real purpose of the constitutional support given to the underprivileged.

    Government must be firm on delinking the religion and help all the citizens irrespective of their religious beliefs in the true spirit of Indian constitution.Otherwise Christians and Muslims will feel alienated and insecure.

    Can someone explain why SC/ST status must be there in the first place ? The law of providing support to SC/ST was initially brought into effect in order to eradicate untouchability. With an aim in mind that this class would take advantage of benefits available, would educate itself and the members be uplifted from poverty to fight injustice and prove its rightful existence. However, the progress made by the this society is remarkably low, even after these many years of implementing the law.

    At the same time, there is no awareness that certain number of seats are reserved in particular institution so that the members of that society can take advantage of it. Several seats in schools/colleges remain vacant whereas these people do not even know that the seats actually exist, thus resulting with less candidates for reserved employment seats which too remain vacant. What is required now is the Govt. to send her representatives to each below-the-poverty-line villages and spread the awareness.

    Nevertheless, there should be no SC/ST reserved laws hereafter - irrelevant of religion - every citizen must be equal. The rule of reservation must be changed for the benefit of all poor families, judged by their income. When only will India come out of her poverty and the gap between poor and the rich will be less.

    Sad to hear that ones religion is posing a problem to get economical aid from the government. What kind of law is this? If someone is economically backward, then they should get the support they deserve irrespective of the religion they belong to. If someone choses to be a christian or a muslim, how should that affect the aid that he/she is to get. Doesn't make sense, does it? People just rake up the issue for conversion unnecessarily.
