Mangaluru, Sep 4: Displaced villagers gheraod district in-charge minister U T Khader in Surathkal here on Tuesday, September 4, alleging violations from KIADB officials during acquisition of their agricultural land in Kutthethoor, Permude and other villages for extension of MRPL project.

“The Dakshina Kannada deputy commissioner and tahsildar have found violations on the onset during acquisition and had assured to conduct investigation. Though requisite documents were sent to the deputy commissioner regarding the violations, no investigations are taken up.

“When we met the chief minister and submitted our complaint to him, he had ordered orally to conduct investigation as per law and submit a report. However, the district administration is showing apathy towards investigation. It appears that it is favouring corrupt KIADB officials. How should we protest if our agitation within legal parameters does not get any response?” they asked in the memorandum.

“The agricultural land in Permude, Kuthethoor and other villages is fertile enough for three crops in a year. However, farmers are cheated after accepting false application by MRPL that the land is barren. The agricultural activity in progress here is the proof that the land is suitable for cultivation. The rule on permission of pollution control board is required is ignored.

“We urge for the resignation of elected representatives who work for those who have cheated and strangled farmers. Protests by holding fasts will be held for justice,” stated Krishi Bhoomi Samrakshana Samithi office bearers Madhukar Ameen, William D'Souza and Hemalatha S Bhat in the memorandum signed by them and which was handed over to minister U T Khader.

    We know, there are clear laid down norms, rules & guidelines on siting criteria, environment, land acquisition to be followed while establishing Hazardous Red category Industries . Ministers, Bureaucrats & VIP Companies have no exemptions. But, in the guise of Development, its land grabbing from poor & marginalised farmers.
    Government department RTI docs reveal that rules are violated, facts falsely presented, fabricated in the Acquisition procedure for MRPL expansion. On behalf of its members the local farmers’ association, Krishi Bhoomi Samrakshana Samithi (R.) had filed several complaints with authorities, on these irregularities; promised by authorities to enquire into, but never kept to-
    Some examples with documents-
    1. Company’s application showing the land as “Dry”, but Gazette notification in Newspaper speaking otherwise, nearly half of private lands being fertile “Wet (tari)”lands.
    2. Land Audit Committee in 2015 - got no opinion from DC ; in fact in Dec 2015 DC had recommends dropping acquisition, no opinion Water Resources dept ( on availability of 6 crore litres/ Day from nearest Gurupura River; but where is that much water? ); incomplete techno-feasibility study, No report on existing utility of land- cultivable or dry ( villages were not finalised then)
    3. In Principle Approval is subject to the condition of Environmental Clearance from MoEF, Govt of India & also KSPCB’s ; the Company has none.
    4. Unscientific zigzag horse shoe shaped boundary, engulfing within a valley a large tract of fertile lands & human habitation, even the minimum greenbelt area as per MoEF is not possible. Are they going to include their percentage or count them dead? What kind of conspiracy is this? Life has become unbearable due to severe air, noise, chemical and water pollution in Jokatte & around. Future generations of entire region, including Mangalore citywards falling within the Buffer zone may have to pay a heavy price for violation by some officials

    After the world's worst man-made Bhopal gas tragedy involving Union Carbide Factory in that city which killed thousands of people, Union Government made a rule that up to a radius of 14 kms or so from a city no chemical industry could be sent up. In setting up MRPL this rule was bypassed. There are reports of recurring mishaps in the MRPL factory which are not publicised. Further expansion of MRPL will be a sure passport to a greater tragedy in a densely populated urban agglomeration of Mangalore. Surely, development is needed but not on the funeral pyres/burial grounds of innocent citizens.

    It is learnt that more than 75% land owners have agreed to give land for MRPL s Phase IV project. When the land losers have agreed to give their private property to the Company, what is the problem for outside NGOs ? Land acquisition is a lengthy process with many procedures as per Acts and it involves not only KIADB but the officers of State Government of various levels. MRPL s project is a very important project for the development of our region and it is not wise to oppose it. If someone is aggrieved, they can always approach the Court.
    It has become a fashion for some people to oppose each and every developmental activity.
    Since Nandikoor power project has come up, D K and Udupi districts get uninterrupted electricity. Since MRPL has come up, State is getting continuous supply of LPG Gas, Petrol and Diesel. Since NMPT Port has come up, we are able to export coffee and other agricultural products to foreign countries. Since Konkan Railway has come up, we are able to travel with more ease. Since MCF has come up, our farmers are getting fertilizers to their crops. Since Air Port has come up, we are internationally connected. All these large scale projects involve huge land acquisition. Since the people have been displaced and sacrificed, we are able to progress.
    NGOs who oppose the development need to introspect.

    what is the need of building all these nuisance industries at the cost of farmer's life..is there any guarantee that locals will get the job in the such industries . i can see all outsiders from other states comes here and enjoy the lifestyle in such industries.and for us chippu....how many tress are going to chopped for this .. ? already we have seen the kodagu and kerala. do we need one more..please decide?

    SUSPEND ALL THE OFFICIALS WHO ARE INVOLVED IN THIS ISSUE.....GIVE JUSTICE TO THESE PEOPLE AND ONLY KHADER CAN DO THAT....CENTRAL GOVT PROJECTS ARE ALL IN SIMILAR CONDITION.

    Go inside MRPL project site. They have garden, hockey ground, foot ball ground, spacious auditoriums, well spaced quarters, wide roads, treatment plant and you tell what not. When the whole city is reeling in water austerity, they are basking in bathtubs and irrigating their precious lawns. These are all built on the graveyards of farmers whose fertile farmland was acquired at throw away price in connivance with political leaders and those in administration. If this trend is not arrested forthwith, MRPL will be the biggest feudal lord in the area with same industrial output after a decade.....!Is it worth building industrial palaces for the comfort of a few on the graveyard of a farming community....?
