No noise should be made if Dassault didn’t find HAL ‘useful enough’, says VK Singh


Dubai/New Delhi, Sep 30 (PTI): Minister of State for External Affairs General V K Singh has defended the Rafale fighter aircraft deal, saying it is not the government but the company that makes the equipment which decides the partner to fulfil the offset obligations in the inter-governmental agreements.

Addressing the Indian community at the Indian consulate in Dubai on Saturday evening, General Singh said no noise should be made if the French aerospace major Dassault Aviation did not find the state-run aerospace major Hindustan Aeronautics Ltd (HAL) "useful enough".

"The thing that gets paddled around is what happens to Hindustan Aeronautics Ltd (HAL). If I can say tongue-in-cheek, if Dassault didn't find (HAL) useful enough, we shouldn't make noise," he said.

"It's the company that is making equipment that decides whom to give the offset. So the decision is that of Dassault and for various things they have selected a number of companies, Anil Ambani is one of them," he said.

Prime Minister Narendra Modi had announced the procurement of a batch of 36 Rafale jets after holding talks with then French President Hollande on April 10, 2015, in Paris.

The final deal was sealed on September 23, 2016.

A controversy broke out when a French media report quoted Hollande as saying that the Indian government proposed Anil Ambani's Reliance Defence as the partner for the French aerospace giant in the Rs 58,000 crore Rafale deal and France did not have a choice.

Hollande's comments triggered sharp reactions from the opposition parties which have been accusing the government of massive irregularities in the deal and benefiting Reliance Defence Ltd (RDL) despite not having any experience in the aerospace sector.

The Indian government has been maintaining it was not officially aware of whom the Dassault Aviation had selected as its Indian partner to fulfil offset obligations of the deal.

Dassault Aviation has said it had made the decision to partner with Reliance Defence Ltd for the Rafale deal.

The Congress has also been demanding answers from the government on why the HAL was not involved in the deal as finalised during the UPA.

Singh, a former Indian Army chief, defended the government's decision, saying HAL was overburdened and has many things to do. "Dassault may have negotiated with them. It is said that 95 per cent was already negotiated with them, so what happened to the 5 per cent. Why did it fall through?" he asked.

"The basic price and the price at which it was negotiated for 126 aircraft by the UPA government and the basic price for a fly-away condition aircraft has a difference of 40 per cent cheaper by this government," he said.

He said the secrecy clause comes in where the equipment was concerned. "Avionics, radars and the type of weapon systems, the types of weapons delivery platforms, if you let it be known, the enemy would know what is to be done with them. That's why it remains a secret," Singh said.

"If the same thing was negotiated along with this 40 per cent drop in the basic price, you will find that the aircraft deal is far superior to what has been done," he said. Singh also said that those 126 aircraft had to be assembled here and were to come in a locked out kit. "We are getting 36 in fly-away condition, which means they are coming in absolutely fitted with everything to take on the targets the moment they land in India," he said.

Singh said the finalisation will only happen next year. "So it is only a speculation as Dassault has to find out whether the company is capable or not," he said.

Singh criticised the Opposition for its role. "Unfortunately, after some time the smoke will go away because there is actually no fire," said Singh.

    It is rather the bitter truth that Gen VK Singh accepted 10 May 1950 as his DOB twice, to become an officer through NDA and to become the Chief.
    To get his tenure extended he wanted the Govt. records to show him 1951 born. He wriggled out of his commitment to the then Army chief and the ministry of defence in 2009 that he would accept 1950 as his year of birth and treat the date controversy as a closed chapter.
    His petition was dismissed by the apex court ,and the bench said, “The matter was discussed in the Army and the ministry, and you accepted that it be 1950. If you had continued to show it as 1951 then you would probably have faced disciplinary action.You had reconciled to the position that for service your birth date is 1950. Having given that commitment, it does not befit a meritorious officer like you to take such a stand at the fag end of your career."

    This same VK Singh who used a birth certificate to cobble up two more years as Army Chief, is now Insulting a Great Instituion like the HAL to justify the mess they have created with the Rafale Deal.

    The only option for the Modi Sarkar is to order a JPC under the Tatkal Scheme. Longer they take the more damge will they suffer.

    The Ex-Army Chief, does he have some at this age to tell lies. Does he not have common sense. CAn he give one reason how come Dassault found Reliance Defence useful enough with zero experience when HAL is having 7 decades of experience. Finance minister, BJP President, Defence Minister, Agriculture minister and so on but 3 people have to still come before the camera i.e., Home Minister, Road Minister Gadkari and Ex- Defence minister Parrikar. PM Modi will not come the camera as he does not have the guts like his fake degree certificate where FM and BJP President came forth to show and fool the press. MOre and more lies are coming out. Let Dassault give a statement that HAL was not suitable to the french media and if they give it will be final nail in the coffin.

    Established in 1940, HAL has a history of 78 years!

    During these 78 years it has manufactured and assembled all sorts of planes.

    But it is 'owned' by the Defence Ministry. So cannot defend itself when the Government proposes to France a single, not even 78 days old, private company of Gujju-bhai's friend.

    Until India has a clear-cut system of identifying those who donate to political party funds (in cash or kind), the good friends will get the multi-billion dollar contracts - at the cost of taxpayers.

    What many Indians are keen to find out is what citizenship is held by Ambanis and Adani.

The company has manufactured Sukhoi from the raw materials, Upgraded the Mig fighters, Manufactured the Airbus doors, built the structure of Tornado fighters, manufactured the Mirage, designed and built India's indigenous trainer Light Combat Aircraft and Light Combat Helicopter (LCH) with 70 years of Aeronautical Manufacturing sector.

    For BJP 12 days old company formed days before PM Modi's visit to France is more experienced than 70 years.

    Dear Gen(Rtd)V K Singh, it's a shame that you were the Chief of Army! Can't imagine you making such comments!. Mirage -2000 was also from Dassault and was built and serviced by HAL since their induction in early 1980's till today!. These aircraft played a vital role during Kargil war and you should not forget that!. Inspite of knowing this you are saying HAL is not good!?. Then please close HAL once and for all and let Ambani's make all future aircraft!. One more thing I want to ask, if HAL is not good, how they are making the future 5th generation Indian MCA !?. Is it inferior to Rafale!?

    Thanks to the relentless of the Congress party and a handful of Indian media houses that have raised pertinent questions on the Rafale deal, the Indian public now knows that Anil Ambani’s Reliance Defence Limited was selected as the offset partner for the ₹58,000 crore Rafale deal at the expense of experienced, state-owned HAL. Now former French President Hollande has said that that decision was made by the Narendra Modi Government.
    Authorised squadron strength of fighter aircrafts for the Indian Air Force is 42 squadrons. “It has now come down to 31. In 2000, the IAF told the then NDA-1 government that they require at least 126 Fighter aircraft for defence preparedness. Currently, the IAF needs more than that, but instead of catering to its requirements, the Narendra Modi Government has seriously jeopardised the country’s security and combat preparedness by ordering only 36 Rafale aircrafts.
    1. Why is the government shying away from disclosing the price when it disclosed it in 2016 and in 2018? What has changed?
    2. Can Reliance and Dassault Aviation sign an ‘offset contract’ of Rs.30,000 crore without the approval of the defence minister?
    3. Has the ‘offset contract’ been countersigned by the ‘acquisition manager’ of the defence ministry? 4. Why have the six-monthly audits by ‘Defence Offset Management Wing’not been conducted?
    5. Has the ‘Acquisition Wing’ submitted an Annual Report to ‘Defence Acquisition Council’?
    7. How does 12 days old Reliance company can get an Rs30,000 crores contract with 'Zero' experience in Aeronautical manufacturing against HAL 70 years experience?
    8. The question to the Prime Minister is—how this information came out that he will go go to France and reverse the deal?

    Earlier government who negotiated aircraft had range only reach upto empire building. As we have hill terrain in border area..immediately scrapped the deal and informed our range should be more than burj-khalifa...hit direct straight into enemey's head.
    For which we ready to pay more money with latest technologies.
    Outdated military equipment purchased from russia..and other countries still lying in open yard..seeking person to buy scraps.
    One thing benefitted with outdated equipments under table money which received utilised by all.
