Mangaluru, Dec 30: The city police commissioner has issued new guidelines to maintain law and order ahead of New Year celebrations.

In a press release, Mangaluru police commissioner T R Suresh has directed all the hotels, restaurants, clubs, resorts and other organisations holding New Year celebrations to get prior permission from the department.

The commissioner has said that action will be taken against those who do not seek permission.

All the parties and celebrations must end by 12 am mid night. The organisers must arrange ambulance and take other precautionary measures to handle emergency situations.

Also, all the organisers must get permission in letter from excise department to provide alcohol and also submit the same copy to the commissioner.

For safety of women, the organisers must appoint lady cops at the venue. Also the organisers have been asked to install CCTV cameras at the venue and also provide recorded footages for verifying if needed.

If situation goes out of hand in bars and other places supplying liquor, action will be taken under column 21 of Karnataka Excise Act of 1965.

Also, the organisers have been asked to make arrangements for separate parking facility and action will be taken if the vehicles are parked in public places.

Other guidelines issued are:

1. No liquor to be served to youth below 18 years.
2. No entry to youngsters below 18 years to parties, without accompanied by guardians.
3. Organisers will be answerable if any untoward incident occurs at the venue.
4. The loudspeakers must not be used defying the Noise Pollution Rules of 2000 act. The sound limit at residential areas is 45 dB.
5. A special mention has been made that women and children should not be disturbed or harassed during the celebration or afterwards or even be greeted against their wish.
6. Obscene dance and gambling has been prohibited. Special squad has been formed to ensure safety of women and children.
7. Drunken driving has been prohibited. A special squad has been formed to keep an eye on drunken driving
8. Smoking and consuming alcohol in the public places has been banned.
9. Students and youngsters have been asked not to behave in indecent manner while celebrating New Year.
10. Wheeling, drag race, screaming and over speed while driving is not allowed.
11. Consuming alcohol on beaches and obscene dance and gambling is not allowed.
12. Fire crackers have been banned.
13. No celebration is allowed in front of residential buildings, student hostels, working women hostels.
