UP govt led by Yogi Adityanath to levy 'cow welfare cess'


Lucknow, Jan 1 (IANS): The Uttar Pradesh cabinet on Tuesday cleared a proposal to levy a 2 per cent 'cow welfare cess' on the excise department, an official said.

Although the love of Uttar Pradesh Chief Minister Yogi Adityanath for cows has been known since he took charge of the state in March 2017, this decision has outmatched everything else in the past.

At a cabinet meeting presided by him on Tuesday, a proposal was ratified to open cowsheds in all districts, gram panchayats, municipalities, municipal corporations and other local bodies.

An official said that temporary cow sheds (gaushalas) will be opened in all the village, regional, district panchayats, municipalities, nagar panchayats and municipal corporations.

Through MNREGA, these cowsheds will be constructed. The government has already sanctioned Rs 100 crore to the local bodies.

In every district, both urban and rural areas, a cowshed of minimum 1,000 stray animals will be built and for this the excise department will levy a cess of 2 per cent. This will be called 'cow welfare cess'.

The cabinet okayed a proposal to provide financial assistance to police personnel and firemen who are maimed during duty, an official said.

Personnel handicapped to an extent of 70-79 per cent will be given Rs 15 lakh and those handicapped between 50-69 per cent will draw Rs 10 lakh. The personnel getting 80-100 per cent disability during duty will be given Rs 20 lakh.

In case of death, the widow are entitled to get Rs 40 lakh as per existing rules.

The cabinet also cleared a proposal to change the vigilance department sections in 10 sectors - Lucknow, Ayodhya, Gorakhpur, Varanasi, Prayagraj, Kanpur, Jhansi, Agra, Bareilly and Meerut into police stations.

    When he cannot provide funds to hospitals to buy oxygen cylinders to save dieing children; what is the legitimacy in providing so much facilities to cows?

    The cows won't even feel what foolish things Yogi is doing for them. They would surely laugh otherwise apart from feeling happy by his decision.

    The children who died because of lack of oxygen would have had felt so happy if you have had levied this 2% tax before they died; and saved their lives. I don't know how the parents of those children are feeling about the value of their children when compared with that of these cows.

    Once again in the process of making'Uttam Pradesh', Yogi Adityanath has failed to protect the 'Gau Mata' and children dying from lack of oxygen in his own constituency.
    Perhaps BJP has not learned the lessons from the voters of Rajasthan and Madhya Pradesh who ditched holders of two unique ministerial jobs, cow and happiness ministers in Indian state elections.

    The state created India’s first ministry exclusively for cow protection in 2015 when the BJP won elections and appointed Dewasi, a police officer turned politician, to be in charge.

    He imposed a 20% surcharge on new property purchases – dubbed a “cow tax” – to generate cash to run the 2,300 shelters in his state for abandoned cows.

    Herds of cows abandoned by dairy farmers because of anti-slaughter laws are causing chaos in the Uttar Pradesh countryside. The Hindu nationalist party of Narendra Modi to tighten “cow protection” laws have contributed to a 15 percent drop in India’s $4 billion beef export industry, until recently the largest in the world, disrupting the country’s traditional livestock economy and leaving hundreds without work at a time when India needs to add jobs, not lose them.

    For BJP-RSS cow is really holy why don't Chief Minister Yogi's militant outfit 'Hindu Yuva Vahini' every member adopt at least two sick cows in his residence and tender them like real 'Mata' till its natural death instead of passing the burden on common citizens with additional taxes?

    If the picture pertains to current scenario of UP, I wonder who the roads are for - cars, or cows ?

    If so many gaushaalas are constructed, why are the cows still on roads ?

    Really ?? Does this apply to a widower too ?? Won't people purposefully go under the hooves of a bovine when such a huge reward is available ? Just like an old farmer applies for bank loan and with consent of family members commits suicide because he is sure that the family gets compensation.

    The main casualty here will be Yogi followed by all his cabinet ministers and activists. No legitimately deserving ordinary innocent person will get a medical certificate from UP as sick, disabled, handicapped or maimed to claim this benefit. Cows will be sent to govt sponsored slaughter houses in Gujrat to export beef as "Cow Farewell Cess".
