Relief for home buyers - Modi govt slashes real estate GST to 5%


New Delhi, Feb 24 (Agencies) : In a major boost to troubled Indian real estate sector, the GST Council on Sunday slashed tax rates on under-construction housing properties to 5 per cent without input tax credit, from the existing 12 per cent, in a big relief to home buyers.

The council also cut GST rates on affordable housing to 1 per cent from the current 8 per cent and expanded the scope of affordable housing to those costing up to Rs 45 lakh and measuring 60 sq metre in metros and 90 sq metre in non-metro cities, Union Finance Minister Arun Jaitley said.

The new tax rates will come into effect from April 1, 2019.

Currently, GST is levied at 12 per cent on payments made for under-construction property or ready-to-move-in flats. Twelve per cent is also levied in cases where completion certificate is not issued at the time of sale.

No tax is levied in cases where completion certificate has been issued at the time of sale.

However, builders will not be able to claim input tax credit (ITC) under the new GST rates.

The council, headed by Jaitley, decided on cutting tax rates on under-construction housing property after due consideration to reports of a group of ministers (GoM) on real estate sector.

"This [GST reduction] decision will certainly give boost to construction sector," Jaitley told reporters.

Bihar Deputy Chief Minister and Finance Minister Sushil Kumar Modi took to Twitter and said the GST rate for affordable housing was reduced from 8 per cent to 1 per cent and for non-affordable from 12 per cent to 5 per cent without ITC.

"Definition of affordable changed to 90 sq mtr and 60 sq mtr for non-metro and metro with a capping of Rs 45 lakh for both," he added.

    It is good thing to note that government has slashed GST on real estate from 8% to 5%.According to the government, it will benefit the house/flat buyers. It is one sided. Without reducing the GST on construction raw materials such as cement, steel, sand and other related materials, how one can benefit. Complete relief or benefit is enjoyed only when GST on other raw materials also slashed. Then only cost or price of the flat/house is automatically come down. Only when such benefit is given or affordable cost is reached, then only common man could buy his dream house. Otherwise price will remain as it is or stagnant and common man's dream of buying or owning house remain as dream for ever or nightmare only. This slash is only vote bank reduction. If the government really want to help the common people to buy the house/flat, slashing of GST on other raw materials as mandatory, important as reduction on real estate. Then only can be called” Sab Ke Saath,Sab Ki Vikas”.This is my "Man Ki Baath".

    Commonly used cement GST rate at 28%. And since ten days cement prices have risen 25%. The government is not monitoring all this or getting funds from cement cos to sollow. Now home buyers got relief of tax cut only during election time. Even after gst rate cut the prices for the home will not come down because prices for cement,sand, steel are sky rocketed. And moreover builder's will not passon the GST rate cuts to home buyers. All bakwas and feku..

    GST on cement wont comedown , it contribute major portion of revenue.....Oil also wont come under GST..you should know that 90% GST revenue comes to state, only 10% remains with center...so its not central Govt, its state Govts which is putting pressure not to reduce GST..just google, you will find how Kerala CM/Karnataka CM objecting GST cuts every time....if we demand loan waiver/free rice/free daal so on political parties wont spend from party fund, it collects from you only...already you paid high price for petrol due to congress+jds loan waiver scheme....

    Geofrrery, rightly said..central govt decreased fuel price but Congress+jds state govt increased to fund their poll promise of farmer loan waiver..but here politics or genuine, home buyers get benefit...have to see how builders play game here since they cant get input credit..i think buiders will increase rate proportionately to adjust input credit & fool buyers showing reduced GST..

    You can expect fuel prices to shoot through the roof soon after the elections. Whatever goodies are doled out to win votes, will more than be requited by fuel prices, which is the very reason why they are kept outside the ambit of GST.
