Mangaluru: Grievance meeting with staff - police commissioner assures action

Mangaluru, Mar 6: Police commissioner Sandeep Patil on Wednesday, March 6 chaired a grievance meeting with city police staff.

One police constable from each station attended the meeting with grievances of other staff of the station. Petitions mainly regarding increments, leave, GPF, and salary differences, quarters were received.

Police commissioner Sandeep Patil has assured to take necessary action and resolve various issues faced by the department staff.

    It is extremely good of The Commissioner to call a meeting of the concerned people and the duly appointed individual to represent the the aggrieved policemen. Better work and efficiency can be achieved from persons concerned if they are given adequate rest hours.

    The Commissioner of Police by this token is setting and example for other police officers to follow.

    I request the CP to also mandate by an order in writing:

    (1) a compulsory log of rest hours to be maintained by each and every policeman, including the CP but particularly the least in rank , this should be filled online everyday upon completion of duty, so that no fudging can take place at a later date. No policeman must be made to work for more than 8 hrs during a normal workday period of 24 hrs. Any overtime(more than 8hrs work) should be sanctioned in writing by his immediate head of the department(the CP being the boss of his unit does not need to take permission from any of his superior) so however that he/she shall not have to work for more than 10 hrs (i.e.: 2hrs overtime in addition to his normal 8 hrs workday) during a normal workday period of 24 hrs. During exceptional work overload days the policeman may be made to work for a continuous period of 14 hrs(with breaks for food etc) so however after this he will be compulsorily given a 10hr continuous rest period immediately following his 14 hrs duty. Election duty etc. should not count as exceptional work overload days.

    (2) In case of emergencies the above rest hour routine may have to be broken but the same shall be recorded in writing in the rest hour log after the emergency is over.

    (3) The MCP should make available the services of psychologists, counsellors, yoga meditation teachers to all their personnel so that the personnel may seek medical counselling and learn relaxation techniques, round the clock whenever they feel stressed by their work. This may also include anonymous counselling by phone.

    (4) Every policeman right from bottom to top should be made to undergo an annual complete medical check-up, this should not only include physical but also psychological stress tests.

    (5) Every police sub-unit: station, out-post etc. , should be equipped with a pantry with all necessary equipment including a refrigerator , microwave etc. so that night duty personnel, in particular, may be able to make themselves a hot cup of tea or coffee and store some eatables so that they can eat something at say 3am or 4am at night. Needless to say the cleanliness and hygiene aspect should be factored in. This facility should strictly be used for the staff only and not to entertain the public or politicians and agents.

    (6) Every police sub-unit: station, out-post etc. , should be equipped with a rest room with bunker type beds etc. so that policemen - who are off-duty but on call at any time due to exceptional or emergency situations and are unable to return to their residence, may sleep or rest undisturbed.

    (7) Every police sub-unit: station, out-post etc., should be equipped with adequate wash rooms(toilets) separate for each gender and equipped with all material required to keep the said rooms clean and hygienic.

    (8) During election duty etc. personnel posted at outposts should be provided with portable e –toilets and washrooms and drinking water facility.

    Excellent initiative by Mr.Sandeep Patil (IPS).

    I suggest the MCP should install grievance/complaint/appreciation boxes at every police unit /sub-unit( station, out-post etc. )so that the staff of that unit/sub-unit may drop their grievance/complaint/appreciation anonymously or otherwise into these boxes. The boxes should be sealed by the CP’s stamp and should be opened only by the CP. Hence there should be 2 boxes which should be used in rotation for each unit /sub-unit. The CP may determine the interval at which these boxes should be sent to him and the boxes should be opened and read out during the staff meeting or any other transparent manner.

    listening is ok. but ensured all those grievances ( at least most of the ) are addressed is main. any ways, good initiative by Commissioner.

    Yes, our new Commissioner of Police is going to give first importance to the staff problems, then surely we have to thank him . They are the people who do the justice to the citizens and we have full faith in them.
