Mangalore, Mar 11:
Students of various social work institutions in the city in association with Samajika Baduku and Manava Hakkugalu Karnataka, a non-governmental organization took a drive against street begging menace on Wednesday March 11.

The campaign ‘Eradication of Begging menace’ was launched by District Social Welfare officer P A Ganapathi in front of the district commissioner's office. According to the sources as many as 10 street beggars were taken to the Refugees Rehabilitation Centre in Pacchanady, in the outskirts of the city in the afternoon. The drive would continue till evening.

Balakrishna Rai, president of the NGO, said that begging is an offence. "We set a target to eradicate begging menace fully in the city. Most of the time beggars are cause for illegal activities. Beggars-free society is our campaign motto. Government has various welfare programmes for beggars to keep them away from begging," he said.

Speaking to Daijiworld, Ashok Shetty, warden in Refugees Rehabilitation Centre said that there are already 129 inmates in the centre. Begging is strictly prohibited in the state according to the Karnataka Prohibition of Beggary Act 1975. This is an Act to prohibit a person from resorting to begging and to provide for the detention, training and employment of beggars, for the custody, trial and punishment of beggar-offenders and for the relief and rehabilitation of such persons in the state.

"We have various welfare activities for beggars in the centre. According to the Act we can keep them in the centre for at least one year. The inmates in the centres are involved in plantation work, manufacturing pencil, soap powder, envelopes for government offices. A batch of doctors visits every week to the centre for health check of the inmates," he informed.

Students of Meridian College, Sri Devi College, MV Shetty College, and University College are part of the campaign.

I totally agree with Anuraradh Girish, where the mafia makes use of innocent and vulnerable kids for their personal gains. They even give them drugs, so that they donot leave begging. It has been clearly shown in the movie Slumdog, how the mafia operates.

I urge all Indians to stop giving alms (money) to kids and children, which never goes to them in the first place and slowly this begging menance will stop. you cannot take the help of police because they also get their hafta. Therefore stop giving money instead you can give in kind like food or clothing or give to some NGO because today it is some other child tomorrow it can be my child also, we never know.

I am sorry, I cannot appreciate this kind of negative work. Rehabilitation should aim at integrating those resorting to begging into their own communities and homes and not into "prisons" called "rehabilitation homes". We are after soft targets like poor people who beg but do nothing to stop the cheats, the corrupt, the criminals, the hooligans/goons who have disgraced Mangalore.

“Samajika Baduku and Manava Hakkugalu” conducted a dignified work with the help of students. Good work and best wishes to the organizers and young minds who are the leader of tomorrow. After long 60 years of Independence we have not achieved much in the area social and economic justice. Substantial numbers of citizen’s are struggling to get square meal a day, is really disturbing factor. Country’s unprecedented success in corporate world is not proportionate, if we equate with poverty elevation. We have super riches they are listed in Forbes magazine, making headlines in world media and we have slum dweller, their stories grab world’s prestigious awards. These awards might bring some change to the life of the poor who were associated with that film or documentary but not to others. Our elected representatives should utilize some fraction of their fund to rehabilitate underprivileged people in cooperation with NGO’s.

I really appreciate the efforts of various Social Work Institutions in Mangalore to eradicate beggars from the street. It is a very good thought. But if we visit the Beggar's rehabilitation home in Mangalore, you will find many reasons not to do so. I had paid a visit to this place about two years ago while i was studying Social Work in Mangalore. The condiitons these people are made to live in are pathetic. The house used as the centre is very small to accomodate the inmates. The centre does get help in terms of old clothes and food from various groups at different intervals. But none of it is seen on the inmates. It was very obvious that they were not treated well. There were some who were very disturbed. Though the inmates are kept occupied throughout the day, this is not enough to make them self-sufficient to lead their lives outside the centre. The memory of the rehabilitation centre is still fresh in my mind and pains me all the more to know that more people are being sent there. The system fails to truly rehabilitate beggars and we need more private agencies to intervene and take up this cause. With a little help I am sure all able bodied beggars can be rehabilitated in order to help them lead a decent life. I do not encourage beggary but what is the point in sending someone to a place where life is still worse.

Its indeed a noble and praiseworthy work. My advice all the  NGOs  not make them  sit in rehabilitation centers. Instead please make them to work (except elderly) or kindly arrange for a workshop of any kind which is useful to them and as well as can bring some income to center. By doing these kind of activities the center can bear some of the  burden  and can can motivate them to work and in future you can give them the liberty to earn their own livelihood.

Efforts are completely appreciated. Confine old beggars to a particular place, if no other option available. But the young beggars to be encouraged by the government at the district level to take up small trading in candy, cookies and toys etc after providing them job oriented educational courses and zero interest long period loan given under supervision. Is it impossible for government if it is seriously motivated to eradicate this social evil ? However, once they succeed, will encourage remaining thousand of beggars to give up begging seriously.

Great idea! The students involved in the task of making the city "beggars-free" deserves appreciation and all praise. Eradicating such evils like 'begging' should be an important part of our culture. Let the people who caim to be watchdogs of moral behaviour and culture in our city and state undertake such works and free the students for their study! There are so many young people who do not know what to do with their time and energy. Such people should dare to undertake this kind of noble works instead of writing on the walls, terrorising people, stealing, fighting in the name of religion and culture, destroying peace and harmony in the society etc. The government is and should be ready to sponsor such projects. This will help not only the beggars but also the young who otherwise waste their precious time and life engaging themselves in nasty things. This can surely contribute to the control of hooligans and miscreants in the society. Then alone can we boast of our Mangalore and Karnataka.
