Once the loan is sanctioned, the loan amount will be tranaferred to RC Owner's Bank Account by RTGS, thats the rule!!! Then how come this story will happen...?? And taking loans from different banks for the same vehicle!!! What a joke!!! Bank will take the RC extract from the RTO before processing the loan, that will give a detailed info about the Hypothecation etc... Its 2019 man!!
So, there may be a different story behind it... Or no story at all... But for sure, its not the case as written on Article here!!!

As far as I know banks wont sanction the loan without valuating the vehicle. Be it even a minimal amount banks will not proceed with loan disbursement without proper valuation. Something fishy and involment of some bank personel too.

Bank staff is also involved in most of such cases. They get their share also. That's why all Banks conditions are very bad today. Poor peoples savings are all looted and all charges are imposed on the customers to recover the loss.
