Would seem the mini-bus driver was at fault. 5am in the morning on a highway, I imagine he fell asleep and drifted on to the hard shoulder and then rammed into the parked heavy vehicle. It's likely a daily trip and most passengers were also sleeping and hence not able to react in time to wake the driver or attempt to lessen the impact of the crash.
    Very tragic.
