New Delhi: Private trains to be run across India by Tata, Adani, Hyundai

New Delhi, Feb 10: Indian Railways has recently proposed a plan of allowing private players to run their trains on around 100 routes across the country mainly for tourism purpose. This was also mentioned by union finance minister Nirmala Sitharaman in the recently presented budget for the fiscal 2020-21 also.

This plan of Indian Railways seconded by the union government, has received wide cheers from local and international private companies. They have showed eagerness to get onto Indian tracks as soon as possible. International players like Bombardier, Macquaire, Hyundai Rotem Company, Siemens AG and Alstom Transport have expressed their interest in the venture.

Indian companies which have showed a similar interest to run their private trains on Indian tracks include Adani Ports and SEZ, IRCTC, Essel Group, Tata Realty and Infrastructure and Hitachi India and South Asia.

Initially these trains will run on 100 routes, the list of which is already prepared by the Indian Railways. Around 150 trains will take the tracks to start with across India. These routes are divided into 10-12 clusters.

The routes which will see these private trains plying include, New Delhi to Howrah, Shalimar to Pune, New Delhi to Patna, Chennai to New Delhi and Mumbai to New Delhi. According to Indian Railways, there will be a gap of 15 minutes after the start of journey of such private trains on a route on which even the normal trains will run, so that there will be no delays and stoppage for the private trains.

The rule stipulated by the Indian Railways also says that the private passenger trains are allowed to run on a maximum speed of 160 kmph and will have minimum 16 coaches. Maximum number of coaches will be same as the longest passenger train running on that particular route.

With regards to the train fare, Indian Railways had made it clear that it is left to the discretion of the private companies running the trains. In addition, all the aspects of the operations like financing, procuring, operating and maintaining the private trains will have to be done by the respective private companies owning them.

    Citizens of India get ready for closure of non profit railway routes. Common public will be deprived of a cheaper mode of transport in years to come also many remote villages and places now connected by single or two trains a day will be shut. At many places it will lead to traffic jam, chaos and accidents on road as more private automobiles come on the road as passengers of train will switch to personal vehicles.     • Bharat Petroleum, one of India’s largest public oil companies. Bharat Petroleum, India’s sixth-largest company by revenues and it is country’s fast-growing energy co. India’s top fuel retail market. State has a 53.3 per cent stake.
    • Shipping Corporation of India, logistics business Container Corporation of India
    • And two power enterprises.
    • Sale of Air India (Indian National Carrier).
    • It also said it would merge a number of state-run banks, a move some analysts believe could be a first step to their eventual privatisation.

    Government hopes to complete its sale of Air India and Bharat Petroleum within a matter of months. Mr Modi’s government wants to raise Rs1.05tn ($14.6bn) through the sale of public assets by March 2020, the end of the current financial year, in order to help shore up government finances and meet its fiscal deficit target of 3.3 per cent.

    Estimating that the deficit will widen to 3.7 per cent. India is in the midst of a painful economic slowdown and business leaders have called for reforms to help boost investment.

    Ms Sitharaman said it would exclude one refinery in north-east India from the sale. Analysts at Citi said Container Corporation of India “should attract strong interest”, with potential bidders including India’s Adani group. The company has a 70 per cent market share of the country’s train container business, giving the owner an opportunity to increase the volume of trade that runs through railways.

    India is known and envied around the world for its affordable and efficient national train system. Indian Railways has performed a great service for our country. There may be fear in some quarters that "eventually" the entire railway system will be privatized and sold to foreign or monopoly interests, as for example in Greece. Critical thinking time! If the private companies modernize their trains and improve service, will the public be willing to pay the necessary increased fares for service and modernization? Will the private companies operate the trains for the benefit of India and Indians, or for private monopolistic profit?

    Nothing wrong in allowing private companies to run the railways! The will really enhance the service to the passengers. But the problem lies, when these contracts given to friends of politicians, with huge loan from public sector banks to carryout these operation. After passage of couple of years, these people will declare them bankrupt and increase the NPA.

    The idea is good. However initially only companies with experience should be allowed. This means foreign companies like Alstom, Hyundai, Hitachi either directly or with joint ventures ( with foreign companies holding majority shares). One does not trust companies like Adani who will jump in first take huge bank loans and then declare that they are bankrupt. Foreign companies like the ones that I have named will greatly improve the quality of rail travel in India. Today we have unclean trains, dirty toilets, dirty compartments, unhygienic food, poor security and lethargic service by the Indian railways. All this will change.

    Who is talking about sale of railways here? On the contrary private companies will be allowed to run their own trains on par with state owned railways, just as we see in case of airlines and road transport. There’s possibility of healthy competition and improved services to the public, in addition to generation of investment and employment opportunities in the private sector.
