After 19 Years, Ex-DGP gets Jail for Sexual Abuse


Chandigarh, Dec 22 (DHNS): Nemesis and the law caught up with a former Harayana director-general of police here on Monday when he was sentenced to six months in prison by a CBI court for molesting a budding 14-year-old tennis player 19 years ago. 

That incident and other subsequent instances of harassment had scarred the girl’s psyche so much that three years later she took her own life.

The verdict was pronounced by CBI special magistrate J S Siddhu against S P S Rathore. The magistrate also imposed a fine of Rs 1,000 on the retired IPS officer.

Ruchika was molested by Rathore, who was then the president of Haryana Tennis Association, at his office-cum-residence at Panchkula on August 12, 1990.

Harassment

The girl committed suicide three years later, on December 28, 1993, as Rathore allegedly harassed her family. Rathore also implicated Radhika’s brother in several theft cases but he was later acquitted. Ruchika herself was shunted out from school for “indiscipline.”

The victim’s closest friend, Reemu, then 13, and the sole witness had come from Australia, where she is settled now, to be present in the court. It was only because of the persistent efforts of Radhika’s parents — Anand Prakash and Madhu Prakash—who followed the case against Rathore in the labyrinths of officialdom and later courts that Rathore could be brought to justice.

“We are happy that the guilty has been punished. But the quantum of sentence is too short,” said Madhu. She also regretted that had the verdict come earlier, Ruchika would not have taken the extreme step. Ruchika’s sister Reemu said: “The incident that happened 19 years ago still haunts me. It took the life of my best friend. She was a budding tennis player and could have been a national player.”

Rathore, who retired in July 2002, was present in the court  with his wife Abha, a lawyer who was defending him in the case. Rathore showed no signs of remorse as he told the waiting media: “I will file an appeal. I will finally be a winner because truth will prevail.”

Earlier, a government inquiry indicted Rathore but no action was taken. Later, the family approached the High Court which ordered a CBI probe into the case in 2000.

    This verdict is nothing but a sheer mockery of our judiciary. 19 long years to conclude the trial of a heinous crime in itself is a farce. And finally what was the result? Only mere 6 months of imprisonment. Little doubt, the judgment was fixed long before the conclusion of the trial. It's another kind of "match fixing" as it happened in cricket a few years back. The shameless smile of the culprit, the so-called protector law, clearly indicates he was aware of the verdict. I welcome Ms. Lydia Lobo's suggestion to participate in TOI poll and oppose the verdict. I further call upon the Hon'ble Law Minister to bring about drastic measures in our judiciary and ensure that the system functions in an efficient, impartial manner, so that the rule of law is preserved in the country.

    All should remember that the media, internet & the dynamic youth of today are not allowing serious crimes committed by high & mighty to go under carpet. Such comments we make is read by millions of people around the world among whom few are honest ministers, officials, NGOs etc. and they take the case to their conclusion. This shameless official used his powerful hand and made the life of that young lady & her family a living hell. In the end, she could not take it any more & committed suicide. For 19 years this official remained free to enjoyed more power & abuse more victims. Finally, a six months imprisonment & 1000 rupees fine. What a shame on the functioning of our judicial system & the officials like Dinakaran.

    Six months and Rs. 1000 for causing death to a young girl which was perpetrated by a high ranking police officer! It makes the blood boil to read such shameful news because it seems like, in India, human lives have no value. The judicial system is terribly biased and simply following the old British system. Had this person a street rowdy, he must have been in jail for years. The powerful and influential people can bypass legal system because they are above the rule of law and judicial system. Shame shame shame.

    Justice delayed is Justice Denied. A heart wrenching episode of a young life snuffed out in its prime. A terrible violation of the law by someone who should have been be its defender. Its incidents like these which make you lose faith in the law and turns good law abiding citizens into its nemesis. But justice will be served in the Almighty's court because he is just and fair to all. He will not let Ruchika's life go in vain.

    Now the time has come to ammend the Laws, what a punishment, if this continues then our sisters, daughters cant walk on the road, because after any issue court may take 20 to 25 years, and finally a petty 1000 rs fine and 3 to 6 months prison. Oh God save our Nation.

    Rathore & his wife should be tortured in the same mannner the way they did to this young girl & her family, for taking the life of a innocent girl,becuase of sick men like Rathore,he took advantage of his high position of explioting the middleclass & the poor. Rathore & his wife should be shunned by the public so that he will remember all his life what he has done to destroy the peace & happiness of her family.

    its really a frustating judgement of only 6 months of imprisonment according to me he should be hanged till death, this type of cases require saudi type punishment. Like on spot punishment, if such crimes occur in saudi there will be a immediate judgement of cuttin his neck. He will suffer alot this is truth.

    Though the verdict is disgusting and has come late after 19 years but is positive with regard to 6 months RI for murderer ips officer. He should have been held responsible for his complicity in suicide case of the innocent girl and tried and punihed with a heavy quantum of punishemnt. The light punishment sends wrong message to the public. Castrate him and hang him in public.

    Mr. Nagesh, what is the relation between this and the GOA case. FYI in GOA it wasnt the minister who was involved, the ALLEGED one is an aspiring politician. try to see & fix the thousands of rapes, murders happening around you before commenting on GOA and the community.GOA wasnt like this few years back. we could leave our houses open and go anywhere without any worries, not anymore you know the reasons why.....

    I urge the readers to participate in TOI poll to oppose this verdict. I abhor Abha Rathore for supporting her spouse in this case and defending him in court. She does not realise that the molested and eventually dead girl could have been her daughter.

    The modesty of women can never be intact until rogues like the Abha Rathore are alive. No woman would have supported a molester spouse let alone defend him in the case. She pleaded for mild punishment citing frail health of her husband. What she forgot is that he wasn't frail when he molested the victim that lead to her death. Upon that they are challenging the truth to prevail - what truth are they talking about ? That too after torturing the victim's family to such an extent ? Shame to womanhood is Abha Rathore.
