Bengaluru: Show cause notice issued to IAS officer for hailing Tablighis' plasma donation

Bengaluru, May 2: An IAS officer, Mohammad Mohsin, has been served with a show cause notice for his tweet hailing Tablighi Jamaat 'heroes' for donating plasma towards treatment of others after they were healed of coronavirus infection.

Mohammed Mohsin had tweeted about the fact that over 300 members of the Tablighi Jamaat are donating their plasma to help treatment of others.

He had lamented the fact that the media will not highlight their noble and humanitarian gesture.

The officer, working as secretary in the department of backward classes welfare department, was served with the notice dated April 30 by the department of personnel administration and administration reforms in view of seriousness of the issue and sensitiveness involved. He has been asked to show cause in writing within five days from the date of notice as to why this action should not be construed as violation of Rule 7 of All India Services (Conduct) Rules 1968 and why provisions of All India Services (D&A) rules 1969 should not be invoked against him.

It may be recaled, the same IAS officer was suspended last year by the Election Commission for checking PM Narendra Modi’s helicopter.

    Twitter is a discussion forum to express personal opinion. He did not criticize the government but allegedly criticized the biased media. There was no twitter when All India Service (Conduct) Rules 1968 were enacted.

    As per Google search, Rule 7 states “No member of the Service shall, in any radio broadcast or communication over any public media ......... make any statement of fact or opinion......
    which has the effect of an adverse criticism of any current or recent policy or action of the Central Government or a State Government; or...................

    Rule 7 deals with Criticism of Government; whereas the Officer has criticised only the media and not the Government. By serving the notice Government is acknowledging that they wanted the media; which is hailed as the fourth pillar of democracy; as the mouthpiece of the Government.

    Nevertheless, the Officer could have avoided the tweet.

    The administration, namely bureaucrats (IAS, IPS, IRS, IFS) Police and Defence personnel, even the Judicary are governed by a code of conduct and service rules n regulations.... They are prevented, overtly or covertly to align, participate, with any political, religious or any social organizations.... The CM of Karnataka, has rightly penalised the Official, for violation of service rules !!!!

    It is a lame excuse to serve him a showcause notice for a silly reason of calling Media as Godi Media and not for hailing d TJ as Corona Warriors for their plasma donationThe media has complained abt it. Matter is not important for the govt, the manner is. Laughable. Ppl like Arnab and others have dinitely weakened the fourth estate of our democracy. Go well sir, go to CAT and get a stay on this as well. Checking for PM's helicopter was ur job, u did it well. CAT with held your suspension but allowed u to resume your duty. This time too it wil be the same.

    What about kidneys donated to late BJP ministers Sushma Swaraj and Arun Jaitley by muslims?????. Any show cause notice pending to that effect????. Similarly the cause here by the officer is an act of appreciation as service to humanity and people have recovered perfectly well and benefitted by this good will gesture and an opportunity for these Tablighis' to reconcile with rest of the society. These BJP agents neither do they contribute nor allow others to do so. Always finding ways for division.

    1.As an I.A.S.officer he is not supposed to get involved in all these things.
    He is in the ' Administrative Department' of the Country ,not some sort of PR for anybody.
    2.Even if he does,his choice of words should be very careful.
    He has brought this upon himself sadly.

    First of all, plasma hasn't helped in revival of COVID patients. It was only a trial and error effort.

    Secondly, RSS has donated 11,740 units of blood recently without any fanfare or publicity.

    Its OK ...Kamath Sir. If you do any good for publicity then it loses all it's
    value.By the look of things here the Tabligs were not for publicity which in itself can be applauded.
    It's the others who are concerned ! And out of this comes an I.A.S. officer of all people ! Simply uncalled for ...for the reasons I gave.Then some give it a religious angle ! Was it needed in the first place ?
    Comes to mind another I A S officer from here don't remember his name who resigned giving personal reasons and then had some hidden agenda as it turned out ?
    Tell you what from these two instances you need be that intelligent to ....

    Reality doesn't get digested by this bais government, what IAS officer told about godi media is true.
    There are sevrral who tweets hatred comments and statements, communal hatred tweets who are not given any show case or any case. They are perhaps given security by government.
    India was once a democratic country, not anymore.

    All of us must remember that we can donate plasma as a treatment for others, only upon we ourseves recovering from an ailment. What is commendable is, the dedication of the medical team to help you pull tbrough. Therefore if you are able to donate plasma is what you owe the team, not something you should boast about. Again, donating blood is with your permission, not under force.

    Now, why Tablighi is an issue here ? Because of their stubbornness. Accept humbly that you have done a mistake by gathering in violation of health instructions, the matter ends there. If you proceed with saying that you have Alla's protection or you attack health workers because they are after you to follow rules, please.. again you are wrog.

    My request to the officer is, please utilise your education, a pandemic does not see by which name you call the Almighty. It simply attacks.
